I was born in the Bahamas to missionary parents who were involved in church planting on Andros Island. In 1945, when I was two years of age, we moved to Haiti, where I spent the next six years of my boyhood, learning the Haitian Creole and English languages simultaneously. In 1958, as a teenager, I went with my father to New Guinea and spent the next five years serving as a "teenage missionary" in that very primitive country. During this time I learned three tribal languages besides the Pidgin English trade language. As an adult I went back to serve several more terms in Papua New Guinea, spending a total of 20 years there. The Evangelical Bible Mission, Inc., DBA, EBM International, (EBM) for short, was founded by my father, G.T. Bustin, in 1940. It started out as

The Adelbert project area encompasses approximately 965 square miles of the western Adelbert Mountains and lies about 15.5 miles northwest of Madang Township on the north coast of New Guinea. Its topography is mostly mountainous with steep dissecting valleys, which at lower altitudes grade into broader riverbeds. The area is subject to frequent, though moderate seismic activity. This geographically young region is remarkably diverse with an estimated 15,000 to 20,000 species of vascular plants. In 1999 the Conservancy conducted a partial botanical assessment of the area and identified nine new plant species (two of which were named for Consevancy scientists). The Adelbert Mountains are home to more than 700 species of birds, including 38 of the world’s 43 species of bird of paradise, the lesser and magnificent birds of paradise among them. The rare fire-maned bowerbird also makes its home in the area, and can be found nowhere else on Earth. Tree kangaroos, giant bandicoots, alpine wallabies and critically endangered bougainville monkey-faced flying foxes all roam the region’s strikingly rich habitat.

COMPERE: But first tonight to the relationship, the stormy relationship, between Papau New Guinea and Taiwan and the new government of Papua New Guinea has overturned one of the controversial legacies it inherited from its predecessor, Bill Skate.
The former prime minister's decision to establish diplomatic links with Taiwan in return for financial support has been deemed invalid a face-saving way of effectively cancelling the deal which caused a diplomatic storm when it was announced three weeks ago.
After careful examination of what Bill Skate did in Taiwan, the new Prime Minister, Sir Mekere Morauta, says the deal was unauthorised, invalid and will not proceed. This report from Richard Dinnen in Port Moresby.
RICHARD DINNEN: Sir Mekere Morauta has been asked about the Taiwan deal incessantly since he took office just under a week ago. Bill Skate's fly by night trip to Taiwan and the subsequent deal enraged China and seriously upset the Australian government. Both said a shift to Taiwan by Papua New Guinea would cause problems around the Asia Pacific region.
It's known that the World Bank and the International Monetary Fund were both displeased by the Taiwan deal. The new PNG government is working at the moment to re-establish a relationship with both those bodies that Bill Skate's government had virtually destroyed. Today Sir Mekere Morauta answered the question he's been asked at every opportunity this past week.

COMPERE: The former Papau New Guinea Prime Minister, Sir Julius Chan, says Bill Skate's decision to recognise Taiwan is the act of a desperate man. Sir Julius says Taiwan has been seeking recognition for many years. He says he himself declined many offers of financial assistance from Taiwan in exchange for official recognition. PNG's former leader says he is sure any future government will rescind the decision but as he told our reporter, Michael Brissenden, he believes the decision will undermine PNG's international reputation, and Australia has good reason to be concerned.
SIR JULIUS CHAN: We do have real financial trouble and I think it is self inflicted because when he took office from me I handed over a very comfortable economic and financial situation for him. And there has been total abuse in the last few years. I think they're using all kinds of excuses of calamities to justify this abuse. When you look at it properly, there is no control whatsoever in the economic management of the country.
MICHAEL BRISSENDEN: Taiwan is, of course, offering a large amount of money. Would you have ever considered such a move when you were Prime Minister?

The government of Papau New Guinea (PNG) has demonstrated a strong commitment to overcoming some of the problems arising from an over-centralization of planning and management. In 1995, two important decisions were made by the government. First, a National Planning Office was established, separating planning from finance and second, an organic law was enacted which delegated substantial economic and financial authority to the provincial and the district level. Each of these sub-national entities have now been vested with substantial resource mobilization and spending autonomy and are now responsible for all rural development activities, public health, education, and infrastructure. The government requested that UNDP be the lead donor in reforming the national planning system as well as expanding an ongoing project to strengthen the necessary decentralized financial management. In this regard, UNDP in cooperation with government counterparts is supporting a project entitled "Strengthening The National and Decentralized Planning System". The overall development objective of the project is to "create the capacity in PNG for effective decentralized planning and for developing national strategies and plans that guide development within well-articulated national policies for sustainable development.
