The Eisenhower Professional Development Program, administered by MSEN, provides financial assistance to provide teachers and other staff with professional development opportunities. Grants are awarded to institutions of higher education and to nonprofit organizations of demonstrated effectiveness in the preparation of professional development of K-12 teachers in mathematics- or science-based areas.
The K - 8 Science Infrastructure Leadership Project is a joint venture of MSEN, the NC Department of Public Instruction, and others that encourages inquiry-based science education.

  • To develop a network of effective well-trained leaders working in local school systems to assist with staff development, mentoring, and implementation of the newly-revised Standard Course of Study in science for the state of North Carolina To establish curriculum material distribution centers in each school system to facilitate distribution and use of appropriate standards-based materials.
  • Implementation of the K-8 Infrastructure Leadership Project will take place in a series of steps.

    System Leadership Training Develop School System Science Reform Teams in local school systems. Teams of teachers and administrators will attend the K-8 Infrastructure Institute and learn how to successfully implement inquiry-based science instruction in their districts.   • Community Outreach ImPACK Program As part of NC State's Office of Student-Athlete Development, the ImPACK Program is a great success story in the realm of student-athlete services. ImPACK gives Wolfpack student-athletes the opportunity to develop skills that will enhance opportunities for success after their athletic careers have ended. In the process, the program provides an outlet for the student-athletes to contribute to the community. ImPACK recently earned one of four inaugural "Program of Excellence" awards from the NCAA Division 1A Athletic Directors Association. The ImPACK Program has five major components: academic development, athletic development, personal development, career development and community service. The Academic Commitment? The primary goal of the NC State Athletic Department is to educate student-athletes so they not only obtain a degree, but also develop an appreciation for learning in addition to the knowledge and skills that will carry them through life. Academic coordinators from the Academic Support Program for Student-Athletes (ASPSA) facilitate a specially designed orientation course (MDS 101/102), which focuses on preparing first-year student-athletes for college success. The course meets weekly to cover issues related to academic and personal adjustment to college.

    The New ABC's of Public Education The New ABCs of Public Education is a comprehensive plan to reorganize public schools in North Carolina. The new ABC's focus on: Over the past decade, public schools have faced several rounds of school reform efforts including the Basic Education Program and Performance Based Accountability These reforms have helped North Carolina make progress, but progress needs to be made more quickly if North Carolinians want to be competitive. Teachers and principals have worked hard to make changes and to accommodate new educational programs. Nevertheless, many state and local education and business leaders feel that schools have not made the significant changes needed to meet the demands of the 21st century workplace and society. To give public schools a real chance to succeed, however, the General Assembly recognized in its 1995 session that local teachers and principals needed authority to make more significant and sweeping changes.

    Administration After School Program Arts Center Athletic Hall Of Fame ... Swain High STAFF DEVELOPMENT To promote the growth and development of education in Swain County, all employees are expected to participate in activities designed to increase their job competencies and to foster the concept of a learning community. Staff development will be aligned with the Swain County Schools Strategic Plan and with the individual School Improvement Plans. Adult learning is ultimately self-directed; however, the Board recognizes that it shares with its employees the responsibility for continued training. The Board shall pay reasonable costs, as mutually agreed upon in advance, for any course, workshop, seminar, conference, in-service training session, or school-based training which an employee is required and/or requested to attend by the local administration. A system-wide program of staff development is sponsored by the Board to provide a variety of relevant learning opportunities. In addition, each individual school will design and arrange training experiences to meet its own particular needs. Local expertise will be utilized to the fullest possible extent to meet specific staff development needs, and opportunities for follow-up and implementation of newly acquired skills will be provided.     BACKGROUND INFORMATION OF KEY PLAYERS
    HCDE Administrative Staff Dr. Jesse Register, Superintendent of Hamilton County Schools, is the principal investigator of Project MaSS. Dr. Register will provide oversight to the project and will work closely with community and education leaders to move the district and community toward MaSS goals. Dr. Register holds a master of Education Degree with a major in Education Administration from the University of North Carolina at Charlotte; an Advanced School Administrator's Certificate with a major in Education Administration from the University of North Carolina at Chapel Hill; and a doctorate of Education with a major in Education Administration from Duke University. Dr. Register's executive administrative assistant is Janet Qualls. Sheila H. Young, Assistant Superintendent for Curriculum and Instruction, is a key member of the Hamilton County Department of Education Staff. She plays a major role in the alignment of the district's curriculum, instruction, and professional development with new challenging state and local student content and performance standards. Ms. Young directly supervises eight directors in the division of Curriculum and Instruction including co-directors, Ava Warren and Barbara Fulmer. Ms. Young has masters degrees in English and Educational Administration and Supervision from the University of Tennessee. Ms. Young's administrative assistant is Sherry Snead.

    The mission of the Finance department is to empower minority-owned businesses by helping them achieve their financial goals. The Institute accomplishes this by consulting with clients to ensure that their businesses have clearly-defined financial objectives and controls which will put them in a position to obtain debt financing and/or equity. In addition to financial consulting, our Finance department has access to tools to provide direct or indirect funding to qualified businesses. The Institute is a qualified loan intermediary, and can receive, review, and process loan packages. The staff will also provide or refer the appropriate technical assistance to minority, women, and veteran-owned businesses desiring loan guarantees from the SBA. In order to qualify for one of our programs, potential clients must possess strong character and demonstrate dedication to patience, since the process is often long. Additional requirements include U.S. citizenshipand a good credit history. (Some blemishes are acceptable as long as the client is attempting to resolve the the situation.) We strongly urge our clients to order a copy of their credit report before submitting their packages to the Institute. Clients must also provide the following documentation.
