Mayor presents proclamations during meeting

Dixie Lee Roberson, who retired Friday as line maintenance secretary in the City of Shawnee utility department, was honored by Shawnee City Commission Monday night for her 36 years of service to city government. Mayor Chris Harden presented a framed copy of the resolution to Roberson. The crowd that nearly filled the city commission chamber gave her a standing ovation for her years of service. "I have truly enjoyed my 36 years with the city and I will miss everyone very much. Good luck to all of you," Roberson said. Harden also proclaimed five special observances this month. The first is Thursday, April 13, which she proclaimed as Father Paul Zahler Day. Father Zahler, St. Gregory's University faculty member and internationally recognized authority on mental retardation programs, will receive the Don Bodard Award at the Salvation Army annual dinner Thursday evening, April 13, at Geiger Center. Father Zahler accepted the proclamation.

School Trustees Welcome Newly-Elected Member,
Canvass Election Results and Elect Officers for 1999-2000
School Trustees at their May 4 meeting canvassed the results from the May 1 School Board election, swore in new Trustees, and elected officers for the 1999-2000 school year.
New candidate Ralph Stow captured the Place 4 seat, vacated by retiring Trustee Mike Evans, with 2,168 votes. Opponents Rita Freeman and Jerry Frankel received 1,344 and 1,398 votes, respectively. In Place 5, incumbent John Muns ran unopposed and secured 3,954 votes in the election.
Trustees re-elected the existing officers for the 1999-2000 school year. They include John Muns, president; Mary Beth King, vice-president; and Gary Base, secretary.
Mr. Stow is serving his first term on the Board. Mr. Muns is serving his third term. Ms. King was elected to her second term in 1998, and Mr. Base was elected to his first term in 1997. Other members of the Board are Dr. Allan Bird, Scott Carpenter and Duncan Webb.

We were saddened this month to learn of the passing of Robert Fitzsimmons, a former SAI staff member. Fitz died of cancer in his hometown of Boone, Iowa, on Aug. 26, 2000, at the age of 75.
Fitz started his career in school administration as high school principal in Mexico, Mo. From there he moved to Cedar Rapids and served as principal at Washington High School from 1962-67. Fitz was appointed as principal of Kennedy High School when the building first opened in 1967. After leaving Cedar Rapids in 1970, Fitz went to work for NASSP as Director of Student Activities.
In 1972, Fitz was appointed executive director of the Iowa Association of Secondary School principals (succeeding Del Battrick). In 1983, the Iowa Association of Secondary School Principals merged with the Iowa Association of Elementary and Middle School Principals to form the Educational Administrators of Iowa (EAI). Fitz served as associate executive director of EAI from 1983-87. On Sept. 1, 1987, the Educational Administrators of Iowa (building principals) merged with the Iowa Association of School Administrators (superintendents) to form the School Administrators of Iowa. Fitz served as Coordinator of Professional Services for SAI from Sept. 1, 1987, until his retirement on June 30, 1991.

    CHAPTER NINE RESOURCES Finding the resources to finance, maintain, and upgrade equipment, and to provide teacher training and technical support is universally one of the biggest hurdles that schools face when it comes to technology implementation. For many, the funds are simply unavailable via the conventional means of local tax-based school financing. Despite this fact, we found schools and districts in some of the most disadvantaged areas of the nation that have somehow managed to establish exemplary technology programs. How did they do it? In a word, they did everything . While we collected questionnaire information on a number of typical sources of funds (see below), schools provided literally dozens of interesting examples of how to approach fundraising. Some fostered and rewarded grantsmanship among their faculty; others developed alliances with community groups; and still others were able to steer traditional educational funding vehicles into more direct support of technology. Many schools identified non-monetary in-kind resources such as volunteers, bartering relationships, and corporate contributions of hardware and software. The best schools (from a resource acquisition perspective) had fairly elaborate strategies and tactics that combined all of these elements. One of the areas we focused particular attention on was how schools make effective use of Federal or state technology grant programs. This is an area where there is much opportunity for creative and effective public policy, as well as for some dreadful mistakes.

    by Charlene Haar Since the publication of "A Nation at Risk" in 1983, Americans have become increasingly alarmed about the dismal results and soaring costs of their public schools. No group of citizens has a closer view of these problems or a more immediate stake in addressing them than the parents of the country's 48 million schoolchildren. Here and there, parents have won minor battles to influence curricula or oust mediocre school-board members. But as individuals, parents are no match for the forces that favor the status quo. Parents' most promising forum to agitate for reform and hold their local educators accountable for failure already exists: the venerated National Congress of Parents and Teachers, commonly known as the PTA. Unfortunately, parents cannot count on either their local PTA or its national leadership to advance parental interests or even air diverse viewpoints. As it operates today, the PTA is useless to parents who want to play a meaningful role in educational reform. The mission of the PTA has always been to "work on behalf of the best interests of all children on issues that affect their health, education, and welfare" and "to encourage parent involvement." With almost seven million members, the PTA offers great potential for promoting parental involvement in the educational welfare of children. But in the 1990s, that mission requires of the PTA something it has been unwilling to do: demand accountability for performance and spending at every level of the educational system.

Not only is money essential for acquiring technology but so is good information about the availability of Federal programs and information sources.     General Approaches to Resource Acquisition
    In this area, we identified a list of nine very general approaches to expanding the resource base available to schools involved in implementing technology. It included various sources of resources (e.g., private versus public), various types of resources (e.g., money versus in-kind), and different types of relationships with the resource providers.
    In the questionnaire, we asked schools to indicate whether they were using a particular technical support approach and to rate how much the approach helped on a four-point scale. These questionnaire data are summarized in Table 9.1.
