New Members PCBL 22nd Annual Meeting and Awards Luncheon This year PCBL and PaLA Trustee Division are jointly sponsoring the Opening Luncheon and PCBL Annual Meeting at the PaLA Centennial Conference on Sunday, October 14, 2001 at the Adams Mark Hotel in Philadelphia. This is PaLA's 100th celebration and promises to b e an exciting event. Dennis Leeper of Temple University and past President of PCBL, is the Annual Meeting Chair. PCBL award winners will be honored along with PaLA's Trustee of the Year. A special registration will be offered to Library Friends and Trustees.
    In addition to the opening luncheon some special programs of interest to Friends and Trustees are planned for Sunday. These include a presentation by Steven L. Herb, Director of the PA Center for the Book at University Park, PA. Discover Pennsylvania's literary figures at this special preview of the "Literary Map of Pennsylvania." Glenn Miller, Executive Director of the Pennsylvania Library Association and others will bring us up-to-date on legislative issues affecting libraries.
    The day will end with an all conference reception to celebrate the 100th birthday of the Pennsylvania Library Association. The Free Library of Philadelphia will serve as host to Benjamin Franklin, premiere body artist "Peanut Butter", Philadelphia's great Doo-Wop ensembles and much more. Tour the noted Rare Book Department of the Free Library, and experience the treasures, stories and images from PaLA's first century. PaLA will present the prestigious Public Official Award and welcome several surprise guests.

But a recent national library ranking cut the Keystone State down to size, rating its public libraries 43rd in the nation, based on a comparison of 15 measures ranging from per capita expenditures to circulation. The state slipped from 41st place in the third edition of Hennen's American Public Library Ratings to its new standing in Hennen's fourth national report, the so-called HAPLR Index, which ranked 9,000 libraries nationwide.

The Library of Congress has approved a proposal from the Penn State University Libraries for the creation of a Pennsylvania Center for the Book that will be located at Penn State in State College, Pa., and will be affiliated with the Center for the Book in the Library of Congress. “This is a welcome development and one that presents new opportunities in Pennsylvania for promoting books, reading and libraries,” said Center for the Book Director John Y. Cole. “It is the only affiliated state center located in a single statewide university library system.” Washington Center for the Book executive director Nancy Pearl regularly reviews and discusses books on Seattle’s public radio station KUOW.

Contact: Guy Lamolinara (202) 707-9217 Pennsylvania Center for the Book Established The Library of Congress has approved a proposal from the Penn State University Libraries for the creation of a Pennsylvania Center for the Book that will be located at Penn State and affiliated with the Center for the Book in the Library of Congress. "This is a welcome development and one that presents new opportunities for book, reading and library promotion," said Center for the Book Director John Y. Cole. "It will be the only affiliated state center located in a statewide university library system." "We are delighted that the center will be under the auspices of Penn State Libraries," said Nancy L. Eaton, dean of University Libraries. "Our two dozen campuses across the commonwealth are perfectly suited to carry out the Pennsylvania Center for the Book's objectives in partnership with other Pennsylvania libraries and members of our state's community of the book." A 15-member statewide advisory board is being formed. Initial projects will include the establishment of a Web site and a Pennsylvania Center for the Book on-line book club, co- sponsorship of Penn State's Summer Institute for the Study of Children's Literature, the development of a literacy training workshop for meeting the literacy needs of new parents and close cooperation with the Penn State Center for the History of the Book.

    CPS SYSTEMS SELECTED FOR RESOURCE SHARING INITIATIVE
    Academic federation to install CPS resource sharing technology in Pennsylvania libraries
    ST. PAUL, Minn. (June 19, 1997) - The Pennsylvania Academic Library Connection Initiative (PALCI) and CPS Systems, Inc., a St. Paul, Minn.-based company that develops software and application solutions for libraries, jointly announced at the 1997 ALA conference in San Francisco their plans to install the new Universal Resource Sharing Application (URSA). A live testbed that includes 5 of the 37-member PALCI members is expected to begin this fall. PALCI will use URSA to expand resource sharing capabilities for their federation of 37 academic libraries, located throughout Pennsylvania. The organization was founded in the fall of 1996 with the primary goal of creating a Web-based, Z39.50 compliant, patron initiated and fully automated resource sharing system for all member libraries. "This project will bring a virtual catalog of over 25 million volumes to more than 325,000 students and faculty throughout Pennsylvania," said Arnold Hirshon, PALCI Executive Committee Chair and Vice-Provost for Information Resources at Lehigh University. "We look forward to our association with CPS and expect that this system will become a model for other library groups and consortia."

    COUNTY SYSTEM The Cambria County Library System , established in 1963, has fourteen member libraries and a bookmobile . The most recent long-range plan for the county system was developed by a task force formed in 1995. In response to the financial recommendations of that task force, the county commissioners increased their funding to one mill for county library service. The Cambria County Library System is a federated library system, meaning that each library maintains local independence and has its own operating board. Participation in a county system is voluntary and every public library in Cambria County opted to become a member of the county system. In return every library shares in the county funds, enabling them to provide even better local library service. One advantage to system membership is participation in joint grant applications. For example two separate LSTA grants were received by the system in 1998 and 1999 for the purpose of automating checkout functions at twelve county libraries.
    As part of that project the libraries also added lists of their holdings to ACCESS PA , a statewide database intended to improve resource sharing among Pennsylvania libraries. This database provides public web access to the catalog indexes of most Pennsylvania libraries.

    The ACCESS PENNSYLVANIA Database is a statewide library union catalog combining the holdings of more than 1700 school, public, academic and special libraries in Pennsylvania. Its primary purpose is to facilitate interlibrary loan and resource sharing. The database contains over 29 million total records and more than 4 million unique records. The database, along with other information about the program, is available on the Internet at: http://accesspa.state.pa.us
    The ACCESS PENNSYLVANIA program is funded by the state of Pennsylvania and administered by the Division of Library Media Services of the state's Office of Commonwealth Libraries. Because of the special obligations and duties involved in being a member of Access Pennsylvania, joining this program is normally recommended only for libraries staffed by a full-time librarian or LIMA.
