Mark Hong has been a diplomat in Singapore’s Ministry of Foreign Affairs since 1969, serving in Cambodia, Hong Kong, France, Russia, and Ukraine. He was Singapore’s Deputy Permanent Representative to the United Nations during the 1991 Gulf War, and is currently a visiting senior fellow at Singapore’s Institute of Defense and Strategic Studies, where he has written on, among other things, terrorism in Southeast Asia. Hong, who plans to retire from the foreign service in May 2004, recently shared his views on several current international issues—from the North Korean nuclear crisis to a potential war with Iraq to Cambodian trials of former Khmer Rouge leaders to radical Islam in Southeast Asia—with World Press Review associate editor Rachel S. Taylor.

Pyongyang Korean Central News Agency (government-owned), Jan. 4: There is no reason why the United States should not accept the proposal [for a non-aggression treaty]; it is the best path toward finding a peaceful solution to the nuclear issue in the Korean Peninsula. The United States should have responded more appropriately to North Korea’s patient efforts. Instead, the United States intensified international pressure against North Korea, insisting that it “scrap the nuclear program before any dialogue could take place.”
This serious situation compelled North Korea to start removing seals and monitoring cameras from the nuclear facilities where work had been frozen to begin using them for the normal, and necessary, production of electricity. This initiative is part of North Korea’s mode of revolutionary and independent response to the U.S. imperialists’ hard-line policies. North Korea will respond with the toughest countermeasures. The present situation is very serious and unpredictable. Pyongyang cannot but take strong countermeasures in defense of its sovereignty and right to exist. If the U.S. imperialists misjudge North Korea’s might and will and launch a preemptive attack, North Korea will deal a mortal blow to those who started the war with a powerful counterstrike.

    Lesson # 1: Be Humble North Korea exists to make every American administration look foolish. We have a hard time understanding how this insignificant 3rd world backwater, the last outpost of the Cold War, can consistently thwart the will of the world's only superpower. A large reason is that we simply do not understand North Korea very well. As Ambassador Donald Gregg has said, "North Korea is the longest running intelligence failure in U.S. history." We simply do not have a very good understanding of how decisions are made, who makes them and why. A recent example of U.S. miscalculation: press reports stating that Bush administration officials were surprised at how North Korea has reacted to our confronting them over evidence of an enriched uranium program. Two earlier examples: (1) predictions that Kim Jong-il would not long survive in power after his father's death and (2) North Korea's August 1998 launch of a three-stage ballistic missile.

    Analysis: The trouble with North Korea

    On alert: The South Korean navy experienced clashes in June
    Since the collapse of Communism around the world, North Korea has been short of friends and money and it has become increasingly threatening. China, the North's neighbour and ally in the Korean War, has turned away from socialist economics and it sometimes seems impatient with North Korea's rigid Stalinism and refusal to change with the times. But, China, like South Korea, does not want to see North Korea collapse, because that could mean hundreds of thousands of refugees streaming across the border, destabilising the region. Nevertheless, some analysts in Seoul feel China has set a bad example by recently test-firing a ballistic missile and it has quietly defended North Korea's right to launch rockets too. Washington worries that soon North Korea may be able to reach the mainland of the United States with its Taepo-Dong II missile which could be tipped with chemical, biological or even crude nuclear weapons. Nobody is sure. Furthermore, the United States treats North Korea as a terrorist state, for selling missile technology to other rogue nations.

  • About the Bulletin INTRODUCTION: A HIGH STAKES GAME In 1994, the US and North Korea reached the brink of war when it was discovered that North Korea was developing nuclear weapons. The crisis was averted by the Agreed Framework negotiated by the Clinton administration, which had North Korea promise to stop developing nuclear weapons in exchange for two nuclear reactors, fuel oil aid, and improved relations. Now North Korea has admitted to having a weapons program once again, after being presented with evidence of North Korean nuclear activities by US envoy James Kelly. The result has been global shock and confusion about North Korea's motives. South Korean representatives have framed the admission as part of North Korea's willingness to improve ties with the outside world. Other analysts believe that it is part of a traditional North Korean tactic of creating a crisis in order to force talks, and that North Korea may be using its nuclear capacity as a bargaining chipas something to be exchanged for improved relations with the US or for aid. For its part, the US has declared that the admission makes the 1994 agreement null and void, dismissing the North Korean perception that the the US had already broken several of its own promises under the agreement, including the building of two nuclear reactors in North Korea by 2003.
