AUTONOMY FOR THE INUIT
Nunavut, the final carve-up of Canada?
Last June's legislative elections in Canada has led to a Balkanisation of political representation, with each of the three major parties only winning real support within a small segment of the federation. Of the 155 seats won by Jean Chrétien's Liberal Party, 103 were in Ontario and they only just managed to survive in Ottawa. The Bloc québécois with 44 seats only exists within Quebec. And the ultra-liberal Reform Party won all its 60 seats, bar one, within the western provinces. This fragmentation will become even more pronounced in 1999 when a new autonomous Canadian territory, Nunavut, is created in the Northwest Territories. This might be followed later, within Quebec itself, by Nunavik, to form a common home to the Inuit, scattered throughout the Arctic by Philippe Bovet

Friday, October 4, 2002 Iqaluit, Nunavut Welcome to Canada and a visit to a Canadian community where diversity is our strength, the foundation of our values and our sense of who we are
Thematic/Overview
Her Majesty's first day in Canada, focuses on a unique welcome to Canada ceremony (Inuit tradition) and Iqaluit as it profiles democratic institutions and the role of the Crown in our lives (visit to Legislative Assembly). Both the wisdom of the past and the energy of the future will be profiled (high school visit: Tisi exhibit, Duke of Edinburgh Awards and Inuit sports), cultural preservation and excellence will also be celebrated (Nunavut Arctic College Sculpture Garden)
Day at a Glance
Her Majesty and His Royal Highness arrive in Nunavut for the first time since its creation as a new territory. After a traditional Inuit welcome to Nunavut/Canada in the form of a "welcome song", Her Majesty will enter the Legislative Assembly and address not only Nunavut but all Canadians via live television coverage. This historic occasion will conclude with the unveiling of a sculpture and plaque dedicating the assembly building. The Queen will proceed on a walkabout to Four Corners (which is the location of the first street signs in Nunavut, one of which bears her name - Queen Elizabeth II Way). The walkabout will allow Her Majesty and His Royal Highness to meet as many members of the public as possible and allow the public to offer congratulations for The Queens fifty years of service to Canada and her Golden Jubilee.

    - Nunavut, "our land" in Inuktitut, is the realization of more than 20 years of negotiations and planning by the Inuit of the Eastern and Central Arctic. Under the 1993 Nunavut Land Claims Agreement, Inuit received from the federal government a settlement of $1.1 billion to be paid in annual installments until 2007. Inuit also gained control of about 356,000 square kilometers of land (about 18 per cent of Nunavut), of which nearly 38,000 square kilometers include title to subsurface (mineral) rights.

    Location
    In 1999 the new territory of Nunavut, which means "our land" in Inuktitut, the Inuit language. Nunavut is a vast territory - larger than Newfoundland, Prince Edward Island, Nova Scotia, New Brunswick and Quebec combined-that contains one fifth of Canada's land (2,254,402 sq km). This is the first major change to the map of Canada since Newfoundland joined Canada 50 years ago, in 1949.

    People

    Inuit, as the majority population of Nunavut, are shaping the territorial government in keeping with their culture, traditions and aspirations. Inuktitut is a working language of the government, though government services are also available in English and French. The government intends to incorporate the best of traditional Inuit and contemporary government systems. The Government of Nunavut is elected by all residents of the territory regardless of their origin.
