SAN JUAN, Puerto Rico, Dec 12 (Reuters) Gov. Pedro Rossello
expects Puerto Ricans to vote on Sunday to end their commonwealth
status in spite of polls saying they are split over urging Congress to turn their
homeland into a U.S. state. "There are polls and there are polls," Rossello told Reuters in an interview on
Saturday. "Most of them are not in agreement or consistent." Rossello, an ardent advocate of Puerto Rican statehood, pushed hard to
have the U.S. Caribbean island territory hold its third plebiscite on its
relationship with the United States this year the 100th it has been a U.S.
possession. "I'm confident that statehood would maintain the majority of votes.... This is
a historical movement. It has been going on since the establishment of the
commonwealth," he said.

BRIEF HISTORY OF U.S. SPONSORED VIOLENCE
Starting with the Bay of Pigs invasion, in April 1961, Florida-based terrorist organizations have repeatedly invaded Cuban territory (air space, waters and land). The most awful terrorist action occurred on October 6, 1976, when a bomb planted aboard a "Cubana Airlines" plane exploted after the passenger jet took off from Barbados, killing all 73 people aboard-57 Cubans (including the entire fencing team), 11 Guyanese and 5 North Koreans. On October 14 Cuban exiles Orlando Bosch (a former CIA agent) and Luis Posada Carriles, along with two Venezuelans, were arrested, charged with the bombing and imprisioned in Venezuela. They were acquitted in September 1980 because of friendly ties to the Venezuelan government. Cuba protested, saying that Venezuela knew they were "acquitting the guilty". The prosecution appealed and in November 1981 the Venezuelan government asked Cuba for further evidence against the four and Cuba complied in December. There were two more acquittals of Bosch, the third on August 7, 1987. The prosecution did not appeal, which meant Bosch was allowed to leave the country. He arrived in Miami in February 1988 and was taken into custody for a 1974 parole violation (Bosch had been convicted of a 1968 bazooka attack on a Polish ship in Miami and sending death threats to the heads of state of France, Italy and Spain because their countries trade with Cuba).

Underwater Parks – Three Case Studies, and a Primer on Marine Boundary Issues Leland F. Thormahlen, Chief, Minerals Management Service, Mapping and Boundary Branch, Lakewood, CO (303) 275-7120 Introduction Unlike on shore boundaries, most marine boundaries are not marked with monuments or fences. But like a monument or fence, marine boundaries DO require maintenance! Poorly maintained boundaries can impair enforcement of environmental, fishing, and other regulations along that boundary. Further, it must be recognized that no agency places a marine boundary that doesn’t affect multiple other agencies. This paper presents a brief primer on marine boundaries, followed by 3 case studies. Primer on Marine Boundaries Most marine boundaries are projected from a baseline, which consists of discrete points selected along the shoreline. The figure above illustrates our first problem – Where is the shoreline? USGS topo maps typically display either the mean sea level or the mean high water line, while NOAA nautical charts typically show the mean lowest low water line. (Always check your map to see which datum was used). Various states use different water levels to mark the division between private lands and state controlled territory. Note that federal offshore boundaries are measured from the mean lowest low water line.

Earlier this year, I think it was around June, a group of about 11 citizens from the town of Aguadilla decided they were going to take a case to the Federal court in San Juan, namely they insisted that as Puerto Ricans, as U.S. citizens, they had a right to vote for the U.S. President. They took this case to court and some of us were quite surpised to hear that Judge Jaime Pieras in San Juan actually agreed with them, citing that the right to vote is based on citizenship not based on residency. About a month before the election, the first circuit court of appeals in Boston ruled this is unconstitutional, this is a joke. The Puerto Rican Supreme Court ruled only a couple of days before the election, this thing is null. It is invalid. The law that established the presidential election in Puerto Rico is unconstitional. So literally millions of dollars were spent printing up ballots that were never used.

Coral reefs are an important part of tourism in the Northern Mariana Islands. Most of the economy depends on tourism. Estimates of total coral reef coverage, worldwide and nationally, are based on data sets of extremely rough scale, and many areas are not yet characterized. For example, in a recent estimate of shallow coral reefs (based on charts) for areas located in major geographic regions only five percent of reefs were mapped at a scale of 1:100,000 or better ( Table 1 , Spalding and Grenfell 1997). A second estimate is presented in Table 1 based on available platforms suitable for reef growth in water less than 30 meters deep(Smith 1978). Additional estimates range from 100 to 3,930 x 10 sq km (Kleypas, 1997), which suggests the great difficulty scientists have in making even first order attempts to define regional and global reef area. Differences in estimates for similar regions mostly reflect biases based on methodology and a general lack of information.

These advantages include paradigmatic shifts in the context of scholarship, a novel and inclusive curriculum, as well as research in frontier territory not chartered inside more conventional structures. LACS' multidisciplinary approaches are integral to its impressive basic and applied research and service outreach activities to institutions in Latin America and the Caribbean and in local, national, and international multicultural communities.
Some of the main areas of expertise of LACS faculty include: development studies, women's studies, migration studies, Mesoamerican anthropology, Caribbean literature, education, and Puerto Rican studies. Study abroad and field research opportunities are available with institutions in Puerto Rico, Costa Rica, the Dominican Republic, Brazil, and Nicaragua. The Department of Latin American and Caribbean Studies (LACS) at the University at Albany is the oldest, largest, and most comprehensive program of its kind within the SUNY system. It is the only academic department that currently offers an M.A. graduate degree and a graduate certificate in Latin American and Caribbean Studies, in addition to undergraduate majors in Latin American and Caribbean Studies, and Puerto Rican Studies. §35.2 Definitions
Address of use means the building or buildings that are identified on the license and where byproduct material may be received, prepared, used, or stored. Agreement State means any State with which the Commission or the Atomic Energy Commission has entered into an effective agreement under subsection 274b of the Atomic Energy Act of 1954, as amended. Area of use means a portion of an address of use that has been set aside for the purpose of receiving, preparing, using, or storing byproduct material. Authorized medical physicist means an individual who (1) Meets the requirements in §§ 35.51(a) and 35.59; or (2) Is identified as an authorized medical physicist or teletherapy physicist on (i) A specific medical use license issued by the Commission or Agreement State; (ii) A medical use permit issued by a Commission master material licensee; (iii) A permit issued by a Commission or Agreement State broad scope medical use licensee; or (iv) A permit issued by a Commission master material license broad scope medical use permittee.
