    We must make sure that motor automobile insurance protects the future lives of the people being injured while at the same time satisfying the social needs of the insurance program to make the overall population healthier and freer from additional accidents and additional victims. We must also not forget the fundamental right of people to seek a remedy for a relevant tort they have suffered from a faulty party. no

    Presently, the No-Fault insurance program provides basically the same benefits to the no fault drivers and to the faulty drivers. Therefore, under the present No-Fault program the overall population would suffer since there is no incentive to be better drivers and take care of our own responsibilities for ourselves and for other people while on the road. No-Fault In January 1995, the Saskatchewan government implemented No-Fault insurance with no prior public debate. The No-Fault insurance program differs conceptually from the Tort program since with No-Fault injured parties cannot sue the faulty parties for pain and suffering. The Saskatchewan administration of the No-Fault insurance program has been the cause of human rights violation, forced rehabilitation, it has been opposed by accident victims who got together to form the Saskatchewan Coalition Against No-Fault Insurance, and the Saskatchewan No-Fault program has been supported by the fraudulent study conducted by Dr. David Cassidy with money provided by the Saskatchewan Government Insurance.

    After spending unknown millions they finally made the SHIN budget public and continued to spend $40 million and who knows how much more with the end result being that SHIN has become little more than a "middle man" who arranges for private business like Medi Solutions (see article by Mario De Santis - Corporate Big Brother , - from the fall of the year 2000) to profit at taxpayers and patients expense.     Saskatchewan Government reverses policy on U-development.
    On 7 November the New Democratic Party (NDP) of Saskatchewan, Canada, in power for barely one year, changed its nine year policy of no new uranium mines and a phase out of existing mines as new jobs become available. The new policy supports new uranium development only after approval is given by the environmental review panel currently looking at five new projects, including a total of nine new mines. (384.3754) WISE Amsterdam - Despite intense lobbying and pressure from the international uranium industry, the pro-nuclear forces within the party only won by 109 votes (55% to 45%). Delegates to the convention were also able to force a secret ballot, something pronuclear party officials and convention organizers had been blocking for months. The uranium debate has sharply divided the NDP for 20 years, and it is clear the situation remains. Anti-nuclear activists within the party lobbied for an open and equal process at the convention with each side putting forward one resolution for debate, followed by a secret ballot. They were denied and amendments put forward to change the pro-nuclear resolution were ruled out of order. Before voting began, delegates from both sides of the issue spoke with great emotion, and after 30 minutes the vote was called. The count was too close to use the traditional method of voting by a show of hands, or a body count. Delegates started chanting and stamping their feet on the floor, demanding a secret ballot. The chair, acknowledging there was a "revolution" on the floor, allowed it. After the count, the pro-nuclear forces won, but by a slim majority. Although party policy has been changed, it is clear they still have a huge fight on their hands from within their own ranks.

    Saskatchewan: Government reviews update
    The two environmental review panels for proposed uranium mines in Saskatchewan, Canada (see WISE News Communique , Key information on the Saskatchewan Uranium Review Panels) are moving along. Members of both panels have stated that the submissions from outside the country are welcome. Contact the Panel Secretariat at the address below for documents (sent out free of charge). Note that they will accept collect phone calls. (386.3784) WISE-Stockholm - The Rabbit Lake Uranium Mine Environmental Assessment Panel (run by the federal government only) announced on 20 November 1992 that the environmental impact assessment (EIS) submitted by Cameco Corporation for three proposed uranium mines at Rabbit Lake, Saskatchewan (Collins Bay A- and D-zones and Eagle Point) was not adequate and Cameco has been required to provide more information "in a number of critical areas". Once the additional information has been submitted there will be a public review period of at least 30 day before a decision is taken on whether to proceed to the public hearings. According to the Panel Secretariat, Cameco expects to complete its report of additional information in late February, and thus the public hearings would be in late April 1993 at the earliest. Also on 20 November 1992 the Panel released two documents: the 400-page "Compilation of Submissions" on Cameco's EIS and the 20 page "Request for Additional Information" on the EIS. The latter document lists 29 deficiencies and makes specific information requests for each. The deficiencies cover a wide range of environmental and socio-economic aspects of the proposed mines. The compilation includes all written submissions received by the Panel on the EIS. There are a total of 18 submissions: five from federal government agencies, three from pro-mining associations, seven from anti-mining individuals and organizations, and three from Panel-appointed experts.

    REGINA (CUP) In the provincial budget released last week, NDP finance minister Janice MacKinnon said the government would make up for federal cuts to education for the next two years. In return, the government is asking the University of Saskatchewan to reconsider its recent announcement of a ten per cent tuition increase and the University of Regina to consider the new budget in its determination of next year's tuition fees. "We don't expect resistance. We expect that they will be prepared to say, 'Okay, we can now reconsider those decisions,'" MacKinnon told reporters. In addition to keeping operating funding the same, the budget gave $10 million more to capital funding for the universities for use in infrastructure and special projects. The government also committed $4 million to support the sharing of technology between the universities. Bob Mitchell, Saskatchewan's minister of post-secondary education, met privately with university administrations on budget day to stress to them that the extra funding is intended to relieve the strain on students. "There was a general feeling around, clearly expressed by the student organizations, that the increases that had been announced at the U of S were too steep," said Mitchell.

The former Saskatchewan Government Insurance Office (SGIO) was established in 1945 to ensure that affordable, good quality insurance would be available to Saskatchewan people.
