Bills
The Parliament was dissolved at midnight on 31 March. All Bills, both public and private, which had not been passed by the end of the session fell on dissolution. Bills which had been passed may still be submitted for Royal Assent during the dissolution period. When Royal Assent is received (and the Bill becomes an Act), this will be announced on the home page Bills are draft Acts of the Scottish Parliament. They become law only if passed by the Parliament and then given Royal Assent. Most Bills deal with matters of public policy and are introduced by members of the Parliament - either Ministers (Executive Bills), individual MSPs (Members' Bills) or committee conveners (Committee Bills). All these are known as Public Bills. By contrast, Private Bills are introduced by an individual person, company or a group of people (referred to as "the promoter") for the purpose of obtaining particular powers or benefits in excess of or in conflict with the general law. Scotland is part of the constitutional monarchy of the United Kingdom, also called Great Britain. Although the British monarch is the head of state, the kingdom is actually governed by a cabinet of government officials called ministers. Scotland’s chief minister to the UK cabinet is called the secretary of state for Scotland. Scotland has representatives in the United Kingdom's Parliament. In 1999, as part of the UK's plan to make its regions more autonomous, Scotland formed its own Parliament and Executive branch. Many of the responsibilities undertaken by the Scottish Office (the Secretary of State for Scotland's office), are now the responsibility of the new government offices. There are thirty-two districts for local government. These districts, or unitary authorities, are supervised by elected councils who report to the central government. The Unit for the Study of Government in Scotland is a key member of the Governance of Scotland Forum . The Unit was founded in 1975 to aid and promote the discussion and study of the political and constitutional aspects of Scottish public affairs. Since its foundation, it has run conferences, seminars and workshops on a range of issues, and has published a number of reports and proceedings. The Unit's major publications have been The Scottish Government Yearbook, which began in 1976/7, and, its replacement in 1992, the quarterly journal, Scottish Affairs The Unit's purpose is to study Scottish government and politics, and it draws on diverse disciplines, notably in Law and Social Sciences. The current convener, since 1988, is David McCrone , Professor of Sociology at the University of Edinburgh. The vice-conveners are Alice Brown , Professor of Politics, and Lindsay Paterson , Professor of Educational Policy. At the centre of the Unit's work is the study of policy-making and the political process in Scotland, set in a broad comparative and international context. The Unit is a leader in the study and teaching of Scottish government and politics and is of the highest academic standing. It has experience of carrying out a range of funded research for the Economic and Social Research Council, the Leverhulme Trust, the Rowntree Reform Trust and the Equal Opportunities Commission. The Unit has high-quality expertise in social sciences and law and, because it is located in a major research university, it has access to excellent facilities.

The center of Scotland County's government is the Scotland County Courthouse, located on the Memphis city square. The building houses the Sheriff's department, the county jail, the county assessor's office, and the Missouri driver license examiner on the ground floor. On the first floor you will find offices of the county treasurer, clerk of the circuit court and recorder, county clerk, county commission, and associate and probate judge. The top floor houses the circuit judge, circuit courtroom, University of Missouri Outreach and Extension, 4-H Youth Education Assistant, and child support prosecutor for a six-county area. Some other governmental offices in Memphis are the Northeast Missouri Regional Planning Commission which serves a six-county area, and acts as administrator of the Memphis Housing Authority, and a regional office of the Division of Child Support Enforcement, serving a twelve-county area.
