Wyoming Equality Network
The Wyoming Equality Network includes the largest geographic ATM-Cell Relay deployment in the nation. ATM-Cell Relay Service technology enables Wyoming high schools to employ real-time interactive video and provide high-speed data transfer and Internet access. ATM-CRS's attractive characteristics include high bandwidth, low-delay and high speed. Additionally, the advanced ATM network backbone lays the foundation for cutting-edge telemedicine applications, convenient continuing education for professionals and a range of private sector business uses. The Wyoming Equality Network offers the 100,000 primary and secondary Wyoming students in 402 schools across 98,000 square miles equal access to specialized course material and Internet resources regardless of their location. The world through the Internet will be accessible to rural students like the five students enrolled in Four Oaks Elementary school in Crook County and to the four students at the end of a 25-mile dirt road that leads to River Bridge elementary school in Albany County.

Submit Classified Keep your COOL, don't be FOOLed By Dave Frederickson, National Farmers Union President The 2002 farm bill requires country-of-origin labeling (COOL), not farm-of-origin labeling (FOOL). The new law instructs grocery stores to label fresh meats, fish, fruits, vegetables, and peanuts with the country in which it was grown and processed by September 2004. The corporate giants that would profit most from American consumers not knowing their food's origin have launched an anti-labeling campaign primarily fueled by misinformation and scare tactics. Unfortunately, the U.S. Department of Agriculture fanned the flames with its release of cost estimates that assume each of the 2 million farmers, ranchers and fishermen in the country will need to implement a record-keeping system. Don't be FOOLed. The COOL law specifically prohibits this by saying, the secretary of agriculture "shall not use a mandatory identification system to verify the country of origin of a covered commodity." This puts the burden of proof on the importer, not the individual farmer or rancher. Instead, the law encourages use of certification programs that already exist. The carcass grading and certification program, the child and adult care food program and the market access program were specifically listed in the law as models that may be used. USDA could also glean from the already existing country-of-origin labeling systems from 35 of our international trading partners, the state of Florida and its own voluntary rules.

Presentation I try to do three things during my presentation: inform, entertain, and inspire. To accomplish this I usually divide my talk into two or three parts. The first part is used for questions and answers. To illustrate my answers, I draw cartoons on an overhead and give the transparencies to the students. I use the second part to show slides of my work, my home, my studio, my family, the neighborhood critters, or (depending on the questions) whatever else might interest the students. In the optional third part, the students and I draw a cartoon together. My primary goal is to motivate students to read, write, and draw.

Bismarck Burleigh Public Health along with school and community members, developed a school and community plan based upon the Centers for Disease Control's Best Practices for Comprehensive Tobacco Control Programs tobacco prevention and control. The purpose of the Community Health Grant Program is to prevent or reduce tobacco usage in North Dakota. It was created by the North Dakota Legislature in 2001 and made possible by the master tobacco settlement dollars. Goals of the Tobacco Prevention and Control Program include:
Two of the funded curricula available for schools wishing to update their present drug free school curriculum are Life Skills Training for middle high students and Project Towards No Tobacco Use for upper elementary grades (5th, 6th, and in some schools 7th).

Facts About the Childhood Immunization Initiative
July 24, 1997 Childhood immunization was one of the earliest priorities of the Clinton Administration. In response to disturbing gaps in the immunization rates for young children in America, the Administration designed a comprehensive Childhood Immunization Initiative. This national initiative addresses five areas:
  • Improving the quality and quantity of immunization services
  • Reducing vaccine costs for parents
  • Increasing community participation , education and partnerships
  • Improving systems for monitoring diseases and vaccinations
  • Improving vaccines and vaccine use.
At the same time, the Administration and Congress have committed substantial new resources for immunization, including significant budget increases for service delivery improvements and for purchase of vaccine to be made available to needy children. On July 23, 1997, President Clinton announced that the nation had exceeded its childhood vaccination goals for 1996, with 90 percent or more of America's toddlers receiving the most critical doses of most of the routinely recommended vaccines for children by age 2. Also in 1996, reported levels of disease were at or near record lows and 3 diseases reached the elimination targets (tetanus under age 15, polio and mumps).

Provision of Computer Based Learning Resources in North American Academic Health Sciences Environments Dawn Littleton, Coordinator of Education Technology d-litt@tc.umn.edu and Ellen Nagle, Director, Bio-Medical Library, University of Minnesota, Minneapolis, MN 55455 USA ABSTRACT: To obtain information about CBL a study of Canadian and United States academic health sciences libraries was undertaken to learn the current issues, challenges and plans of CBL provision for health sciences students. A survey consisting of twenty-seven questions was utilized covering aspects such as network provision, remote access, monitoring, metering, collection development, cataloging of CBL web sites, licensing issues, and multimedia development. Libraries and learning resource centers of schools listed in the current directory for the Association of Academic Health Sciences Libraries were contacted for their agreement to participate. Results: Data for over 70 schools in the United States and Canada is provided and interpreted. Statistical analyses (SPSS) and other interpretations will address the characteristics of programs which have found creative solutions to the most often reported challenges. (HANDOUTS) PARTICIPATING SCHOOLS * The following schools participated in the phone interview for the study: These lists indicate only those schools that participated in the survey, not a list of schools necessarily providing CBL.
