Collaborative efforts, via the Seafood Partnership, in creating new markets, products, and demand for underutilized species, such as mackerel, has led to international collaboration and technology transfer between the U.S. seafood industry and industries abroad. An international conference on mackerel, scheduled for spring 1997 in Rhode Island, will allow experts to share ideas and new technologies. Sea Grant seafood specialist elected as a nonvoting member to R.I. Sea Grant research has resulted in the development of new biosensors capable of rapidly diagnosing pathogens commonly found in seafood.

HSLDA News December 17, 2001 Rhode Island District Demands Quarterly Reports Although Rhode Island specifically recognizes home schooling as a constitutional right, the state has fairly restrictive home education regulations, including approval by the local school district, an annual assessment, and mandated attendance records. Despite this, many districts burden home schoolers with even more requirements. Recently, for example, Foster-Glocester School District sent out a letter to home schooling families, demanding that they submit progress reports and attendance records on a quarterly basis instead of annually as the law requires. When Home School Legal Defense Association members contacted us for assistance, we quickly informed them that state law does not require submission of quarterly reports and therefore our member families would comply strictly with the letter of the law and pass in their assessments and attendance reports at the end of the school year. Unfortunately, this is not an isolated occurrence in the Ocean State. Any HSLDA members whose district attempts to require more than the law mandates should contact our office for assistance.

Coastal Resources Management Program, as amended (aka the "Redbook")

Section 200
Tidal and Coastal Pond Waters
A. Introductory Findings
  • More than 90 percent of Rhode Island's tidal waters are classified by the R.I. Department of Environmental Management as SA, the highest water quality rating. Water pollution, however, is a major concern, with eutrophication and bacterial contamination a growing concern in the salt ponds and with all major indicators of pollution showing strong gradients down the Bay from the Providence metropolitan area. Despite the pollutants and intense fishing pressure, Rhode Island's tidal waters support large seasonal populations of a variety of finfish. In the Bay, the quahog supports a large and important commercial fishery. Recreational fishing for flounder, bluefish, and striped bass is important nearshore. Activities that are dependent on Rhode Island's tidal waters generate substantial economic benefits to the state. Nearly one billion dollars are generated each year by such water-related activities as marine industry, transportation and education, commercial fishing and marine recreation (Farrell and Rorholm, 1981). Substantial additional economic benefits are generated by water-enhanced residential development, tourism, and the importance of an attractive marine environment in drawing high-quality businesses to Rhode Island.

    SPECIAL EDUCATION
What agency runs the program ? Special education services are provided by local public school systems. Most cities and towns in Rhode Island run their own special education programs. A few cities and towns have joined together to provide special education services: Bristol and Warren; Charleston, Hopkinton, and Richmond; Exeter and West Greenwich; Foster, Scituate and Glocester; and Little Compton, Tiverton, Portsmouth and Middletown. School systems will evaluate a child to determine whether the child is eligible for special education services. A parent, teacher, or other professional working with a child (e.g. a doctor) can request an evaluation. To request an evaluation for your child, you should contact your public school system's special education office. It is best to put your request for an evaluation in writing, and to date and keep a copy of your request.

    Origins
The Rhode Island Statewide Library Program was activated July 1, 1964 in response to a heightened interest in statewide library cooperation and the upcoming federal legislation that became the Library Services and Construction Act (LSCA). The construction aspect of the LSCA was considered an intrinsic part of improving library service, and motivated local efforts to supplement federal seed money. The 1965 Annual Report from Rhode Island to the U.S. Department of Health, Education, and Welfare Office of Education states that “the outdated, inappropriate, inconvenient, and inadequate housing of public libraries became acutely real upon examination.” By October of 1964 the State Plan for Construction had been submitted to and approved by the U.S. Office of Education. The Public Library Construction Reimbursement Program began in 1965. That year twenty-six libraries made serious inquiries regarding library construction, and eight Library Construction Projects were reviewed, approved and processed, using the full Federal allotment of $100,000, the State Construction appropriation of $100,000, and an additional reallotment of Federal money. The state program, which at the time was one of only two state programs providing funds for library construction, was continued in 1966. In 1967 the appropriation was increased to $150,000 and the Rhode Island library law was amended to permit funding over a twenty-year period.
