General Provisions Policy
The Department shall adhere to the provisions of the Interstate Compact on Juveniles as codified in CONN. GEN. STAT. §46b-151 to 151g. Compact members shall cooperate with one another to provide for the welfare and protection of juveniles and public with respect to: Note: For a Compact to be operative, the law and procedures must be uniform. States may require additional information or procedures based on their individual state statutes, but cannot vary the procedures agreed by the Compact members. Applicability All committed delinquents and juvenile probationers placed into and out of Connecticut or who have escaped or absconded across state lines must meet the requirements of this Compact and be referred through the Interstate Compacts Office. Runaways who refuse to return must be referred through the Interstate Compacts Office. Other runaways may be referred to the Interstate Compacts Office when questions or difficulties arise. Definitions Delinquent Juvenile is any juvenile who has been adjudicated delinquent and who, at the time the provisions of this Compact are invoked, is still subject to the jurisdiction or supervision of an agency or institution pursuant to an order of such court.

REGULATIONS CONCERNING BAIL BOND PRODUCERS APPLICATION AND RENEWAL
The Insurance Department’s regulations concerning bail bond producers applications and renewals were approved by the Legislative Regulations Review Committee on August 24, 1999. They were filed with the Secretary of the State and will become effective on February 1, 2000. The final text of the regulations is set out below. Section 1. Sections 38a-660-1 through 38a-660-7, inclusive, of the Regulations of Connecticut State Agencies are amended to read as follows: 38a-660-1. Definitions As used in sections 38a-660-1 to 38a-660-7, inclusive: (1) "Commissioner" means the Insurance Commissioner; (2) "Disqualifying [Offense] OFFENSE" means: disqualifying offense as defined in subsection (a) of section 38a-660 of the general statutes; (3) "Education [Certificate] CERTIFICATE" means the certificate from the educational facility authorized by the [Commissioner] COMMISSIONER to conduct the Surety Bail Bond Agent prelicensing course evidencing satisfactory completion of such course; (4) "Felony" means FELONY as defined in subsection (a) of section 53a-25 of the general statutes;

AG WHITEHOUSE PROPOSES SWEEPING CHANGES TO RI PROBATION AND PAROLE Enhanced probation could provide "greatest success" for crime prevention
Continuing to focus on one of the major priorities of his administration In his letter Whitehouse wrote, "I believe probation needs to be enhanced further in order for us to have the greatest success in reducing crime in Rhode Island." He added, "The evidence seems clear that individuals who are on probation are committing a major portion of the crimes in our neighborhoods." The Center of Civic Innovation at the Manhattan Institute has identified over three million adults serving a probation sentence, and concluded that about two-thirds of these probationers will commit another crime within three years of the imposition of their sentence. Many will be serious and violent crimes: the study indicated that 162,000 probationers returned to state prisons and incarcerated in 1991 were responsible for at least 6,400 murders, 7,400 rapes, over 10,000 assaults and 17,000 robberies. Additionally, studies indicate that over sixty percent of the people involved in narcotic transactions are on probation. Whitehouse noted in his letter to Speaker Harwood and Senate majority Leader Kelly that while we spend approximately $300 million annually for law enforcement and incarceration, including approximately $36,000 per ACI inmate/per year and an average of $98,000 per year/child at the Training School, we are forced to rely on an average caseload per probation officer of approximately 343 cases. The FYI 2000 enacted budget for parole and probation is just over $6 million.

A special probationer or parolee is subject to the following conditions: (1) Be under the supervision of a district office or suboffice and not leave that district without prior written permission of the parole supervision staff. (2) Obtain the written permission of the parole supervision staff before changing his residence. (3) Maintain regular contact with the parole supervision staff by: (i) Reporting regularly as instructed and following written instructions of the Board or the parole supervising staff. (ii) Notifying the parole supervision staff within 72 hours of one of the following: (A) Arrest. (B) Receipt of a summons or citation for an offense punishable by imprisonment upon conviction. (iii) Notifying the parole supervision staff within 72 hours of a change in status including, but not limited to employment, on the job training and education. (5) Additionally: (ii) Refrain from owning or possessing firearms or other weapons. (iii) Refrain from assaultive behavior.

OTTAWA, July 22, 1999 - Federal Solicitor General Lawrence MacAulay today announced two full-time and six part-time appointments to the National Parole Board. Quebec Region Mr. Jacques Letendre of St. Bruno de Montarville, Québec, is appointed a full-time member of the Board. Mr. Letendre has over 29 years of experience in law enforcement with the Sûreté du Québec. Recently, he was appointed the regional coordinator of the Cree Police. Previously, Mr. Letendre's professional roles have included Director of Professional Ethics as well as Chief of Aboriginal Community Services. Ms. Constance Bennett , of Montreal, is appointed a full-time member of the Board. Ms. Bennett holds a Masters in Criminology from the Université de Montréal. She has occupied many positions during her career, such as parole officer at the federal level, Director of the CRC "l'Intervalle," teacher at the department of "Techniques auxiliaires de la justice," at the CEGEP Maisonneuve and Regional Chairperson of the Citizen Advisory Committees for the Quebec Region. OTTAWA, April 1, 1998 - Federal Solicitor General Andy Scott today announced one new appointment to the National Parole Board. Mr. P. Joseph Coughlan , of Saint John, New Brunswick, is appointed as a full-time member of the Board. From 1972 to 1998, Mr. Coughlan was a probation officer with the Department of Solicitor General in the province of New Brunswick. For six years, he was also a city councillor in Saint John. Mr. Coughlan has extensive volunteer experience with the John Howard Society of Canada, and was and was co-chair of the New Brunswick Probation Officers' Association. Home Protecting Consumers Safeguarding Children Seniors ... Site Map History of the Family Violence Council The Family Violence Council was created in November, 1995 by Attorney General J. Joseph Curran, Jr. and former Lt. Governor Kathleen Kennedy Townsend to develop a coordinated systems approach to family violence. They invited representatives from the systems that respond to family violence - judges, legislators, police chiefs, sheriffs, court commissioners, State's Attorneys, parole and probation officials, battered women's advocates, children's advocates, law professors, family law lawyers and other policy makers - to analyze the systemic problems, devise solutions and work to implement the solutions. Council members recruited others with expertise in the field to help with the task. The Council began as a group of five working committees, each focused on specific responses to domestic violence. The Initial Response Committee examined those systems that first respond to family violence such as police, 911 operations, shelters and emergency rooms. The Civil Process Committee looked at the civil courts' response to victims seeking protection through ex parte and protective order proceedings as well as custody and visitation issues. The Criminal Process Committee covered the criminal courts and related systems' responses. The Juvenile Process Committee examined the relationship between domestic violence and child abuse and neglect proceedings, and the Post-Disposition Committee covered responses in systems such as parole and probation and abuser intervention programs.

STATE AUDITOR RALPH CAMPBELL, JR. RELEASES REPORT ON THE DIVISION OF ADULT PROBATION AND PAROLE The Division of Adult Probation and Parole (DAPP), one of the three divisions within the Department of Correction, was organized in 1972 by authority of the Executive Reorganization Act of 1971. The General Statutes establishing the Department of Correction direct the Secretary to provide for the general safety of North Carolina citizens by operating and maintaining prisons, supervising probationers and parolees, and providing certain rehabilitative and educational programs to individuals supervised by the Department. North Carolina enacted its first probation laws in 1919, and established the Probation Commission in 1937. The Post-Release Supervision and Parole Commission, as it is now known, works closely with DAPP in supervision of parolees. A performance audit was conducted as mandated by the 1997 General Assembly in Senate Bill 352, Section 19.13. The objectives were to:

VINE is a free and anonymous telephone service that is designed to provide two important features to crime victims: information and notification . VINE is available to callers 24 hours a day, 365 days a year. VINE monitors the custody status of offenders in the Department of Corrections and individuals currently on probation/parole/post-prison supervision/parole/post-prison supervision. Offenders in the custody of county jails and confined to Oregon Youth Authority facilities will be added by the end of 2002. The Oregon VINE service is available in English and Spanish. A live operator is available to provide assistance to anyone calling the toll-free number for any reason. Information Calls:
