South Asian Studies at Columbia University
Ainslie Embree
1989 [editing and additional material by Philip Oldenburg, 1999]
The regional institutes at the School of International and Public Affairs differ markedly from each other, despite similar formal structures, and not just, as it often appears, because of their size and prosperity, but more importantly because of their roles and function in the university. There had been a long tradition in the teaching of Sanskrit at the University, and because of this, a very fine library collection, then one of the best in the country, had been built up that was very strong in the classical languages and in modern history. Sanskrit was located in what became known as the Department of Middle East Languages and Cultures, but by the 1950's it was quite overshadowed by the Middle East languages. A course in Indian history was taught at that time by Dr. Taraknath Das, but it was very much on the periphery of the School of General Studies.
Then in the mid-1950s new interest in South Asian studies developed from two sources which, as far as I can tell, were in the beginning not at all coordinated, and these two separate points of origin have given South Asian studies at Columbia their characteristic form, which is quite different from other regional studies at the University or South Asian Studies elsewhere.

Hindi: The language of songs
Hindi is a direct descendant of Sanskrit through Prakrit and Apabhramsha. It has been influenced and enriched by Dravidian, Turkish, Farsi, Arabic, Portugese and English. It is a very expressive language. In poetry and songs, it can convey emotions using simple and gentle words. It can also be used for exact and rational reasoning. More than 180 million people in India regard Hindi as their mother tongue. Another 300 million use it as second language. Outside of India, Hindi speakers are 100,000 in USA; 685,170 in Mauritius; 890,292 in South Africa; 232,760 in Yemen; 147,000 in Uganda; 5,000 in Singapore; 8 million in Nepal; 20,000 in New Zealand; 30,000 in Germany. Urdu, the official language of Pakistan, spoken by about 41 million in Pakistan and other countries, is essentially the same language. Dakhini is an older, southern form of Urdu that uses fewer Persian or Arabic words.

Along the Indus river and in the Salt Range mountains, temples dating from the sixth to the early eleventh century survive in upper Pakistan. A joint project with Professors Abdur Rehman, past Chairman of the Department of Archaeology, University of Peshawar, and Farid Khan, founder of the Pakistan Heritage Society , has begun to analyse and document these important monuments in the history of South Asian temple architecture. A preliminary review and analysis of this tradition, Temples Along the Indus has been published in the University of Pennsylvania Museum's journal, Expedition , 38.3 (1996): 41-54. (The text as well as a preliminary typescript of this article are available on the Web.) We discovered an important new temple designated temple E through excavations undertaken at north Kafirkot in 1997. A report on both seasons of excavation has been published in Expedition (See also a full list of project publications below.)

Pakistan, the second largest South Asian country after India and one of the major actors in the politics of the Muslim world, has been the focus of a sustained academic inquiry dwelling on multiple and interlocking themes including Islam in South Asia, Muslim identity formation, nation-building, ethnicity, state formation and geo-politics. But such academic pursuits have been largely within a historiographical context at research institutes and universities, whereas institutionally, Pakistan has not received the sort of individualist attention that the country and its plural society deserve. The BAPS has made it a tradition to hold 4 to 5 meetings per academic year along with co- sponsoring special conferences or workshops. Managed by a committee, the BAPS invites specialists to present their views in the form of open lectures followed by the comments by discussants before opening the session to general discussion. The committee is headed by Sir Oliver Forster, former British Ambassador to Pakistan, and Dr David Taylor of SOAS, holds the office of vice-president. Professor Saeed Durrani of the University of Birmingham and myself respectively hold the offices of secretary and treasurer.

History:
The Indian Independence Act of August 15, 1947 created India and Pakistan as soveriegn countries within the British Commonwealth of Nations... With the right to stay or withdraw it was independence... A man named Mahatma Gandhi (Mahandus was his legal name, Mahatma meaning the Great Soul) was the driving force behind their independence from the approximately 300 year rule of the British Empire... Gandhi used nonviolence and passive resistance as weapons to wage a war against Britain... He succeeded and showed the world that change did not always have to be violent... Forces within India turned toward ethnic hatreds and religious strife, leading to the division of the province into Pakistan and India... The two countries fought their first war for the province of Kashmir in 1947-1949... Shortly after this was the brutal conquest of Tibet by China in 1950, this strained relations with this neighbor, likely leading to the Chinese-Pakistani alliance... The 1959 Tibetan revolt and subsequent refugees taken in by India led to a border war with China which lasted until 1962... Afterwards India overhauled their defenses, stung from defeats by Chinese troops... This led to the Indian government detonating an atomic bomb in 1960...Another war was fought over Kashmir in 65-66 and another later...In 1971, Bangledesh declared independence from Pakistan and India joined the ensuing war, Pakistan was defeated...

Order the Studies in Contemporary History and Security Policy online or by email General Introduction During the Cold War an international framework was established within which the possession and further proliferation of nuclear weapons were regulated. The resultant international nuclear order was fragile, but was by and large resilient enough to maintain stability under conditions of global superpower rivalry. Its main elements were: · The Nuclear Nonproliferation Treaty (NPT) of 1968, which banned possession and control of nuclear weapons to all states, except five NWS (namely the US, the former Soviet Union, Russia, Great Britain, France and China) that already existed at that time. Under the NPT the NWS were under some obligation to strive for nuclear weapons disarmament as part of a global disarmament effort; · The ABM treaty of 1972, which codified for the US and the Soviet Union the principle of Mutual Assured Destruction (MAD). Under MAD the superpowers maintained invulnerable and massive nuclear weapons arsenals (preferably on bombers, ships and submarines) and renounced the possession of national missile defenses. The combined effect of the lack of missile defense systems and the possession of large and relatively secure strategic offensive nuclear forces was said to create crisis stability and to prevent an arms race between defensive and offensive systems;

http://www.mtholyoke.edu/acad/intrel/false.htm
BARBARA CROSSETTE, "Pakistan Says India Uses False Threats to Justify Nuclear Arms," New York Times, July 8, 1998
NEW YORK A senior Pakistani official said Tuesday that India was using a fictional threat from China and unverified charges of Pakistani terrorist infiltration into Kashmir to justify its nuclear weapons program and revive threats against Pakistan. "We say that to verify these charges, let neutral international observers be stationed on both sides," said the official, Foreign Secretary Shamshad Ahmad, in a speech to the Asia Society in New York. "India has always refused." Ahmad said India never made available to Pakistan names or other information about infiltrators New Delhi said it had captured in connection with the planning or execution of attacks in Kashmir, a Muslim-majority territory that is considered a flashpoint for war between the two nations. Last week, India shocked the United Nations by refusing to meet with a representative of Secretary-General Kofi Annan who was sent to the region to offer U.N. help in cooling tensions. The envoy, Assistant Secretary-General Alvaro de Soto, was welcomed in Pakistan and also visited Sri Lanka though India, which monitors the foreign policies of its smaller neighbors, asked the Sri Lankans not to receive him at a high level, officials said.
