THE DEBATE STARTED LONG before the Olympic Games ended: How does Canada improve on what many interpret as a disappointing medal count?
While the obvious answer is to invest more money in the Olympic program, there's a train of thought shared by some insiders that the answer doesn't rest only with twisting the arm of government until it drops a bundle of Olympic cash. They are unconvinced that government will do an about-face and become an amateur sport cash cow, so they would like to see more prioritized spending of the available funds.

In cooperation with 13 National Governing Bodies, all five Paralympic Community-Based Organizations and several external partners, U.S. Paralympics will execute these plans in 2002 and develop strategies for strengthening U.S. medal performance at the 2004 Athens Paralympic Games and beyond.
U.S. Paralympics performance plans focus on the training and coaching opportunities provided to Paralympic athletes by U.S. Paralympics and its partners. Specific competitions are identified as part of the plan to ensure U.S. team qualification for the Paralympic Games and to assess strengths and challenges in U.S. medal pursuits at the Paralympics.
Performance plans also define for athletes criteria for U.S. Paralympics support and procedures for the selection of U.S. teams to major international competitions. Philosophy

The mission of U.S. Paralympics is to support U.S. athletes and teams in manners that will maximize U.S. medal performances at the Paralympic Games.     Australian Federal Parliament I rise tonight to talk about the wonderful and inspiring events of the past few weeks - and the equally inspiring events we will see when the Paralympics begin on September 18. The Olympic Games are more than just a sporting event. It is not about medal tallies, although that is a measure of the success of our elite sporting programs. The Olympics represent an opportunity for nations to showcase their cultural, political, economic, social and sporting achievements - and in almost every respect Australia showed world-class performances in these areas. There are particular features of the Olympics that stand out for special mention. Second, the New South Wales Government and SOCOG, who despite some pre-Games problems, delivered a near perfect Games. As with many other interstate spectators, I was very impressed with the transport system and slickness of operations which, given the problems of Atlanta, is testament to an epic planning and operational plan. Third, the officials and administrators who created a seamless environment in which world class athletic competition thrived.

Contact the editors: History of the Paralympics The Paralympic Games is the premier international event for elite athletes with disabilities and one of the largest sporting events in the world - bigger competitions than the Commonwealth Games and the Winter Olympics.     History of the Paralympic Games
    The Paralympic movement began with the idea of using sports as a practice for rehabilitating war veterans. In England in 1948 the neurologist, Sir Ludwig Guttman, decided to use sports to improve the quality of life of soldiers mutilated or wounded during the war. In July of that same year the first edition of the Stoke Mandeville Games was held, at the same time as the opening of the London Olympics. Four years later the International Games on Wheelchairs were held. After the Olympic Games of 1960 in Rome, the first Paralympic Games were held, in which 400 athletes from 23 nations participated. Throughout time the Paralympics movement - which until the Roman Games involved only athletes on wheelchairs - added new classes of participants with different types of physical, visual and mental disabilities. The prefix "para-", initially deriving from the word paraplegic, acquired a different meaning over the years: today it means parallel. The Paralympics are complementary to the Olympics. The general philosophy of the Paralympic Games is to follow the rules of the Olympic sports as much as possible. Such a philosophy is already implied in the name of the event. The term “Paralympic” derives from the word “Olympic” and the suffix “para”, a Greek preposition, which means “close to”. The Paralympic Games is an elite sports event in terms of both the organization and the actual competition.

    Dr. Dawn Gulick, assistant professor in the Institute for Physical Therapy Education at Widener University, presented the 35th President's Lecture on Monday, Dec. 4, 2000. With, "Road to the Gold: An Olympic Experience," Gulick shared her experiences working with the Sports Medicine Training Team of the United States Olympic Committee (USOC) and her trip to Sydney, Australia, this past fall for the 2000 Paralympics. The Paralympics are Olympic-style games for athletes with physical disabilities. While in Australia, Dr. Gulick was responsible for the medical care of athletes participating in Goalball, a competitive sport played by men and women who are blind or visually impaired. Dr. Gulick, a Widener professor since 1996, teaches courses in applied clinical physiology, biomechanics, kinesiology, orthopedics and sports physical therapy. A licensed physical therapist and athletic trainer, Gulick volunteered with the United States Olympic Training Center at the 1998 World Games in Moscow, Russia, and the 1999 Pan American Games in Winnipeg, Canada. Gulick has written articles for several professional publications including Journal of Sport Rehabilitation, British Journal of Sports Medicine, Athletic Therapy Today and Trends in Rehabilitation.

    Hilltop Times staff Members of the Hill Administrators' Association met for lunch at the Officers' Club this week to network, communicate and hear a description of upcoming Olympic activities. Seileen Mullen Murphy, Federal Government Relations director for the Salt Lake Organizing Committee for the Olympic Winter Games of 2002, spoke to administrators about the games set for Feb. 8-24, 2002. Murphy said at this point the role of Hill AFB is small but she expects thousands of federal employees from all over the country will come to Utah to volunteer during the games. According to Murphy, the state's population is expected to balloon by as much as 3.5 million as media and spectators crowd the Wasatch Front to view the 153 ticketed events at the ten competition venues. Over 9,000 members of the media will report the successes and triumphs of more than 3,000 athletes from 80 countries as they compete in 70 different events and vie for the 210 available medals. Murphy said tickets for the most popular events like women's figure skating and men's hockey will be pricey with Opening Ceremony tickets going for hundreds. But, she added, there are dozens of moderately priced events that will provide locals with an opportunity to see world class athletes compete in the flesh.

    The United States Olympic Committee (USOC) announced Saturday, February 8, 2003 the designation of Lakeshore Foundation in Birmingham, Alabama as an Olympic and Paralympic Training Site. This designation marks the first time a facility has been uniquely designated as an Olympic and Paralympic Training Site, so named because Lakeshore Foundation designed and built its new facility specifically to meet the needs of athletes with physical disabilities. “The United States Olympic Committee is dedicated to helping Olympic and Paralympic athletes achieve sustained competitive excellence," said USOC Chief Executive Officer Lloyd D. Ward. "As America's young men and women
    prepare for Athens, in addition to benefiting from our three U.S. Olympic Training Centers, they now can experience the world-class facilities of the Lakeshore Foundation, which provides an optimal training site for athletes pursuing their Olympic and Paralympic dreams."
