Summary of Significant Floods, 1970 Through 1989, by State or Territory
In addition to the specific flood data, this section provides a description of the hydroclimatology and a summary of significant floods for each State or territory in the United States. The summary of significant floods includes those with loss of life or excessive damage during the period 1970 through 1989. The floods that were in the top 5 percent of each streamflow-gaging station's record during this period are tabulated, and an estimated recurrence interval is provided along with other pertinent data. A map of each State or territory is supplied to locate the streamflow-gaging stations.

Hydroclimatology
Puerto Rico is a small, mountainous island located approximately 1,000 mi southeast of the southern tip of Florida in the north-central Caribbean Sea. Puerto Rico's tropical maritime climate is affected primarily by the east-to-west flowing trade winds. The island's topography also plays a large part in the local climate. The mountainous regions of the island typically receive more rainfall than the semiarid coastal areas. Mean annual rainfall ranges from 160 in. in the northeastern mountains to 30 in. in the southwestern coastal area (Paulson and others, 1991). Rainfall in Puerto Rico is cyclic for both daily and seasonal rains. The island receives the most rain in the summer and in the afternoon. Frequent flooding occurs on the island, and most floods are a result of hurricanes and tropical storms.

The Caribbean was shaped by a logic of both unity and diversity. On the one hand, the region has been historically divided as a result of colonialism by various European powers; on the other hand, the slave trade and the entry of the Caribbean into the global market by way of agricultural production, created a common cultural base which has persisted to this day. The following article sketches elements of today's Caribbean reality that foster or hinder development work in the region.
Creating a culture of exchange and co-operation in the Caribbean today
In different eras many efforts have been made towards Caribbean unity, for instance, the proposed West Indian confederation in the 19th century. But Caribbean unity as a real and urgent challenge has arisen only today. In Caribbean countries a new consciousness has emerged, reflecting the growth of a new regional order that goes beyond the nation-state. That is to say, Caribbean nations face challenges that began outside national borders and which must therefore be resolved at a regional level.
If some elements display the region's heterogeneity (such as different political traditions and linguistic diversity), the common factors that define the region outweigh the differences. In reality there are few development problems that are not related in some way to similar problems in other societies, or to the region as a whole. For example, Caribbean countries were economically shaped by agricultural systems geared to requirements abroad; and their industrialisation has been based on the facility of cheap labour to attract foreign capital. As a result there are common economic and labour issues.

Puerto Rico is situated some 1,000 miles southeast of Florida at the hub of the Caribbean chain of islands. This American commonwealth is the most easterly and smallest of the four major islands that form the Greater Antilles. The three other are Cuba, Jamaica and Hispaniola (the island shared by Haiti and the Dominican Republic.) Surrounded by the Atlantic Ocean to the north and the Caribbean Sea to the south, Puerto Rico is flanked by a trio of smaller islands, Vieques and Culebra to the east and Mona to the west, which also are its political and geological satellites. The island of Puerto Rico measures approximately 110 miles east to the west and 35 miles north to the south. Thus, it is roughly half the size of the state of New Jersey (Puerto Rico, Borinquen Querida, Roger A. LaBrucherie, 1993). HISTORY Although the Spanish occupation was the decisive factor defining Puerto Rico’s current culture, the island was settled many thousands of years ago by Amerindians. But that culture had disappeared by about AD 600, bringing to an end the island’s historic era of pottery making. Ethnologists’ opinions differ as to whether the tribes were eradicated by new invasions from South America, or succumbed to starvation or plague, or simply evolved into the next culture that dominated Puerto Rico - the Ostinoids.
