On behalf of the Chair of the Arctic Council, let me thank RAIPON, IWGIA and the Duma for the invitation to this important event. The Chair has also asked me to deliver his warm regards to all Round Table participants, wishing for a fruitful debate. Participation of the indigenous peoples of the Russian North in national politics is indeed highly relevant to the work of the Arctic Council and to the Arctic Council model of co-operation with indigenous peoples. Indigenous peoples of the Arctic played an important role in the negotiations to create the Arctic Council. The Council is a distinctive form of co-operation between governments and indigenous peoples in the Arctic region. Several organizations representing indigenous peoples are recognized as Permanent Participants, namely, the Association of Indigenous Minorities of the North, Siberia and the Far East of the Russian Federation, the Inuit Circumpolar Conference, the Saami Council, the Aleutian International Association, Arctic Athabaskan Council and Gwich'in Council International. These organizations contribute to the Arctic Council´s work with active participation and full consultation. This principle applies to all meetings and activities of the Arctic Council.

L’auravetl’an (self-name of Chukchi indigenous people) Indigenous Information Center (IIC) was founded by Oleg Egorov, representative of Chukchi Council of Elders - therefore "L'auravetl'an". The idea came as result of the dire situations of indigenous peoples of Russian Federation. While living on huge territory (65% of entire Russia), 30 indigenous peoples of the North, Siberia and the Far East are divided by huge geographical distances. Industrial development of Oil, Natural Gas, timber, gold and others are all taking place on traditional territories of these indigenous peoples. They are loosing most of their traditional lands and waters, their ways of life and being more and more marginalized. The collapse of the old governmental support structures made them virtually without any possibilities of contact with the outside world. The idea of creating some kind of a mechanism that would connect indigenous communities with each other and with the world at large had been discussed at many formal and informal gatherings of indigenous peoples of Russia.

Rights concerned about situation of indigenous peoples
At its recent session which ended on May 16th the UN Committee on
Economic, Social and Cultural Rights has expressed concern at the
situation of indigenous peoples living in the Russian North, Siberia and
the Far East. Two thirds of Russia's vast northern and eastern territories
are inhabited by about 30 "small" indigenous peoples which number from
only 200 (Enets) up to 50.000 (Nenets) people.
Most of Russia's natural resources like oil, gas, timber, diamonds, coal
and gold are found in their territories. Large scale industrial development has lead to the reduction of traditional food and income sources like fish, reindeer and forest products. The live expectancy of

Date: February 4, 2003 Summary: The Arctic Council, an intergovernmental forum created by the United States and other Arctic states, works with indigenous peoples to ensure that traditions of utilizing the environment and its renewable resources for survival remain economically viable and do not conflict with sustainable use, according to a January 31 State Department fact sheet. Text: Fact Sheet U.S. State Department Bureau of Oceans and International Environmental and Scientific Affairs Washington, DC January 31, 2003 The Arctic Council Regional cooperation has an important role to play in enhancing sustainable development in line with principles agreed upon in the Rio-process. This paper introduces the Arctic Council, a regional body that has developed in the decade since Rio and one that may be an interesting model for other parts of the world. A forum for governments and indigenous people The Arctic Council is an intergovernmental forum established by the Arctic states, that is to say, the countries with an outreach above the Arctic Circle: Canada, Denmark (including Greenland and the Faeroe Islands), Finland, Iceland, Norway, the Russian Federation, Sweden and the United States.

In resolution 1982/34 of 7 May 1982, the Economic and Social Council authorized the Sub-Commission on Prevention of Discrimination and Protection of Minorities to establish annually a working group on indigenous populations to review developments pertaining to the promotion and protection of the human rights and fundamental freedoms of indigenous populations, together with information requested annually by the Secretary-General, and to give special attention to the evolution of standards concerning the rights of indigenous populations. The Sub-Commission, in its resolution 1996/31 of 29 August 1996, requested the Secretary-General to invite indigenous and non-governmental organizations to provide information, in particular on matters relating to environment, land and sustainable development. The Commission on Human Rights, in its resolution 1997/32 of 11 April 1997 urged the Working Group to continue its comprehensive review of developments and welcomed its proposal to highlight specific themes of the International Decade of the World's Indigenous People. In accordance with the resolutions, appropriate communications were sent. The present document contains replies received as of 10 June 1997 from indigenous and non-governmental organizations concerned with the promotion and protection of the human rights and fundamental freedoms of indigenous populations.

23 May 2002 HEADQUARTERS PRESS BRIEFING BY FORUM ON INDIGENOUS ISSUES The opening of dialogue between indigenous peoples, and between those peoples and governments, was among the most important accomplishment thus far of the Permanent Forum on Indigenous Issues, members of that body from the Russian Federation told correspondents at a Headquarters briefing this morning. "Representatives of indigenous peoples must be heard by their Governments," said Yuri Boitchenko, a government nominated expert of the Forum. "The lack of direct dialogue has led to conflict situations in varying degrees." At the forum, such dialogue had encompassed economic development, the environment, culture, education, health and human rights, common concerns of all the indigenous peoples of the world, he said. Joining Mr. Boitchenko at this morning's briefing to address the progress of the Forum's first historic session, which ends tomorrow, were Zinaida Strogalschikova, an indigenous nominated expert of the Forum, and Oleg Zaporotski, a representative of the Itelmen of Kamchatka. Edoardo Bellando of the United Nations Department of Public Information introduced the speakers.
