Conclusion North Carolina has had three Constitutions in her history as a State: the Constitution of 1776, the Constitution of 1868, and the Constitution of 1971.
Constitution of 1776
Drafted and promulgated by the Fifth Provincial Congress in December, 1776, without submission to the people, the Constitution of 1776 and its separate but accompanying Declaration of Rights sketched the main outlines of the new state government and secured the rights of the citizen from governmental interference. While the principle of separation of powers was explicitly affirmed and the familiar three branches of government were provided for, the true center of power lay in the General Assembly. That body not only exercised full legislative power; it also chose all the state executive and judicial officers, the former for short terms and the judges for life.

Three reporters associated with WUNC are recognized for outstanding journalism
(Chapel Hill, North Carolina, December 30, 2002) Three WUNC Public Radio reporters recently won awards for their work in public broadcasting.
Jessica Jones, education reporter; Julie Donnelly, state capitol reporter for the North Carolina public Radio Association; and Steve Baragona were each recognized for outstanding reporting.
Jones won the North Carolina School Bell award for a story in which she investigated the inconsistencies in standardized testing between U.S. military based schools and civilian public schools in the same community. Jones reported that students in general, and minorities specifically score higher in military schools. She posed the question of whether or not military schools have bridged the racial gap and if civilian schools can learn from them.
The N.C. School Bell Award is given by the N.C. Association of Educators and the Public Schools of N.C. Award recipients are chosen from stories submitted by members of the media.

    Education Office Education First Task Force More At Four Teacher Advisory Committee ... Standard-Track Grant Application Committee Three: Preparing Graduates of North Carolina Schools The purpose of public schools is both to prepare young people to make a contribution to society and to be successful in pursuing additional education at two or four-year colleges and universities or in entering the job market or military. Committee Three will focus on how North Carolina schools could be more successful in preparing young people to meet the needs of the "end users" of the state's educational system, employers who will hire graduates of the state's schools, the military, community colleges and four-year colleges and universities while enabling them to build the foundation for prosperous and successful family life. To begin its work the Committee will first look at student performance data in an effort to gauge how well the state compares to others in terms of student outcomes including drop out rates, SAT scores, community and four-year college remediation rates and other indicators. The Committee will also draw on input from college admission officials, personnel directors from the private sector and recruiters for the military as well as the results of state and national studies of skills required of today's graduates. The NCCBI has a major workforce development initiative that will support the Committee. Both the UNC system and community colleges have gathered and analyzed a wide-range of data on remediation problems confronting the two systems. And recent studies of Juvenile Justice, alternative high school programs and factors leading to school drop outs will inform the work of the Committee.

Easley announced the formulation of the Education First Task Force. The Education First Task Force is charged with the dual task of:
  • Ensuring that every student entering North Carolina schools graduate with an education enabling them to further their education successfully at two or four-year colleges and universities or enter the job market or military. The Governor is challenging the Task Force to frame recommendations that would result in an education that goes far beyond "sound and basic." Instead, the Governor envisions a system of schooling that would result in an education that is superior and competitive, one that would make North Carolina schools the envy of the nation.
  • State Superintendent of Instruction Mike Ward, BellSouth President Krista Tillman, and the Superintendent of the Halifax Public Schools, Dr. Willie Gilchrist are the Task Force's co-chairs.

    SENATE APPROVES NORTH CAROLINA
    PROJECTS IN MILITARY CONSTRUCTION BUDGET
    September 26, 2001 "This is a critical commitment to our armed services. It will improve the working and living conditions for the brave service men and women and make our armed forces even better prepared to defend our country," Senator Edwards said. The measure that funds construction of military housing, offices, schools and other facilities would increase spending in 2001 by about $1.5 billion over this year's outlays, or 17 percent more than current spending. In North Carolina, the bill would allocate:
    • $148.4 million for Fort Bragg,
    • $75.9 million for Camp Lejeune,
    • $21.2 million for Pope Air Force Base,
    • $11.4 million for Sunny Point Military Ocean Terminal,
    • $4 million for the New River Marine Corps Air Station,
    • $490,000 for Seymour Johnson Air Force Base.
    The projects that would be funded under the legislation include renovation of a fire and crash rescue station at Seymour Johnson Air Force Base. The bill also provides funds for major barracks construction projects at Fort Bragg and Camp Lejeune. Senator Edwards is scheduled to visit Camp Lejeune on Thursday to meet with commanders and have lunch with Marines in the mess hall.

    Cape Fear Academy is the dominant secular private school in the region. Established in 1967, this coeducational day school is open to students interested in a traditional, challenging, college-preparatory education. The program offers a developmentally appropriate curriculum within a stimulating learning environment. The academy's mission statement, "To be a learning community sharing a commitment to respect, integrity and academic excellence," forms the framework for student life at the school as well as fostering a spirit of unity and high ideals. Close relationships with teachers are encouraged. There are approximately 530 students in pre-kindergarten through grade 12. Pre-kindergarten and kindergarten students participate in half-day programs, with after-school care available. The Lower School comprises pre-kindergarten through grade 5. Instruction by professional faculty includes art, music, science, foreign language (Spanish), drama, computer science and physical education.
