  • Further to its report on the endangered Uralic minority cultures in Russia and the adoption of Resolution 1171 (1998) the Assembly is concerned about the situation of the Csango minority culture, which has existed in Romania for centuries. For centuries, the self-identity of the Csangos was based on the Roman Catholic religion and their own language spoken in the family and the village community. This, as well as their archaic lifestyle and world view, may explain their very strong ties to the Roman Catholic religion and the survival of their dialect. Those who still speak Csango or consider it their mother tongue have been declining as a proportion of the population. Although not everybody agrees on this number it is thought that between 60 000 and 70 000 people speak the Csango language. Today in Moldavia, the language of the school and the church is Romanian. There is local teaching in Ukrainian and the study of Polish, Roma and Russian as mother tongues. Despite the provisions of the Romanian law on education and the repeated requests from parents there is no teaching of Csango language in the Csango villages. As a consequence, very few Csangos know how to write their mother tongue. The Csangos make no political demands, but merely want to be recognised as a distinct culture. They ask for assistance in safeguarding it and, first and foremost they demand that their children be taught the Csango language and that their church services be held in their mother tongue.

The palace is a magnificent building in itself, nevermind the wonderful artifacts! We brought the digital camera and I cautiously took as many pictures as possible. I wanted to show you (yes, you!) the amazing artifacts they have for they are not seen in any book or any other website anywhere!     participants at the Szentendre workshop.
    Question 1:
    I agree with most of the definition of 'empowerment'
    assigned by the women participating in the Peruvian
    workshop (i.e. shift of power from the central to the
    local government and especially about the most excluded members of society to gain skills and confidence to set their own development priorities, design projects, run bussinesses and make decisions". The participants stressed the last part as being a definition of empowerment. However, I consider that the first part of the definition is also of paramount importance. We have to keep in mind that "to empower" means to give authority to, to establish by authority, to sanction. Authority

    My name is Cristina Vladu and I work for the Romanian Social Development
    Fund, leading its outreach (community development) and promotion department.
    Our organization is a public foundation aimed at contributing to fighting
    poverty in Romania by building social capital.
    We fund projects for disadvantaged groups and poor rural communities. As poorer villages would probably not apply, we have developed an outreach arm, the community facilitation!! In order to become eligible for applying for funds for their projects, communities have to get organized and create Community Based Organizations. My commens would like to emphasise culture within organizations. My
