A summary of the November 13-14, 2001, Board of Trustees Meeting CSU Faces Budget Crisis Chancellor Charles B. Reed asked CSU presidents to make a one percent, one-time reduction in their total current year General Fund budgets. The request gave each president the flexibility to determine how to meet this reduction. The savings should be accomplished by the end of FY 2001-02. Systemwide, the one percent equals about $25 million. Chancellor Reed also directed the presidents to continue hiring tenure-track faculty as planned but to institute a partial hiring freeze for all other non-tenure track and non-instructional positions. The chancellor told the presidents to use their discretion to grant exceptions to the freeze based on an assessment of a position's direct contribution to the CSU's educational mission. The budget saving measures are in response to an Executive Order by Governor Gray Davis requiring state agencies to freeze hiring and to reduce current year general fund spending by at least $150 million. Anticipating a shortfall in state revenue next year, Chancellor Reed told CSU presidents to prepare for future budget cuts and be cautious in making any large financial commitments that extend into the upcoming year. "In developing your plans for next year, you should consider how you could meet cuts of 5% or more while still maintaining our commitment to essential projects," Reed said.

Are you asking me 'WHY' is art so affective a medium for teaching written communication?
     Well I'll tell you a few reasons why...       Art in itself is a form of communication, an extension of the person who has done the art, a way of communicating that which is within to those who are on the outside, a way of reaching inside to bring out that which is hidden to be revealed, a way to express much more in depth than with the limits of vision for written communication by using senses such as COLOR, SOUND, TOUCH, and even TASTE       BESIDES ART IS F U N!       There are many artistic disciplines that can be incorporated into teaching written communication - from the Fine Arts to the Culinary Arts. Who would not prefer to EAT their MATH as PIZZA fraction problems rather than just doing them? There are a great many articles and books which discuss how to incorporate the arts into teaching this is not intended to replace nor to extend these but simply to introduce you to the concepts of using art to help the child learn written communication and to share with you a few of my own personal experiences.

Preventing Reading Problems
Factors Common to Successful Early Intervention Programs
by John J. Pikulski Table of Contents A review of the research literature indicates that there are at least five early reading intervention programs that have documented effectiveness. This paper will only very briefly describe the individual programs and then will concentrate on the factors that seem characteristic of all or at least most of these successful intervention programs. In the Winston-Salem Project all first and second grade reading/language arts instruction was reorganized around four major, thirty-minute blocks of activities: teacher-directed group reading activities, word learning activities, writing, and self-selected reading. In addition, in the school that served a very high proportion of at-risk students, an additional 45-minute block of time for very small-group instruction was included. During this small-group instruction time, students had additional opportunities to practice reading, writing, and word learning activities. Though it has now been implemented in more than 85 schools, Success for All was first implemented in schools in major metropolitan areas that served, almost exclusively, children from low socioeconomic backgrounds who had few experiences with literacy. Major features of this schoolwide program included heterogeneous grouping for most of the day, cross-grade grouping according to reading level for 90 minutes of smaller group (15 to 20 students) reading instruction, and one-to-one tutoring for those students who needed extra support.
