The World Games for the Deaf and the Paralympic Games
By Jerald Jordan, CISS Past President In the world of international sports, there are the Olympic Games and competitions for disabled athletes, such as the Paralympic Games, World Games for the Deaf, and the Special Olympics. The Olympic Games, by its very nature, is not accessible to most disabled athletes. The formation of special competitions for athletes, who are physically or mentally disabled, or who are Deaf, has been of tremendous benefit to athletes who have never been given the opportunity to strive to reach the pinnacle of competition. However, there is a common misconception among the non-deaf community that deafness is simply another form of disability; that it is a minority subgroup among the greater disabled community. This misconception has led to the question: Why do not all disabled athletes, including the Deaf, compete together in just one Games? This essay presents the perspective of the Deaf community in response to this question. Understanding the History of the World Games for the Deaf The Olympic Games, as most people are aware, are for able-bodied athletes. The modern version has been celebrated since 1896, when they were revived by Baron de Coubertin. These Games have never been accessible to the disabled athlete.

History of Sport for Persons with a Disability
While sport has value in anyone's life, it is even more important in the life of a person with a disability. This is because of sport's rehabilitative influence, and the fact that it is a means to integrate the person into society. Furthermore, sport teaches independence. Nowadays, people with disabilities participate in high performance as well as in competitive and recreational sport.
Sport for athletes with a disability has existed for more than 100 years. After World War I, physiotherapy and sportsmedicine became as important as orthopedic and internal surgery. In 1944 Dr. Ludwig Guttmann opened, at the request of the British Government, a spinal injuries center at the Stoke Mandeville Hospital. A new approach introduced sport as a paramount part of the total rehabilitation of persons with a disability. Rehabilitation sport evolved rather quickly to recreational sport and the next step of competitive sport was only a matter of some years.

History
Unfortunately, the modern pentathlon’s Olympic history has all too often failed to live up to the lofty ideals of its founder. In Mexico in 1968 Swedish competitor Hans Gunnar Liljeavall secured his place in Olympic history by being disqualified for consuming alcohol during the competition. Further controversy followed at the following Games in Munich when the sport’s governing body banned 14 athletes who were found to have taken tranquillisers, only to see the ban overturned by the International Olympic Committee (IOC) because it did not consider the tranquillisers as a banned substance. Australia has not escaped the unwelcome hand of controversy when it comes to the modern pentathlon.
