Ontario Government And Bell Mobility Sign $300 Million Radio Agreement
TORONTO, June 29 Bell Mobility and the Province of Ontario are pleased to announce a 15-year $300M agreement for the consolidation and replacement of five Provincial Government two-way radio networks. Bell Mobility Radio will be maintaining all existing Government analog radio communications while designing and implementing a new trunked radio network over the next two years. Once it is fully operational, the new network will integrate two-way radio communications among five public safety agencies: the Ontario Provincial Police, the Correctional Services Division of the Ministry of the Solicitor General and Correctional Services, Ministry of Health ambulance services, Ministry of Natural Resources fire-fighting and conservation enforcement, and Ministry of Transportation highway safety and enforcement. Presently, each of these agencies operates its own, separate radio dispatch system. "Our primary goal is the enhancement of public safety and the safety of our front-line personnel," said Solicitor General and Minister of Correctional Services Jim Flaherty. "This agreement with Bell Mobility will provide a province-wide, state-of-the-art radio communications network linking our emergency services, increasing their efficiency and reducing delays. By partnering with the private sector, the government will be able to equip our emergency services personnel with the latest in technology in a cost-effective manner."

Ontario Minister of Consumer and Business Services Norman Sterling said the new initiatives are aimed at delivering round-the-clock services to citizens who are increasingly apt to seek easier access to government documents and services via the Internet. Sterling said the Ontario government has expanded online services for businesses filing for registrations and renewals; created a Web site that improves access to provincial laws; increased the number of Internet kiosks that provide access to Ontario government agencies to 70; and created an Internet gateway for online government services that offer same-day service for proof of births, deaths and marriages. "These are spearhead initiatives that will help to place Ontario at the forefront of developments in the digital economy and meet the promise for a government that is truly customer-centered and efficient," said Sterling.

My name is Laurel. I am an Ontario university student. I am here to talk about education. The Conservative government in Ontario has decided to allow private universities into our province.
Soon-to-be former premier Mike Harris and the Minister of Colleges and Universities, Dianne Cunningham, have said that post-secondary education is ACCESSIBLE in Ontario. Our province already has the second highest tuition rate in Canada. Since Premier Harris took office in 1995, tuition has risen 60%. Unless you're in a graduate or professional program; those are deregulated (also thanks to the Harris Tories) and have faced much greater increases. Want an example? University of Windsor Law is deregulated, and first-year Law students this fall will have a tuition increase of 43%. The average student debt upon graduation from a four-year program is $25 000. These responsibilities were distributed by the Constitution Act, 1867 . The Hon. Eugene Forsey explained the division of powers as follows: The national Parliament has power "to make laws for the peace, order and good government of Canada," except for "subjects assigned exclusively to the legislatures of the provinces." The provincial legislatures have power over direct taxation in the province for provincial purposes, natural resources, prisons (except penitentiaries), charitable institutions, hospitals (except marine hospitals), municipal institutions, licences for provincial and municipal revenue purposes, local works and undertakings (with certain exceptions), incorporation of provincial companies, solemnization of marriage, property and civil rights in the province, the creation of courts and the administration of justice, fines and penalties for breaking provincial laws, matters of a merely local or private nature in the province, and education. March 25, 1999 More funding for higher education key to Ontario government’s road map to prosperity Dr. Deborah Flynn, President of the Ontario Confederation of University Faculty Associations (OCUFA) said “the Ontario government’s Jobs and Investment Board report, A Road Map to Prosperity , released today, should be seen as a call for greater investment in postsecondary education”. Two separate committees, each set up by this government, have now emphasized the need for a well- resourced system of higher education in Ontario. The first report was delivered in 1996 by the Advisory Panel on Future Directions for Postsecondary Education, chaired by David Smith. “The Smith report called for the government to bring per capita funding of Ontario’s universities to at least the national average. OCUFA has consistently asked the government to act on that recommendation; the government has just as consistently ignored the recommendation of its own task force.” said Flynn.

    Former Ontario Government Transportation Official Named TransLink’s New CEO
    Apr 20, 2001 Pat Jacobsen, Deputy Minister of Ontario's Ministry of Transportation, from 1989 to 1992, is TransLink's new Chief Executive Officer. Chair George Puil formally introduced her at today's Board of Directors' meeting. She will assume the leadership of the region's transportation authority on June 1st, succeeding Ken Dobell, whose last day as CEO is today. Jacobsen was selected in a national executive search. The process included interviews with the Board of Directors, senior TransLink staff and the CEO's from the Vancouver Airport Authority, BCAA and the Vancouver Board of Trade. Her starting salary is $200,000 per annum. TransLink Chair George Puil said, "Pat Jacobsen is a highly regarded public sector executive with private sector experience. As an executive in private sector financial institutions and as a senior government official responsible for billions of dollars in public assets, she has tended to gravitate toward positions that require leadership and innovation. She complements this with a strong customer service, communication and marketing orientation, gained through her retail and public service experience. "Pat's transportation experience, dealing with issues like ours, distinguishes her as someone who can build on TransLink’s achievements. She knows that it is just as important to build consensus and public confidence as it is to build transportation infrastructure. And she has demonstrated the ability to do all of this," Puil said.

    The Ontario government has announced changes to the electricity system in Ontario.
    Legislation passed on Dec 9th. Some of the regulations outlining details of the legislation have been released. Additional announcements related to large customers were made March 21st, but those regulations have not yet been published. Here is what is known so far.
    • "Low Volume Consumers" price for electricity will have a price cap of 4.3 cents/kWh. Low Volume is defined as consumers who use less than 150,000 kWh per year. "Designated Consumers" will have their price capped at 4.3 cents/kWh. Designated consumers are municipalities, universities, schools, hospitals, special care facilities, apartments, condominiums and registered charities. See below for what the regulations say about Designated Consumers Businesses that use 250,000 kWh/year or less will also be eligible for the price cap of 4.3 cents. Low Volume and Designated consumers will receive a refund on commodity costs above 4.3 cents retroactive to May 1, 2002. This refund will be given whether or not a fixed price contract has been signed.

    Much of the Northern way of life is so much different than that of the urban dweller. So much so, that when urban living political and bureaucratic administration reform or create policy, they often do so without understanding the full process they twiddle. When policies or programs change, many unwritten parts of a process are yanked out by less than a full understanding of impact. Such policy makers are indeed, 'out of touch'. Policy is developed in a 'downtown' setting, without the input of the operations personnel, and the constituent. In private business, this type of policy making is the core motivation that moves people to consider and install management control in the form of a union. Is that where Ontario is headed? John. R. Hunt, who lives in Cobalt, and presents an opinion feature on CBC Radio's morning show in Northeastern Ontario, considers this below.
