In the fall of 1997, the ministries of Citizenship, Culture and Recreation (MCZCR), and Health (MOH), with input from the Ministry of Education and Training (MET), began implementation of a joint physical activity strategy for Ontario. The objective of the strategy is to increase levels of physical activity among Ontarians in response to the health, social and economic costs associated with inactive lifestyles. The strategy will be delivered through seven primary settings: community, workplace, schools, homes, recreation, sport, and health. Active Ontario Strategy What does the Strategy involve? The overall vision of the Strategy is as follows: Ontarians will improve their health by being more physically active. Sedentary Ontarians will become active; Ontarians with low levels of physical activity will become more active. Translated into concrete terms, the Strategy aims to increase the number of physically active Ontarians from 38% to 41% by the year 2001. ONTARIO'S MISGUIDED BIKE POLICY EXPOSED BY OWN SURVEY A survey of over 1,000 Ontario residents conducted on behalf of the Province's Ministry of Transportation at the beginning of October 1994 showed 609 (61%) of the respondents are cyclists. Cycling not Dangerous, Government Dangerous Twenty nine of the cyclists (5%) reported being involved in a collision during the previous year or so. Only eight (1.3%) needed medical treatment, and one was admitted to hospital. Six cyclists (1%) incurred a blow to the head, and only 2 of those (0.3%) required medical treatment. The survey did not indicate which if any of those incurring head injuries were wearing helmets. The results tend to confirm what many cycling organizations have claimed all along, that cycling is inherently safe and Ontario's legislation is a solution looking for a problem. Other figures from the Ministry's Road Safety unit show very low rates of serious injury to cyclists on Ontario roads. In comparison, injuries to motorists and their passengers are at epidemic levels. Some will Quit, Others will Defy the Law

The ONTARIO COALITION for BETTER CYCLING Submission to the Ontario Government on Bicycle Helmet Legislation (The following is a copy of an August 1995 submission to the Ontario Ministry of Transportation following the election of a new provincial government.) Executive Summary Legislation should be postponed based on the following: Bicycle helmet legislation is discriminatory. Ontario risks losing the overwhelming health, environmental, and economic benefits it derives from cycling. Australian helmet legislation has not delivered the benefits that were forecast prior to the law in 1991. Unlike adults, children cause 80% of the accidents they are involved in and therefore need special attention. The protective value of a helmet has been exaggerated and public perceptions do not coincide with the facts. Cycling is a very safe activity for competent cyclists (i.e possessing skills which can be learnt by a ten year old). It will be a wasteful diversion of police resources to enforce this law. Large numbers of cyclists in Australia defied the law and some were jailed. There is a risk that this will happen in Ontario. Cycling must be promoted rather than discouraged.

However, counselling to commit suicide is illegal in Canada. Section 241 of the Criminal Code reads: "Everyone who (a) counsels a person to commit suicide, or (b) aids or abets a person to commit suicide, is guilt of an indictable offence and liable to imprisonment for a term not exceeding 14 years." Marilynne Seguin, the Canadian assisted-suicide activist and founder of "Dying With Dignity", killed herself in 1999 in the presence of a doctor with a lethal drug concoction. Seguin, a nurse, fought for the "right to die" for twenty years. She boasted of having "counselled" over 2000 patients. While she did not admit to actually administering lethal drugs she said that she was present for over 350 suicides or assisted suicides. DWD continues Seguin's form of 'counselling' and pedals her book 'A Gentle Death' on its website.

History of the Ontario Government's Injunction Against Pro-Life Witnessing: The Case of the "Pro-Life 18" 1991 - The Ontario New Democratic Party (NDP) government under Bob Rae formed a Task Group on Access to Abortion, composed entirely of abortionists and pro-abortion activists. The Task Group was formed to address the non-existent problem of "access" to abortion in Ontario. This was the beginning of a shameless campaign of government advocacy for the abortion industry and abuse of political and legal power to suppress the pro-life movement. 1. 1992 - The Task Group report recommended that, among other ways of promoting abortion in Ontario, the government should seek to disable the pro-life movement by prohibiting pro-life demonstrations. In spite of a petition-card campaign, in which 50,000 Ontarians protested the proposal, the government began to implement it. 2. A lawsuit was chosen as the means to stop the pro-lifers. Criminal charges were not pursued, since pro-lifers had been consistently peaceful and law-abiding in their activities; and legislation was out of the question, since it would involve democratic debate. 3. The government's aim was to silence any and all pro-lifers at many critical locations. In a civil suit, however, one must aim at a specific individual or group related to the location; the government proceeded to find "scapegoats" - leading pro-life citizens on whom they could hang an injunction protecting various abortion-related sites across the province.

New Release Back to Releases April 4, 2000 News Release Rock questions Ontario Government's reluctance to cooperate on health care renewal OTTAWA - Health Minister Allan Rock today questioned why the Ontario Government continues to be reluctant to work with the Government of Canada and other governments to renew Canada's health care system, but instead is focussed on personal attacks. "We need a jointly developed plan of action," said Mr. Rock. "If we do not address the underlying issues, we will not secure the system for the future but instead provide more stop-gap measures. And that is no solution at all." The Minister met with provincial and territorial ministers of health last week for the stated purpose of developing an action plan to strengthen health care for Canadians. Instead, much of the focus was on funding. The Ontario Minister of Health herself was not prepared to discuss solutions to current health care problems. Her mandate seemed limited to demanding an immediate infusion of more cash, without addressing the need for a comprehensive plan. In Markham, Minister Rock outlined a number of areas that are key priorities that governments could work on collectively to begin the process of health care renewal. Several Health ministers made it clear that although funding was an important issue, they recognized the need for renewal.

Earthroots takes Ontario Government to court to stopping proposed logging road through Bob Lake Conservation Reserve Lawsuit filed with the Ontario Superior Court of Justice Earthroots filed a lawsuit against the Ontario Government late yesterday to stop the construction of a logging road through Bob Lake Conservation Reserve in Temagami. Repr esented by Sierra Legal Defence Fund lawyers, Earthroots is asking the Ontario Superior Court of Justice to declare the proposed road illegal. Under the provincial Public Lands Act, commercial forestry and industrial activities are forbidden in conservation reserves. Earthroots is pursuing the lawsuit after attempts to resolve the issue with the Ministry of Natural Resources (MNR) failed. The proposed road would be constructed where a narrow recreational trail currently exists. The existing trail is an overgrown logging road that was used decades ago and had largely reverted to natural habitat prior to the establishment of the Conservation Reserve. Logging road construction is not allowed in Conservation Reserves. Construction of the logging road could begin as early as next week to prepare the area for clearcuts, which have already been approved. The court case is expected to be heard in early December and could set a precedent for other protected areas in the rest of the province, which are currently at risk from industrial activity.

About 70 paramedics, dispatchers and ambulance workers who are members of the Canadian Union of Public Employees (CUPE) are delegates to the first annual CUPE Ontario Ambulance Workers Committee Conference scheduled in Toronto at the Carlton Place Hotel, Carlson Court (Toronto Airport) Sunday, February 24 and Monday, February 25. The Tory attacks on the rights of paramedics include a mandatory flu shot, decertification without a hearing, a biased arbitration process and the elimination of the right to strike. The MNR is poised to receive a renewal of the Environmental Assessment (EA) approval allowing them to conduct forestry activities on 385,000 square kilometres of public Crown Land. The Minister of the Environment will soon be making his decision on the conditions of this renewal. The legal opinion finds that a continuing pattern of MNR violations of its forest management obligations observed by FFT groups leaves the Minister of Natural Resources exposed to “Contempt of Court” proceedings. The opinion also finds that there are serious legal problems with the Class EA renewal proposed by MNR.

The purpose of the letter-of-intent is to establish regular meetings between Ontario ministers and key First Nation leaders to promote on-going dialogue and to resolve issues of shared concern. Today's meeting was the second meeting of this working group of ministers and First Nation leaders to develop a process for dialogue. The first meeting of this group took place in June 2001. At that meeting, officials were directed to prepare the draft letter-of-intent for consideration at today's meeting. Ontario participants at today's meeting were: David Young, Attorney General and Minister Responsible for Native Affairs; John Snobelen, Minister of Natural Resources, Dan Newman, Minister of Northern Development and Mines; and Rob Sampson, Minister of Correctional Services. But the Tories are resisting pressure that the inquiry investigate the province's water management system. They continue to insist that the Walkerton tragedy had nothing to do with their cuts to the Environment Ministry's budget and workforce or with the privatization of water-testing. Likewise, the Tories have dismissed suggestions that the off-loading of provincial government responsibilities onto municipalities could have impacted on Walkerton's ability to maintain its water system, or that largely unregulated industrial livestock production might have resulted in fecal matter getting into Walkerton's water supply. Seven Walkerton residents, including a two-year-old child, are known to have died from kidney failure or other complications caused by infection from O157: H7, a deadly strain of the e-coli bacteria. The Coroner's Office is also investigating the deaths of four elderly people that occurred before it was known, or at least publicly revealed, that Walkerton's water supply was contaminated. Initially believed to have been natural, the deaths are now thought to have been caused by e-coli. More than 20 Walkerton residents, many of them children, remain hospitalized.
