Dual Credit North Dakota high school juniors and seniors can now earn both high school and college credit thanks to the 1997 Legislature.
Prior to the Legislature enacting the new law, students may have been taking courses for college credit, but most did not receive high school graduation credit.
Students now can arrange for the dual credit courses at nationally and regionally accredited postsecondary institutions. Those schools can be a vocational, two-year, or four-year campus and need not be in North Dakota. Students also may take college courses over distance learning networks such an the Interactive Video Network or over the Internet.
Not all high school students are prepared to take college-level course work, however. Last fall, 345 high school students were enrolled in 43 colleges courses in North Dakota. The courses were in 18 different topics, including calculus, English composition, history, speech, and accounting. In nearby Minnesota, as many as 7 percent of juniors and seniors choose the dual credit option.
"The dual credit program helps students focus on college earlier," says Tom Decker of the North Dakota Department of Public Instruction. "We think this new program will facilitate cooperation between high schools and colleges. It also allows smaller schools to make courses available that might not have been available in the past."

MISSION STATEMENT
NON-DISCRIMINATION POLICY (504) PHILOSOPHY INTRODUCTION The NORTH DAKOTA SCHOOL FOR THE DEAF established in 1890 by the North Dakota Constitution and located in Devils Lake is under the direction, control, and management of the Department of Public Instruction. The school is an educational institution for the education of children with severe to profound hearing loss. To be eligible for enrollment children must be between the ages of and 21 and must be residents of North Dakota. Out-of-state students are accepted on a tuition basis. The North Dakota School for the Deaf is a school using specialized methods of instruction for hearing impaired youth. The school provides a comprehensive academic program covering a broad range including traditional academic offerings, vocational education, special studies, physical education, and art. Further educational opportunities are presented through residential, athletic, and recreation programs. A major emphasis throughout all programs is development of language, receptive and expressive skills. In order to educate hearing impaired students in accordance with Individualized Education Plans, they may participate in mainstream programs with their hearing peers for part of the day in the Devils Lake Public Schools including academic and vocational classes. Hearing students from the Devils Lake Public Schools may attend selected classes at NDSD in a reverse mainstream program. NDSD offers sign language instruction to Devils Lake High School students. Students from NDSD may participate in community activities and in co-op athletic programs with the public schools.

    The National Assessment of Educational Progress, operated by the US Department of Education, bills itself as The Nation's Report Card . Fort Berthold Community College (FBCC)
History and Philosophy:
Fort Berthold Community College (FBCC) is located on the Fort Berthold Indian Reservation more than 250 miles west of Grand Forks (see map, p. *). FBCC enrolls mainly Native American students, with a main campus that is a state-of-the-art facility in New Town, North Dakota, and several smaller locations strategically located throughout the large expanse of the reservation. The college was founded in May of 1974 and is owned by the people of the Three Affiliated Tribes (Mandan, Hidatsa, and Arikara). The Three Affiliated Tribes endorse the concept that a locally based higher education institution is needed to train Tribal members and to act as a positive influence retaining the Tribal Culture. Fort Berthold was granted accreditation on February 12, 1988, through the North Central Association of Schools and Colleges. It is the mission of the State and National Teacher of the Year Programs to recognize and honor the contributions of classroom teachers. NDEA, in conjunction with the Council of Chief State School Officers and Scholastic, Inc. is a sponsor of the State and National Teacher of the Year Programs. Nominations for North Dakota Teacher of the Year must come from a teacher, school administrator, school district trustee, local education association, student or parent.
