    By Eugen Tomiuc An appeals court in Romania has overturned a government ban on international adoptions of Romanian babies, following an appeal lodged by a non-governmental organization. Romanian authorities in June decided to ban the adoptions in response to accusations by international officials that the country was doing little to stop child trafficking. Now, the government is vowing to fight the court's decision and to maintain the ban. Prague, 2 October 2001 (RFE/RL) Romania's government has vowed to fight a decision by an appeals court to lift a one-year ban on international adoptions of Romanian children. The 28 September ruling came after a non-governmental foundation involved in international adoptions appealed to overturn the ban. Romanian officials say it is unlikely that international adoptions will resume anytime soon in spite of the ruling by the Bucharest court of appeals. The government issued the ban in June after Emma Nicholson, the European Parliament's rapporteur for Romania, criticized the country's treatment of institutionalized children and indicated that some officials may be involved in child trafficking. The EU warned Romania that its position as a prospective EU member might be reexamined if authorities failed to address what the EU called a child-care "crisis." The government is using the ban to give it time to rewrite laws to improve the adoption process and the treatment of orphans.

    Romania: Government Comes To Mysterious Agreement With Miners
    By Michael Shafir Prague, 27 January 1999 (RFE/RL) In many ways, the agreement reached by Romanian Prime Minister Radu Vasile and Miron Cozma, the leader of striking miners, at the Cozia monastery last Friday (Jan. 22) is as mysterious as the shrine in the village where the two sides met. Only the participants in the discussions seem to have seen the document, which government sources claim exists "in a single copy." With no duplicates available, both sides can for the time being offer their own version of the accord. It is encouraging that after reaching an agreement, the two sides prayed together and lit candles. Everything else about that document, however, seems less heartening. According to Cozma, the government has agreed to a 10 percent wage hike. He claims the government has also agreed to revoke the planned closure of two money-losing mines and to channel $200 million to the Jiu Valley, where the mines are located, from EU funds allocated to help Romania cover the social costs of reform. He also says that a joint commission will study ways of canceling, over five years, all losses of the state company managing the Valley's mines. That commission is to reach an agreement by February 15. "Not so," Nicole Stoiculescu, deputy industry and trade minister and a leading participant in the talks with the miners, told RFE/RL, disputing Cozma's assertions. Stoiculescu says wage increases will be paid for by the company, not from the state budget an assertion that would make sense if a profit-making enterprise, rather than one that is supposed to cut losses, were involved. Furthermore, while Cozma claims the cabinet has agreed to increase the amount paid for coal extracted by the company, Stoiculescu's version of "zero-costs" to the budget again contradicts Cozma.

Created: November 1998 The Moscow School of Psychiatry considered the mentally ill second-class citizens. They were put away in institutions far away from city centres and largely forgotten. Treatment consisted almost exclusively of heavy medication. After the collapse of the former communist regimes, many psychologists and psychiatrists decided that a major reform of mental health care was required. They have spearheaded efforts to include psychotherapy in the treatment of the mentally ill, as well as to offer more outpatient and community-based services, often in collaboration with non-governmental organisations. Reforms of the mental health system in the region have been thwarted by a severe lack of funding. Mental disorders are not deemed a priority by most governments or by donor agencies. As funding for mental health care dries up, many of the decrepit institutions in the region are being closed down and patients are being strongly encouraged to return to their families and communities.     October 24, 2002 Romania's Communications and Information Technology Ministry has announced that it will issue four third-generation (3G) licences through an international tender. The ministry said that the licences will be valid for 15 years, with the possibility of extending them for a further 10 years.

    INTRODUCTION
    Background: Soviet occupation following World War II led to the formation of a communist Peoples Republic in 1947 and the abdication of the king. The decades-long rule of President Nicolae CEAUSESCU became increasingly draconian through the 1980s. He was overthrown and executed in late 1989. Former communists dominated the government until 1996 when they were swept from power. Much economic restructuring remains to be carried out before Romania can achieve its hope of joining the EU.
