Population: 4.6 million. Annual growth rate: 2.2%. Languages: English, Tok Pisin, Motu (official), and about 715 other languages. Education: Years compulsory Literacy Health: Infant mortality rate Life expectancy men 57 yrs.; women 58 yrs. Government Type: Constitutional monarchy with parliamentary democracy.     History and Government
    History: New Guinea has been inhabited by various peoples from throughout Asia for some 10,000 years. Its recorded history began with the visits of Portuguese explorers in the early 16th century, followed by Dutch traders. The Dutch East India Company took control of the western half of the island, which became a colonial possession attached to the Dutch East Indies in 1828. The territory was then split between the British and Germans in the 1880s, until after World War I, when it was transferred in its entirety to the control of Australia, endorsed by a United Nations mandate. Most of it was occupied by the Japanese during World War II.
    Pangu Pati in 1992 Since the 1987 general election, which left no party in overall control, all governments have been composed of coalitions. The current administration, which was elected in June 2002, is headed by Somare, who is now serving his third term as premier.

    Australian National University This paper suggests that the recent history of PNG is not the only history that could have eventuated. The Department of Foreign Affairs has allowed me (almost certainly full) access to the archives of the Department of Territories. My purpose is to reconstruct and analyse Australian policy as it evolved towards decolonisation and PNG's independence in 1975. My first surprise was the bulk of material concerning the Panguna mining project, so I felt that I needed to draft a monograph to try to make sense of this voluminous correspondence. With that almost out of the way, I turn my attention to the invention of the independent state of Papua New Guinea, a process which I think can be dated to the first third of 1966.
    The most intriguing feature of the archive is its revelation of the Department's policy role. Those who lived in Port Moresby were aware of highly visible Administration and House of Assembly, and of a Minister in Canberra, advised by a malignant George Warwick Smith; but the Department itself was much less visible.
    The Minister was Charles Barnes, a Queensland Country Party member in his first (and last) portfolio, who was not a member of Cabinet. When Barnes succeeded Hasluck, he appointed Warwick Smith as his head of Department, on the advice of his party leader, Jack McEwen. One official described Barnes as kind-hearted and honest, loyal to God, Queen and Country. He was content to defend policies devised by Warwick Smith, but had no flair for politics and a decided weakness in dealing with media. [1] Unlike Hasluck's erudite autobiography, there are two slim volumes of Barnes biography, written and privately published by a neighbour. One volume deals solely with racehorses; and the political biography has little to say about Barnes's tenure of the portfolio.

    Papua New Guinea is a raw land, remarkably untamed and as variegated as swamp and jagged limestone, mud and moss forest, suffocating heat and Highland chill, plumed, pearl-shelled villagers and prosaic hill people, tiny tree kangaroos and enormous Queen Alexandra Birdwing butterflies. It is this diversity that has, for so long, excited a raft of explorers, anthropologists and travellers. Today, the country also attracts bad press, and although much of it is scare-mongering, it is wise to remember that PNG is subject to the same problems - urban unemployment, a rising crime rate and environmental exploitation - facing many emerging nations. Remember also that the tourist infrastructure of PNG is only in its infancy and that accommodation can be expensive, transportation limited and the food uninspiring.
    Warning
    Papua New Guinea has been the subject of considerable negative reportage - rapes, robberies, random violence - during the last decade, much of it exaggerated. Attention has usually focused on what is loosely termed the 'rascal problem', which can include anything from petty street crime to carjacking. Though trouble is mostly confined to clans, some precautions should be taken. These include not wandering around late at night (especially in cities), dressing conservatively (this applies mainly to women), avoiding overt public displays of affection and concealing valuables. Most travellers recommend listening to local advice and, above all, making friends with the people who live in the area you are visiting. Of course, most of the problems plaguing PNG afflict other countries; the best advice is to simply use your head and take reasonable care.

    HISTORICAL BACKGROUND The idea about the setting up of a Regional Youth Co-ordinating council for the Pacific Basin was initiated by the Fiji National Youth Council in 1975. The idea came into being after repeated resolutions by Pacific Island country representatives at various Pacific Island’s Youth Conferences before and during 1979. The follow-up of the 1979 resolution was not hurriedly pursued. The idea was then temporarily shelved, due to the fact that not many countries in the Pacific who have already established National Youth Councils were strongly pressing the issue. An elaborate campaign was done to assist smaller island countries on the setting up of their National Co-ordinating networks. The campaign was backed up by the satelite links called "Peacesat" based at the various centres within the region convening regular satelite meetings and regular exchange of resource materials on the existing National Youth Councils to assist the intending countries. This campaign was co-ordinated by the Youth and Adult Education Unit of the South Pacific Commission. It took six years to finally realise the success. In 1985 about ten National Youth Councils was recorded to have been formed in New Zealand , Australia, Fiji, Papua New Guinea, Vanuatu, Solomon Island, Niue, Cook Islands, Western Samoa, and Tokelau Island. Tonga had a youth workers association, Tuvalu was working towards the formation of the Tuvalu National Youth Council and Kiribati had made attempts towards a Kiribati National Youth Forum. With the above country-based councils; the time was deemed right to form a Pacific-based Regional Youth Co-ordinating body to foster closer collaboration for youth.

    COMPANY HISTORY Coecon Limited was incorporated as a Public Company in Papua New Guinea on 24 June, 1960. The formation of the Company was promoted by Mr. R.T. Neville amongst others. Ron Neville and his wife, Colleen Neville, subsequently acquired control of the Company. On 17 June 1964, the Company was converted to a proprietary company, Coecon Pty Limited. The history of Coecon Limited is, in part, a history of the Neville family in Papua New Guinea. Ron Neville first arrived in the Territory of Papua New Guinea as a Field Officer with the Australian Department of External Territories in 1948. His first appointment was to the Samarai District. In 1951 Ron Neville was given a leading role in opening up the Southern Highlands of Papua New Guinea. He was inducted into the Huli Clan and later became the elected representative for the area (Western Papua Regional Electorate) in the first Legislative Assembly of the Territory (with a record majority of 94,000) in 1964. He remained the elected representative for the area until he resigned in 1977 following Independence. Ron Neville was awarded the Independence Medal and was offered (and took up) citizenship of the Independent State of Papua New Guinea.
