"Making Soldiers in the Public Schools: An Analysis of the Army JROTC Curriculum," is a new American Friends Service Committee publication about the large and rapidly growing military presence in American high schools, via the Junior Reserve Officer Training Corps (JROTC). The publication provides an analysis of the JROTC curriculum, compares the claims made by the JROTC program with the outcomes, notes the absence of data to substantiate most of the program's claims, contrasts JROTC goals with those of public education in a democracy, and raises serious concerns for parents, students, educators, and school boards. JROTC's Expansion With the clearly stated goal of creating "favorable attitudes and impressions toward the Services and toward careers in the Armed Forces," JROTC employs retired military personnel as classroom instructors to teach a military curriculum. Approximately 310,000 students, ages 14 and up, participate in about 2,200 high schools nationwide. JROTC's funding has expanded by more than 80 million dollars since 1992; the number of units is expected to reach 2900 by 1996. At first glance, the JROTC program can appear very attractive to school districts. It claims to provide discipline to students who join, to prevent drug abuse and dropouts, to provide leadership training, and, overall, to benefit "at-risk" students. However, as the program expands, many students, teachers, and parents have asked, "Does this program belong in the public schools? What does it teach, what does it promise, and what does it deliver? What are its economic and social costs? Does it recruit for the military?" "Making Soldiers in the Public Schools" considers these and other questions through examination of the basic outlines of JROTC's history, its racially and regionally skewed distribution in schools, its relation to military manpower needs, and problems with its curriculum.

NURSING TIMELINE
As the Civil War begins, North Carolina has neither hospitals nor trained nurses. Many Southern women volunteer their services as nurses due to the shocking number of casualties. Florence Nightingale's "Notes on Nursing," published in 1860, becomes the inspiration and only instruction manual for many.
Wilmington, which wasn't captured until 1865, is one of the only remaining entry points for food and medicine into the South due to the Union blockade. Drugs had to be smuggled throughout the state. Southern nurses resort to homemade remedies: cucumbers or balsam for burns, jimson weed for fever, rose geranium for diarrhea, wild yam for scurvy, and blackberry root for dysentery.
Prior to the War, the lives of most American women had been restricted to domestic duties. By the War's end, women have established fifteen military hospitals in NC, and helped create the new career of professional nursing.
Formal training for nurses begins in the U.S. with schools in New York, Connecticut and Boston. By 1900, there are 432 nursing schools throughout the country.

Simultaneous Membership Program (SMP) WHAT IS THE SMP?
  • SMP Cadets are members of a National Guard unit and a College or University Reserve Officer Training Corps (ROTC) program simultaneously.
    This program allows National Guard soldiers who are also students the opportunity to become United States Army Officers in the Active Army or Army National Guard/ Army Reserve.
    During the junior and senior years of college the National Guard soldier "contracts" with an ROTC program and starts attending unit drills as a SMP cadet and are attached to an officer for training. (cadets receive pay as an E-5 and wear cadet second lieutenant rank)
BENEFITS OF THE SMP
  • SMP Cadets can serve on active duty after graduation as Second Lieutenants with a starting pay of $34,000/yr or stay in the National Guard and make $4000/yr in addition to your civilian pay.
    ROTC SMP cadets receive an additional $200 monthly stipend for participating in ROTC, this is in addition to G.I. Bill, Tuition Assistance, Bonuses, etc.

(pdf 151kb) Press Releases Video Clips History Shortly after the end of World War II, the United States military established schools for the children of its service men and women stationed in Europe and the Pacific. Schools for children of military members stationed at various bases in the United States were already well-established. First administered by the military branches they served, the growing number of schools was soon transferred to civilian managers, then organized into two separate but parallel systems: the Department of Defense Dependents Schools (DoDDS) overseas, and the Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS) in the United States. In 1994 the two systems were brought together under an umbrella agency, the Department of Defense Education Activity (DoDEA). Organization The Department of Defense Education Activity (DoDEA) is a civilian agency of the U.S. Department of Defense. It is headed by a director who oversees all agency functions from DoDEA headquarters in Arlington, Virginia. DoDEA's schools are divided into three areas, each of which is managed by an area director. Within each of these three areas, schools are organized into districts headed by superintendents.

LEXINGTON — The agreement outlining an invitation for Davidson County to join the Winston-Salem Urban Area Metropolitan Planning Organization was called “second-class” and “powerless” by an indignant board of commissioners Thursday.
“I don’t know about this,” commissioner Billy Joe Kepley said of the invitation. “Seems like someone on the Winston-Salem Transportation Advisory Committee (TAC) thinks we’re all a bunch of thumb-sucking, tater-digging idiots down here.”
As a result of the 2000 US Census, the federal government has extended the boundaries of Winston-Salem’s MPO — an organization that handles transportation planning for that city.
