New Boating Safety Regulations Expected to Save Lives
New regulations are being introduced this year to reduce boating fatalities in Canada from their present level of 200 annually. Currently in Canada, anyone of any age can operate any boat of any size without any formal training or experiences. In fact, two-thirds of those operating powered boats in Canada lack any formal training in boating safety or operation. With more and more boaters taking to the waterways in new, and increasingly powerful vessels, the status quo could be a recipe for disaster.
Age and Horsepower Restrictions
Effective April 1, 1999, children under the age of 12 will no longer be permitted to operate boats above 10 horsepower for recreational purposes unless accompanied by a person 16 years of age or older. On the same date, youth at least 12 years of age, but under 16 years of age, will no longer be permitted to operate boats above 40 horsepower unless accompanied by an individual 16 years of age or older. Finally, as of April 1, 1999, the new minimum age for operating Personal Water Craft (PWC) will be 16 years of age.
Operator Competency
Beginning on September 15, 1999 youth under 16 years of age (as of April 1, 1999) operating powered craft used for recreational purposes will be required to have proof of operator competency. This requirement will be extended to all operators of power boats less than four metres in length, as well as all PWCs. By September 15, 2009, proof of operator competency will be required for all power boat operators.

T he Wayne County Sheriff Department will be conducting Boating Safety Courses beginning on Monday June 9th, 2003 and will conclude on August 11, 2003 (August 11 th will be a test night only) The course will be held and the Trenton Activity Center - 2700 Westfield Road. The Trenton Activity Center is located approximately 2 miles East of I-75 and approximately 1/2 block North or West Road. There is ample parking at the center. Once inside the center, students will go to the "Fireplace Room" where the course will be conducted. A map and directions are detailed below. Boating Enforcement Go to: Boating Registration A Federal Regulation went into effect May 1, 1995, which requires operators of all boats to have at least one wearable life jacket or personal flotation device, for each person aboard. Under the new regulation a throwable PFD (Type IV) will no longer qualify as a life jacket on boats less than 16 feet. PFD requirements remain unchanged on boats 16 feet and over.
Section 59-21-31 of the Mississippi Code, prohibits the removal or alteration of awarded numbers or identification numbers affixed to vessels, boats, outboard motors and trailers has been amended. Additional language added to this section provides that no person may buy, sell or possess a vessel, boat, outboard motor or trailer on which any awarded number or identification number has been removed or altered.
Due to the increase in marine theft, a closer look is being taken at applications for boat registration when received. Applications for boat registration with required information missing or information which appears to be incorrect, will be sent back to the applicant along with a boat inspection form to be completed by a conservation officer. The application should then be resubmitted along with the completed boat inspection form. All home-made boats will be inspected prior to registration.

Various Federal, State, and local regulations apply to Mission Bay and the ocean off the City of San Diego. Some of the major regulations are listed below.
  • General Vessel Speed
    No person may operate a vessel at a speed greater than five (5) miles per hour within 100 feet of a swimmer or surfer or within 200 feet of a beach frequented by swimmers.
    Ocean Vessel Speed
    No person may operate a vessel in excess of five (5) miles per hour within 1,000 feet of the oceanfront coastline of the City of San Diego. Separate boating regulations apply to Mission Bay.
    Mission Bay Vessel Speed
    The speed limit on Mission Bay from sunset to sunrise is five (5) miles per hour. At other times, certain areas have a designated speed limit of five (5) miles per hour or less. These include:
    Wherever buoys are posted with a five (5) mile per hour limit Near bridges Within 100 feet of shore Within 100 feet of another vessel Minimum Age
    No person under the age of twelve (12) may operate a motorized vessel with more than fifteen (15) horsepower. Children ages twelve (12) to sixteen (16) must have a person eighteen (18) years of age or older onboard to operate such a vessel. (There are some limited exceptions.)

Maritime Safety The goal of safety is pursued primarily through our search and rescue and marine safety missions. In 2000, the Coast Guard responded to 40,264 calls for assistance—from a broad spectrum of the public ranging from recreational boaters in distress to the captains of freighters sinking in gale-force winds. During that same year—on a share of its operating expenses totaling $342 million—the service saved more than 3,400 lives and saved over $80 million in property. Search and rescue (SAR) is perhaps the Coast Guard's best-known mission area, and the service is recognized as the world's leader by the international SAR community. When the rescue alarm sounds, the Coast Guard is ready to confront the inherently dangerous maritime environment, frequently going into harm's way to save others. The Coast Guard works closely with other federal, state, and local agencies, and with foreign nations, to provide the world's fastest and most effective response to distress calls. It also maintains a vessel-tracking system called Amver (automated mutual assistance vessel rescue) that allows it to divert nearby commercial vessels to render assistance when necessary. During the past decade, the number of lives lost each year in boating accidents and on commercial vessels has declined significantly. The Coast Guard's Marine Safety Program promotes safety through both its regulatory and inspection roles, inspecting merchant vessels and licensing their masters and crews. The Coast Guard has established a goal of achieving a 20 percent reduction in: crewmember deaths and injuries on U.S. commercial vessels; passenger deaths and injuries; and the number of collisions and groundings in the waters under Coast Guard jurisdiction. The Coast Guard Auxiliary provides free boating safety courses, courtesy marine examinations for recreational boaters, verification for aids to navigation, and inspections of commercial facilities.

    The issue of whether or not the federal government should introduce new boat and operator licencing systems was the subject of debate and consultation in recent years. At the beginning of 1999 the federal government announced that it would be continuing with the old licencing system for boats, and that it would be proceeding with regulations which will eventually require operators of all power driven boats to obtain an "Operator Competency Card". (These cards do not have to be renewed - they are good for life.)
    The government maintained very poor web sites on this subject in the period leading up to and immediately following the adoption of the regulations. However, this has changed, and the federal government now maintains a number of excellent web sites about the regulation concerning boat operator requirements and other safety issues. January 18th, 1999 Halifax, N.S. The Department of Fisheries and Oceans, in an effort to reduce the number of recreational boating accidents in Canada, has announced amendments to the laws that govern boating safety. According to jointly-collected data from the Canadian Red Cross and the Lifesaving Society of Canada, there are 200 boating fatalities every year in Canada. And the Canadian Coast Guard estimates an eye-opening 6000 boating accidents occur every year on Canadian waters. DFO's changes include: age and horsepower restrictions and operator competency tests.
As of April 1st of this year, no one under the age of 16 will be permitted to
operate a Personal Water Craft (PWC). Children under the age of 12 will no
longer be allowed to operate boats above 10 horsepower and youths aged 12-16 will no longer be allowed to operate boats over 40 horsepower for recreational purposes unless accompanied by someone over 16.
