CONSOLIDATED FEDERAL FUNDS REPORT
PURPOSE
To provide data on Federal government expenditures by state, county, and subcounty area. The United States Code, Titles 13 and 31, and a 1981 designation by the Office of Management and Budget, authorize this program and provide for mandatory responses. Other federal agencies fully fund the Census Bureau's work on this program.
COVERAGE
Nearly all Federal agencies responsible for financial transactions that can be attributed to a state or U.S. territory are covered. Agencies include departments and independent agencies, and quasi-Federal agencies such as the United States Postal Service (USPS) and Tennessee Valley Authority. Territories include American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the Virgin Islands. Expenditures by national security agencies, international transactions, and interest on the national debt are excluded. In fiscal year 1998, direct Federal expenditures that could be attributed to domestic areas totaled $1.5 trillion, direct Federal loans totaled $24 billion, and insurance and loan guarantees amounted to $659 billion.
CONTENT
Data are obtained on the amount of virtually all Federal expenditures, including grants, loans, direct payments, insurance, procurement, salaries and wages, and other awards (such as price supports and research awards). Data represent actual expenditures (or outlays) with some exceptions. For example, contract amounts may represent obligations, loans and insurance can include cash and contingent liability values, and grants to individuals may reflect benefit commitments. Expenditures are reported by responsible department or agency, and classified by affected program (such as Federal Emergency Management Agency disaster relief grants, or Social Security Administration Black Lung payments).

Puerto Rico is a mountainous tropical archipelago in the Caribbean that measures 3,423 square miles. Its neighbors include the Dominican Republic and Haiti (two countries that share a single island), Cuba, and Jamaica to the west and the U.S. Virgin Islands and the lower Antilles to the east. South America lies to the south and the U.S. mainland to the north.
Puerto Rico has large modern cities and small country towns. Population centers include the main island of Puerto Rico and two smaller islands, Culebra and Vieques. Puerto Rico's current population is more than 3.5 million people. There are also 2.7 million Puerto Ricans living on the U.S. mainland. Puerto Ricans are the second largest Latino group in the United States. Spanish is the language spoken on the island, with English taught as a second language in the schools.
The Puerto Rican people reflect the varied physical and cultural heritage of the different groups that have mixed together to create the island's population: the original indigenous inhabitants, European settlers (mainly from Spain), and Africans. As a result, Puerto Ricans range across the full spectrum of skin colors. The Puerto Rican experience presents some differences from the traditional ways people in the United States are accustomed to understanding race.

Sila Calderon, Puerto Rico's first woman governor, is demanding the U.S. Navy immediately abandon its bombing range on Vieques. Her passion and determination have put her on a collision course with Washington. A showdown is expected this week. SAN JUAN, Puerto Rico (WOMENSENEWS) With just over 100 days in office, Gov. Sila Calderon has managed to intensify the political battle to oust the U.S. Navy from its prized Atlantic bombing range on the smaller island of Vieques. A skillful and relentless campaigner, she is winning stateside political support while placing the Commonwealth of Puerto Rico on a collision course with Washington. This week will be critical to resolution, if any, of the Vieques dispute. Calderon is expected Monday April 23 to sign into law a bill regulating noise levels at sea, effectively banning the bombing exercises that create sonic booms. The Navy announced April 12 that it will resume training exercises, using dummy bombs, on Friday, April 27. The Navy could seek permission from President George W. Bush to escape the requirements of the new law. Calderon, a former corporate executive and mayor of San Juan, expressed her intention to stop the bombing now.

and the Hard Place by Kelly Cogswell MAY 23, 2000 . A few weeks from now, the United States Senate is expected to approve the return to Puerto Rico of 8,000 acres of land in the western part of the Puerto Rican island of Vieques, which the U.S. Navy has controlled since World War II. The House approved the land transfer deal last week by a whooping 353 to 63 vote, something which must have made many a China-trade advocate salivate with envy. The land transfer is half of the Clinton Administration's iron carrot to break the back of the nettlesome Vieques Navy Out movement. The other half carrot is a $40 million grant now, with another $50 million to be thrown in later if the Viequenses vote in a Navy-run referendum to let the Navy stay forever and resume live bombing. Since it resumed bombing in its Vieques range, after evicting some 200 protesters on May 4, the Navy has been using 40-pound, concrete-filled dummies which can explode any of the abundant unexploded bombs that litter their practice area.

This $1.6 million project within the Los Manchos mangrove forest, composed of black mangrove ( Avicennia nitida ) with some fringing red mangrove ( Rhyzophora mangle ), involves the restoration of tidal flushing to approximately 1000-acres of mangrove along the eastern coastline of Puerto Rico, at the U.S. Naval Station, Roosevelt Roads. Prior to the restoration efforts, the existing mangrove forest had shown signs of stress due primarily to the blockage of four pre-existing natural channels along the eastern boundary of the forest which has stopped tidal exchange. These historic channels were open to the sea prior to the construction of a two-mile-long road to the Small Arms Range on Roosevelt Roads in the late 1940=s. Later, an attempt was made to increase the flow of seawater by placing culverts beneath the road however, most were inadequately sized and poorly placed. The last open culverts became completely restricted following Hurricane Hugo in 1989. Hurricane Hugo also caused significant wind related damage to the mangrove forest, which in combination with the lack of salt water exchange is compounding the mangrove=s decline in quality and size.

  • Abstract Introduction
    Abstract
    This volume is a compilation of significant floods that occurred throughout the United States, Puerto Rico, and the Virgin Islands during the period from January 1, 1970, through December 31, 1989. A significant flood in this report refers to a maximum discharge (instantaneous or time averaged) that is in the top 5 percent of all the annual maximum discharges recorded or measured at streamflow-gaging stations during their total period of record. Most of these floods are approximately equal or greater than the 20-year recurrence-interval flood (0.05 probability of occurrence in any 1 year) for that station. A summary of the most devastating floods according to amount of damage and lives lost is provided for each year for the period 1970 through 1989. Significant interstate floods are described also. For each year, a map is provided showing the States with the percentage of total streamflow-gaging stations having significant floods. A compilation of specific data for the significant floods is arranged State by State for each of the 50 United States and Puerto Rico. Each State compilation includes: (1) a description of the general hydroclimatology and conditions that produce significant floods, (2) descriptions of climatic and basin characteristics that significantly affect maximum flows within the State, (3) tables of data that allow the reader to compare each significant flood during the period 1970 through 1989 with the maximum flood for the entire period of record at selected streamflow-gaging stations, and (4) State maps show the location of the streamflow-gaging stations.
