Volume 2, Number 6 March 20, 2000. President Richard Van Loon says government funding announced last week is disappointing for Carleton, and very difficult for the Ontario university system. Last week, Minister of Training, Colleges and Universities Diane Cunningham announced a $52 million increase to university operating grants for 2000-2001. Another $16.5 million, or one percent, will be distributed to universities based on increased enrolment in 2000-01. The government also announced that the total maximum tuition fee increase for most programs at any university would be two percent per year for five years. Van Loon says that while he can understand that students may be pleased that there is a cap on tuition increases, he is profoundly disappointed that the government is not providing the level of support for post-secondary education that would ensure a competitive and high quality university system. Van Loon argues that what is being touted as a funding increase, actually amounts to a decrease in grants per student.

Ontario Government Push Ahead With Hydro One Floatation
The Ontario government plans to go ahead with the sale of shares in its Hydro One electrical utility in September after holding public hearings on the issue and changing legislation that caused a court ordered delay, Energy Minister Chris Stockwell said.
The government will also appeal the court ruling that last week derailed its plan for the biggest initial public offering in Canadian history.
The share sale had been scheduled for June. Superior Court Justice Arthur Gans ruled Friday the government had to amend a 1998 law breaking up the provincial energy monopoly before the IPO could go ahead.
“I think (the IPO) is a good idea,” Stockwell said at a news conference. “As a public entity, Hydro One was badly run.” The Ontario government plans to use the C$5 billion ($3.2 billion) it expects to raise from the sale to pay off part of the energy monopoly's C$39.1 billion debt.

Consultation Paper on the Ontario Building Code's Disability Access provisions.
The Government has extended the deadline for sending in written submissions to
March 1, 2002. You will see that a number of the themes that the Ontarians with Disabilities
Act Committee has advocated for years are echoed to some extent in this paper,
including the need to remove and prevent barriers facing persons with disabilities in Ontario. INTRODUCTION
Thank you Mr. Chairman and members of the committee for inviting us here today. My name is Bob Canuel. I am a member of the Board of Directors of OSTD, the Ontario Society for Training and Development, and I'm also Vice-President of Human Resources for Hallmark Canada. With me today is Lynn Johnston, the Executive Director of OSTD. On behalf of OSTD, we both appreciate this opportunity to participate in the 2003 Ontario pre-budget consultation process, and we welcome this chance to provide input on Ontario's budgetary policy, particularly in the area of training and skills development for Ontarians. At OSTD, we are committed to working with the government, to help develop and facilitate innovative ways to assist Ontario's workforce to both retain and enhance its productivity, skills and learning development. To give you a bit of background, OSTD has been in existence for more than 50 years, and today we are the largest association in Canada dedicated to the profession of training and development. Our mission is to set the standards for, and promote excellence in, our profession. We currently have 1700 members, including approximately 10% from outside Ontario, representing 1000 companies and organizations. We also have an alliance with our U.S. sister organization, the American Society for Training and Development (ASTD), which has 70,000 members in the U.S. We continue to promote partnerships with our provincial counterparts in order to share best practices and maximize benefits for our members. And further, we are currently considering transforming OSTD into a national organization – an idea that was endorsed by 90% of our members at our annual convention this past November.

Non-Identifying Information
If the adoption was arranged by an office of the Ontario Children's Aid Society then the Society would have the record and would respond to the request. The length of time for a response can vary from six months to two years. If the adoption was handled privately then the information is prepared by the ministry. For adoptions prior to June 1979, however, there is virtually no non-identifying information available. Unless the applicant knows which agency is involved and can make a direct inquiry, there can be a longer wait while the ministry determines and informs the applicant where to request information. For most adoptions prior to the mid 1960s the adoption order will contain the adopted person's given name(s) and surname at birth. For many orders made after the mid 1960's the adopted person's surname at birth is not shown, just the first initial of the surname followed by a birth registration number. The order shows the court in which the order was granted, the date it was granted and the name of the judge. It also shows the names of the adoptive parents. Adoption orders DO NOT contain the names of the birth parents(s) or any information about them.

LANSA Selected as Vendor of Record by Ontario Government
Government to Expand Information Technology Success with LANSA
Downers Grove, Ill. – January 13, 2003 - LANSA announced today that it has been selected as a Vendor of Record (VOR) by the Ontario Provincial Government for Information Technology Services VOR arrangement SA-2988. The VOR agreement with the Ontario Government allows LANSA to provide professional IT services in areas such as infrastructure, application development, Web, portal and systems integration projects. Only a select list of services organizations are chosen as Vendor of Record. VOR status is a "mandatory use" arrangement for Ontario Government Ministries’ initiatives of $500,000 or less. This means that government agencies are not supposed to contract with firms directly who are not a Vendor of Record without going through a request for proposal (RFP) process. LANSA's Canadian office is located in Toronto and has been delivering cost-effective solutions to a diverse mix of customers for more than 10 years. LANSA’s Canadian government customers throughout federal, provincial and municipal levels include Export Development Corporation; Workers Health, Safety and Compensation Commission; Ministry of Training, Colleges and Universities; Children’s Aid Society; etc.
