Beginning in the 1940s, a political coalition between the Puerto Rican leader Luis Muñoz Marín and the U.S.-appointed governor, Rexford Guy Tugwell, was forged to promote a self-help program, called “Operation Bootstrap,” of economic development and social welfare. In a little more than four decades, much of the territory's crushing poverty was eliminated. This was done partly through emphasis on the development of manufacturing and service industries, the latter related to an enormous growth in tourism. Improvements have been made largely with the cooperation of the United States, but relationships with that country have also become a focal point of political turmoil. Various factions have bitterly disputed the political status of the island, and, although a majority voted to retain its commonwealth relationships, strong minorities have continued to push for statehood or—at times with violence—independence. Puerto Rico’s mild climate and sandy beaches make it a popular recreation area, especially for swimming, fishing, boating, tennis, and golf. Both horse racing and cockfighting attract many spectators. Baseball, basketball, and boxing also are popular sports in Puerto Rico.

        Puerto Rico today is caught between two diverse cultures and is constantly under scrutiny and judgement of visitors with only a scant understanding of the island and its people. Outsiders and especially mainland Americans will increasingly be called upon to understand Puerto Rico and her unique culture. Apart from the very obvious difference in the language, many of these cultural differences are harder to specify and quantify than are the formal elements in common just mentioned. At social and cultural levels profound differences do exist between people of different backgrounds. The Taíno culture was the first infuence in Puerto Rican culture but it was Spanish culture which most greatly infuenced the island's history until the beggining of this century. When the Spanish forced the Tainos into slavery, virtually the entire indigenous population was decimated, except for a few Amerindians who escaped into the remote mountains. Eventually they intermarried with the poor Spanish farmers and became known as jíbaros . Because of industrialization and migration to the cities few real jíbaros remain. Puerto Rico also has a rich African culture dating from the importation of Africans as slaves by the Spaniards in past centuries. The people of Puerto Rico represent a mixture of races, cultures, languages and religions. They draw their unique heritage from the Tainos, from Spanish loyalists who sought refuge here, from the African slaves and from other Caribbean islanders who came to the island in search of jobs.The Spanish they speak is a mix too, different somewhat from Castillian Spanish, with many words borrowed from the pre-Colombian Amerindian tongue right up to modern-day English.American culture has had a progressive effect upon Puerto Rican culture since 1898 but especially so after the 40's. Some Puerto Ricans are not happy with the result of that influence; others welcome it.

Isla del Encanto recently brought the joy of a traditional Three Kings Day celebration to the Shriners Hospital for Children. The activity was meticulously planned by the organization, complete with a program written in English and Spanish detailing how the religious holiday is celebrated in Puerto Rico and an appearance by the Three Kings. Isla del Encanto's president, Bernie Baez of Springfield, was pleased with how the activity turned out. Since its inception three years ago, the organization, whose name translates to Island of Enchantment, brings gifts to the in-patients at Shriners Hospital for Three Kings Day. The activity, along with a pageant for local girls aged 15 to 21, is one of the major events Isla organizes throughout the year. The fledgling organization works with youth to promote Puerto Rican tradition and culture. "We saw the necessity to work with our youth and create a sense of responsibility in them," Baez said. Rather than take on many activities, the organization would rather take on few projects for now, pay close attention to detail, and carry them out the best way possible, Baez said.

The symbol of the Institute of Puerto Rico Culture depicts these three influences: Indian, African and Spanish. In broad terms, that is an accurate ethnic amalgam, but culture and history are never easy to explain. Into the mix have to go Chinese workers, who built the railroads and remained; Spanish Loyalists fleeing revolution in South America; Corsicans who populated the coffee county out on the island; French immigrants from Haiti and Louisiana; a smattering of Scots and Irish; and droves of North Americans following the Spanish American War.

by: Ivonne Figueroa Imagine the "Eden" called Borikén. It was ruled by nature. A place that was almost completely a rain forest from shore to shore. A place filled with yagrumos, alelis, ceibas, orchids, wild mushrooms - some over 6 feet wide, over 100 species of palm trees, bamboo, elephant ear leaves of the yautía, giant philodendron, giant ferns, mamey and guava trees. A place where wild life such as cangrejos, manatees, giant sea turtles, iguanas, cotorras, and carpinteros lived undisturbed by man. Giant fish jumped out of rivers and oceans. Each evening Boriken was cooled by the breezes of the Mar Caribe and serenaded by trillions of coquies. This was our Isla del Encanto during the reign of the brave Taíno people. In spite of being almost completely wiped out within two decades, the Taínos left us their heritage - a legacy. Traces of Taíno physical characteristics are found in Taíno descendants clustered in areas of Borinquen. The names of many towns Mayagüez, Coamo, foods (mamey), instruments, trees and plants are original Taíno names. We have little detail knowledge of Taíno culture, religion and daily life. What we know comes from Spanish documents and from recent excavations. Much has been said of the Taínos lately but it wasn't until the early 1900's that the study of the Taínos took off. The origins of the Taínos was not proven until 1950 when scientists were able to trace them through their unique white on red pottery. Their origins are in the Orinoco and Amazon River basins - what is now Venezuela and Guianas. The Taínos began their migration, in waves, through the Caribbean Islands approximately in 900 BC. Their origins have been traced to the Village of Saladero in Venezuela.

Puerto Rico's Military Contribution to War on Terrorism. In addition to thousands of active duty US service members from Puerto Rico, 5,300 Puerto Rico National Guard and Army Reserve soldiers have been called up for duty and many will be deployed to the Persian Gulf Region. While numerically 17 states top the island in call-ups, only 13 and the District of Columbia have a proportionately larger segment of the population recently transferred from civilian to military life. When the number of call-ups is divided into the population, Puerto Rico is contributing proportionately more reserves and guard members to the buildup than New York, California, Connecticut, Florida, Texas, Illinois, and New Jersey, among other states.

Our goal is to provide our youth a sense of belonging, and pride in their heritage to streghthen their self-image as Puerto Ricans through arts and humanities education, and to make others aware of the distinctive Puerto Rican culture and the significant contributions by Puerto Ricans to the arts and humanities.This portal represents one of the activities of the Institute designed to provide access to Puerto Rican arts and history resources available through the web. Our portal is the first phase of a series of web-based initiatives to be developed.
