TI Bribery Payers Index 2002 Sir Anthony's address to the 5th AGM Sir Anthony Siaguru, Chairman of the Board of directors of TI (PNG) prefaced his remarks at the 5th Annual General meeting with the caveat that his preoccupation with the work of TI might bias his views on the achievements and events of the past years. He proposed a brief review of the evolution of both the organization and the work of TI (PNG) since its inception on the 24th January 1997.
Both of these programs were real successes, the Electoral Reform Project (ERP) resulted in the successful passage of a bill in August of 2001 to implement a system of preferential voting. The education project was endorsed by the Ministry of Education and is at present being distributed throughout the school system. The fact that TI Secretariat in Berlin has commended this project, distributed it worldwide and that it is being considered for use throughout the Pacific region is an endorsement of the work of our directors and staff. All of those involved are to be congratulated.
In the period from March 2001 to the present a number of major milestones were achieved .Of particular note was the passage of two pieces of legislation which we believe will bring about a fairer and more representative democratic system for Papua New Guinea. The passage of these bills was due in large part to an unprecedented awareness and education campaign funded by the EU.

Previous
Experiences in the Purari Delta This article details the research into people in the Purari Delta in the Gulf province and how the 'outside' world is affecting their lives. The writer is Joshua Bell, a Ph.D Candidate in Anthropology at the Oxford University in England, and presents his experiences during his field research in the area. I BEGAN my field research in March 2001 and continued until November 2002. I was in PNG for a total of 19 months. I first came to PNG with Dr Robert Welsch (Dartmouth College) in August 2000 to assist him in research up in Aitape, West Sepik province on the social impact of the tsunami. Later after completing two months of research (which involved Wilfred Oltomo) in Aitape, Robert, Sebastian Haraha and I went to the Gulf province in October 2000. The purpose of this trip, as Sebastian has written about for the Museum Dekenai and Paradise Magazine, was to conduct a survey on the present state of art in the region. Robert is currently working on an exhibit about the Gulf, which both Sebastian and I are involved with and he wanted to see the area. The trip enabled me not only to see the Gulf, but to assess where would be a good place to conduct my fieldwork and which local communities were interested in hosting me. The focus of my research was investigating how people in the Purari Delta understand and talk about the histories of their interactions with the outside world over the last century, how their relationships with their material world and their construction of identity have shifted during this process.

P lease also keep in mind while preparing for your visit and while travelling in Papua New Guinea, that although PNG is situated relatively close to other well developed South Pacific and other Asian nations such as Australia, New Zealand, Fiji, Tahiti, Indonesia and Singapore, PNG is somewhat isolated and as a result, most services and facilities, including transportation and tourism, are relatively underdeveloped by comparison. Unlike these countries and Africa, you are visiting a country with a tourist trade in its infancy and thus you may have to deal with different situations along the way. PNG also has a cultuer which is completely different from others. Although these factors make for a unique experience, it may at times create circumstances which may become frustrating if the visitor does not remain patient and keep an open mind. If you come to PNG with a spirit of adventure and a positive/flexible attitude, you will surely have only good memories to take home with you. We look forward to welcoming you in Papua New Guinea!

      Research Papers: Working Bibliography
      A working bibliography should be started at the outset of your investigation. It has a few functions:
        It tells you if there are insufficient, adequate, or overabundant amounts of information on your topic.
        It gets you organized and points a direction for you to start researching. It helps you to get down to work.
      If you compile your bibliography on index cards, you will have more flexibility in alphabetizing and adding and deleting sources. Your bibliography should always be undergoing change as your research progresses.
      Keep a separate card for each source you consult. Be sure to include all of the relevant publication information for each of your sources. A few examples taken from Kate Turabian, A Manual for Writers of Term Papers, Theses, and Dissertations , (Chicago: Fifth Edition, 1987) follow. These are only the most common types of sources you will need to cite; you will surely need to consult Turabian or another style manual for others. Note that the way to cite a source in a bibliography if different than the way to cite a source in a footnote.

    Introduction
    HELP is an acronym denoting our commitment to committing human and technical resources to achieve Health, Education, Livelihood and Participation for all. HELP Resources is a local NGO, with a focus on rural and grassroots communities. HELP Resources is well networked across Papua New Guinea, the Pacific Region and globally. HELP Resources acts locally and thinks globally. The goal and objectives of HELP Resources reflect the fundamental principles of Constitution of Papua New Guinea as well as PNG's current commitments to global development goals and conventions. HELP Resources was founded in 1998. The Vision, Goals and objectives of HELP Resources were shaped through a strategic planning process in 1999. HELP Resources was originally conceived as an 'open door ' to meet the Information and Communication, Training and Capacity Building and Networking and sharing needs of local communities, groups and community-based organisations that are keen to undertake sustainable development initiatives.
    History and progress
    HELP R was built a core team of committed Executive Committee members and staff members who collectively have extensive experience in rural and social development in PNG. Most of the founding staff worked voluntarily or in a semi-voluntary capacity for the first 2 years. Their common commitment was to create a local organisation that would provide the information, linkages, visits, training and technical and morale support requested by the people of the East Sepik province, nd their local NGOs and CBOs. The past four years have involved building the structures, capacity and community confidence to make that happen.

Operations came to an unexpected halt when the Auster crashed in the Asaroka Gap due to bad weather. The pilot Harry Hartwig died on impact. Despite this tragedy, the faith and determination of the supporters of MAF overcame the setback to ensure the aviation service continued in PNG. As a result, the network of MAF bases and routes has expanded across PNG serving several hundred remote communities. Initially, MAF flights predominantly supported expatriate missionaries in Papua New Guinea. With subsequent nationalisation of their positions, the missionary population rightly decreased. MAF now serves those who continue that work, including pastors, teachers, community development workers and medical staff, as well as the wider community. MAF flies for churches, missions and Christian organisations at a subsidised rate. We also work alongside the church to further the gospel of Jesus Christ. In addition we maintain a Christian witness while supporting local communities, many of whom rely on our aircraft as their primary means of transport.
