At least four people were injured when police dispersed protesters angry over a grueling recession in this landlocked nation of 5 million people. But the violence paled in comparison to Monday's clashes, when two protesters were killed and 239 arrested. Thousands of rifle-toting police patrolled the streets of the capital Asuncion, where many stayed home from work after the worst riots in three years led the government to declare a state of emergency due to last until Friday. Police warned they would use force if necessary to clear roadblocks across the landlocked country, set up by protesters demanding the resignation of President Luis Gonzalez Macchi, besieged by chronic poverty and soaring unemployment. "The situation today is calmer, more controlled, but we will continue acting to meet the terms of the decree that establishes the state of emergency," a police spokesman told Reuters.

The government committed itself to putting an end to the recruitment of minors into the armed forces. Background Judicial proceedings in connection with the alleged torture of dozens of members of the army and police after a failed coup attempt in May 2000 continued. High-ranking members of the former government and of the security forces were implicated in these abuses. PARAGUAY Republica del Paraguay Paraguay is a small, landlocked country in South America. It is borderd by Argentina, Brazil and Bolivia. GOVERNMENT OF PARAGUAY PRIOR TO THE OVERTHROW OF STROESSNER For most of General Alfredo Stroessner's time in the presidential office the country of Paraguay was operating under the Constitution of 1967. This was the fifth constitution since Paraguay had won its independence from Spain in 1811. The constitution has a preamble, eleven chapters (which contain 231 articles) and a final "chapter of transitory provisions". This constitution lays out the political system as ideally having three branches of power but under Stroessner there was no emphasis on any power other then his position of the presidency. Only the president, for example, was allowed to appoint and remove cabinet members, and there was no procedure for impeachment. This constitution also gave the president the right to implement a "State of Siege". This power allows the restriction of rights, and it can be enforced solely on the president's orders for up to five days at which time he must explain the reasoning to National Congress. According to the Constitution of 1967 to be president of Paraguay you must be: from Paraguay, over forty years old, Roman Catholic, and you must be "characterized by moral and intellectual features qualifying him for the position". There was a five-year term, but by looking at the fact that Stroessner ruled for over three decades, we can assume that there is no term limit.
