DISTRICT ORGANIZATION AND MANAGEMENT This chapter examines the Kerrville Independent School District (KISD) organization, management and planning in four sections:
A. Board Governance B. District Management C. Planning and Evaluation D. Community Involvement
C. PLANNING AND EVALUATION Planning is a vital ingredient in district management. Proper planning establishes the district's mission; identifies goals and objectives; sets priorities; identifies ways to complete the mission; and determines performance measures and benchmarks to chart progress toward the achievement of the district's goals and objectives. Planning anticipates the effect of decisions; indicates the possible financial consequences of alternatives; focuses on educational programs and methods of support; and links student achievement to the cost of education. The Texas Education Agency (TEA) encourages planning by requiring district's to prepare and submit certain planning documents including an annual budget, district and campus improvement plans, technology plans, an annual report on student achievement goals, a biennial district evaluation report and a district performance report. To meet Texas Education Code requirements, the district also must form a district-level committee to develop the district improvement plan (DIP) and school-level committees to develop campus improvement plans (CIP). The district-level committee also must consult with the superintendent concerning the planning, operation, supervision and evaluation of the district's educational program as per Education Code 11.252(f).

THE GREENING OF DESTIN Beautification Works for Everyone By creating a pleasant environment in which to live, work, raise a family and retire, beautification improves the quality of life for all Destin citizens and vistors. A Grass Roots Volunteer Effort A volunteer organization, The Greening of Destin comprises various committees, each pursuing specific objectives. Special Project Committees are dedicated to unique community projects carrying out the Greening's goals to achieve successful completion of beautification. The Special Events Committee orchestrates annual Greening events from formal, silent and live auction dinners, to golf tournaments and family fund raisers. A Plan to Bring Destin Into Bloom The Greening of Destin's Executive Board has developed a master plan which focuses on improving the most visible areas in need of beautification and landscape enhancement. Acting as a facilitator in planning and fund raising, the Greening of Destin finalizes a project with a Commitment of Maintenance from the private or public domain. The Greening of Destin participates in supporting progressive community projects such as Destin Visions 2000, Destin City Hall, Destin Town Center and Destin Harbor. Plans for new children's hospice in Wraxall
Hospice bid unveiled
North Somerset Times The charity Children's Hospice South West has submitted plans to North Somerset Council to build a hospice at Charlton Farm in the village. The charity already runs a children's hospice, Little Bridge House, in Fremington, North Devon. It cares for 200 terminally ill children and their families. The hospice is funded almost entirely by donations and is currently at capacity. The move to open a second hospice follows research from the University of Exeter which revealed over 800 children in the South West would require hospice care at some point in their short lives. Children's Hospice South West executive director Jill Farwell said: "Although we would never turn down an emergency case or a need for terminal care we have become acutely aware of the increasing pressure on our resources.

Access to, and involvement in, CIL activities and services are complicated by a wide range of conditions, some Center-related, some consumer-related, and some societal and infrastructure-related. The internal environmental factors that present barriers to the smooth operations and delivery of service include:

Needs
Most Centers expressed concerns over being spread too thin. One executive director said their major challenge was avoiding burnout when trying to accomplish too much with a limited number of staff. The CIL was wondering if it should narrow its focus and "not try to solve every problem." A long list of needs was offered by Centers, and echoed to a certain extent by consumers, who felt the strains being experienced by Centers trying to meet too many goals and objectives.

Campaign aims for at least $1 billion A $1 billion fund-raising campaign that planners say will position Carolina among the nation's elite universities in the next century already is well under way. How big is a billion? It's a stack of $1 bills 30 miles high and the number of seconds in 30 years. It's the attendance at 16,000 games in Kenan Stadium. It's almost $1.2 million for every game won by Dean Smith. And $1 billion is the preliminary target for Carolina's upcoming seven-year campaign. The campaign, which already is in the planning stages but will officially begin July 1, will transform Carolina by funding the highest priorities of departments and programs, adding professorships and scholarships and constructing new buildings and updating old ones. "We really cannot imagine the full impact of this campaign," said Vice Chancellor for University Advancement Matt Kupec, the campaign's director. "A billion dollars or more, strategically directed at Carolina's top priorities, will make Chapel Hill a better place to learn and teach, expand our service to the state and greatly extend the generous investment made in us by the taxpayers of North Carolina." Contact: (660) 335-4857 or dns002@mail.connect.more.net Dan Hill uses the local advisory committee as a key group to monitor, propose, plan and implement new directions for the agricultural education program. The group is comprised of individuals who have graduated from the program. Because committee members are also key community leaders, they can communicate the concerns and needs of Sweet Springs, Mo., residents directly to Hill. To empower the group to serve as a guiding force for the program, Hill follows several practices. * He provides advisory members with a variety of data to assist them in making informed decisions. Members receive enrollment figures categorized by grade and individual courses, including a history of enrollment trends. Hill provides information from occupational interest surveys to give members an ideal of what career areas students are considering. * Advisory members annually review course offerings and offer suggestions for changes or improvements on what topics need to be taught based on the raw data presented to them. Any and all suggestions are recorded and reviewed by department personnel. Recommendations are shared with the local administrator to determine their feasibility. Most suggestions are implemented within a year. (Recently for example, the group assisted in securing another teaching position after data indicated two full-time secondary teachers were needed to meet the needs of the community. Advisory members played a key role in persuading school board members that a need existed for a second instructor.)

IYI SCHOLARSHIPS AVAILABLE FOR YOUTH WORKERS TO ATTEND FEBRUARY PROPOSAL WRITING SEMINAR IN INDY INDIANAPOLIS, IN – Staff and volunteers at nonprofit youth organizations in Indiana can apply for partial scholarships to attend "Preparing Successful Grant Proposals," a two-day course to be presented in Indianapolis on February 6-7, 2001. A limited number of scholarships are available from the Indiana Youth Institute, providing substantial savings for youth workers who wish to learn more about writing effective proposals. The scholarship program is made possible by grants from the Efroymson Fund and Lilly Endowment Inc. "We are pleased to be able to offer financial assistance for youth-serving organizations in our state to attend this excellent course," says Bill Stanczykiewicz, executive director of the Indiana Youth Institute. "This scholarship program is designed to help youth agencies build their fund raising capacity. (Input on Policy Revision was received from: Chamber of Commerce Boards of Directors, County PTA Council, Local PTA Presidents and Educators.) 1.1. Purpose for Fund Raising: To clarify that fund raising pertaining to the schools should be for educational purposes, and not for entertainment or commercial purposes. No fund-raising should detract from instructional times. Purposes must be identified on requests for fund-raising. Fund-raising products cannot be taken to class or be sold or ordered in the classroom. 1.2. Budget for School Needs: The School District is moving toward budgeting for priority needs at each school in the District; after input from educators, parents, special interest groups, etc., this process is to include items such as playground equipment, band equipment and uniforms, athletic equipment, etc. 1.3. Contact Businesses Only Once Per Year: To arrive at a satisfactory solution whereby businesses are only contacted once each year, relative to fund raising and donated merchandise pertaining to the schools of Washington County. Subsequently, a field sampling system was designed to be easily portable and to work in remote locations. It was designed for large sample sizes, fast flow rates and to allow for prefiltration. The system was successfully tested on a variety of natural and process waters at several U.S. Department of Energy sites. The rapid water sampling and analysis system using these solid-phase extraction disks offers several advantages over conventional systems: Extremely large specimens can easily be collected, so that very low levels of detection can be obtained. The sample preparation normally performed by the chemists in fixed laboratories can now be done by field personnel at the time of sampling so that overall sample preparation time can be reduced by a factor of 10. Bulk shipping and storage can be reduced by a factor ranging from 300 to 4,000; by using the field sampler, users avoid the need to ship and store large quantities of raw water; only the small disks require shipment to the laboratory.
