by J. David Cooper Table of Contents As we enter Ms. Morley's fourth grade class, we can immediately tell that they are studying about the environment. There is an exciting display of magazines and books, including such favorites as The Great Kapok Tree: A Tale of the Amazon Rain Forest (Cherry, 1990) and Just a Dream 3*2*1 Contact entitled "Act Now: The Earth Patrol Guide to Preserve and Protect;" these students are writing a skit to show how boys and girls can help to protect the environment. Still other students are working on the computer constructing graphs about endangered animals in the environment. Ms. Morley explains that she and her students use many different resources and pieces of literature as they develop their themes. She notes that her goal is to work together with her students to help them learn to communicate as they are going to have to do in real life. You might ask, "What is so special or different about this fourth grade class?" Ms. Morley's class shows what many teachers around the country are doing. They are:

As I read Donald Leu's previous column, I found myself wondering about the many possible uses for the Internet in the classroom and the emerging forms of literacy brought about by its many dynamic virtual environments. I thought about the many new possibilities for communication that were mentioned and noticed that many of these new communication forms (e.g., chat sessions, e-mail) involved writing. I reflected back on Leu's statements about "standing on the cusp" between traditional and new forms of literacy and realized that today's students would use written communication for purposes both traditional (e.g., letters) and new (e.g., listservs). This realization impressed upon me the need for developing writing-centered literacy experiences that help students develop traditional and electronic literacy skills. The more I thought about it, the more I considered the practical concerns of using virtual environments like the World Wide Web (WWW) to facilitate the teaching of traditional literacy and new forms of electronic literacy. Although the wealth of information on the WWW provides great potential for incorporating rich information resources into writing-centered literacy activities, the sheer enormity of the WWW's seemingly limitless boundaries makes locating appropriate information quite time consuming. In addition, once individual sites are chosen, they must be carefully analyzed to make sure that information contained within is conducive to instructional goals and students' level of language use.

WHAT CAN I DO TO HELP?
  • National Jewish Coalition for Literacy The NJCL is the Jewish community's vehicle for participation in the Department of Education childhood literacy initiative known as the America Reads Challenge. Begun in 1997, the NJCL has pledged to mobilize 100,000 Jewish volunteers as part of the national effort. As of the fall of 1999, local affiliates are operating in 26 cities across the country, and many more are expected to come on board in the months to come. To find out if there's an affiliate near you, check the list on this website. If there’s no contact person for your city, call your local Jewish federation, or call the NJCL directly at 212/545-9215 (or email us at njcl18@mediaone.net) Public Schools Many local public schools use volunteers to read to small groups of young children, or to read or tutor one child on a regular basis (i.e. once a week). This can be a fairly demanding time commitment many programs ask that you commit to a semester or yearlong experience. To find out if there's a suitable program near you, call the school superintendent's office, or perhaps the principal of a particular school. For an easy-to-use tutoring program "Read*Write*Now," a joint project of Hadassah and the Department of Education call Hadassah's office of public outreach at 212/303-8042. Reach Out and Read This is a Pediatric Clinic-based literacy program that seeks to make books and literacy "as common a part of pediatric primary care as immunizations." Volunteer opportunities include reading to children (in the waiting room) and organizing a book drive. In most instances volunteering for a ROR site can be done on a more sporadic basis. For information regarding the location of a ROR site near you, call 617/414-5701 (or visit their web site:

Tutorial Assistance The structure and focus of Tutorial Assistance is organized around essential activities for appropriate literacy instruction based on developmental stages of learning as outlined earlier in this grant.
Tutorial assistance subgrants will sponsor tutoring programs based on scientific reading research and will be conducted during non-instructional times. In addition, they will assure that parents are receiving communications on their child's progress. (See page 36 of the proposal for Tutorial Assistance Application Criteria on which acceptance of school subgrants for tutorial assistance will be based.) The structure and focus of the NREA Tutorial Assistance is organized around essential activities for appropriate literacy instruction based on developmental stages of learning as outlined earlier in this grant. In it, there are four essential literacy activities considered as they relate to children's literacy development: Read To, Read With, Write With, and Word Study activities. These four components must be provided for effective literacy instruction in NREA tutoring programs. In our tutoring programs and in our kindergarten and first through third grade instruction, students will re-read familiar passages, develop personal readers, participate in word study activities and listen to read-alouds.

The language and literacy activities included in this book illustrate the underlyingconcepts important for reading that are supported by scientific research.
    http://www.nap.edu/readingroom/books/sor/
    Introduction
Parents want to provide their preschool children with a good start in literacy. A school district tells its teachers to change the way they teach reading. Preschool caregivers want to be sure that the children they care for are ready for school. A mother attending a school meeting hears confusing messages about the best way to teach beginning reading. A corporate executive wants the company to support an after-school tutoring program, but is not sure where to start. This book is for all these people. It is written particularly for parents, who should find the information useful in making judgments about:
    • what kinds of language and literacy experiences to look for in preschool and child care settings,
    • what to look for in initial reading instruction in kindergarten and the early grades,
    • what to ask school boards, principals, elected officials, and other policy makers who make decisions regarding early reading instruction,
    • whether their child is making progress in reading related skills and early reading.
It is also for others who can influence the education and development of young children, especially policy makers, caregivers, and teachers.

College of Human Environmental Sciences, University of Missouri-Columbia
To promote young children's delight in talking, listening, reading, and writing, adults need to provide a variety of interesting language experiences. Children who have reading difficulties in the primary grades often had limited early literacy learning experiences. Children with reading difficulties have:
    • less letter knowledge less sensitivity to the notion that the sounds of speech are distinct from their meaning less familiarity with the basic purpose and mechanisms of reading poorer general language ability
    Children who are skilled readers:
    • understand the alphabet and letters use background knowledge and strategies to obtain meaning from print and can easily identify words and read fluently
Activities that prepare young children for learning to read emphasize counting, number concepts, letter names, shapes, and sounds, phonological and phonemic awareness, models of adult interest in literacy, and independent and cooperative literacy activities.
