If an accident occurs, experts say, adult seat belts can fail to keep small children in place, increasing their chances of being thrown from the car. In slightly older children, the belts can cut into their necks or abdomens and cause severe injuries. (Source: NHTSA) Booster seats are the solution for children in this age range. They lift children up so that the shoulder belt properly falls across their collarbone and chest, instead of rubbing against their neck. According to Bidez, the lap belt should ride below the pelvis and never across the stomach. But it can be tough to coax a child into a booster seat and only one state in the U.S. mandates its use.

    An alarming statistic on driver safety on rural roads has prompted local RCMP and the Headwaters Health Authority (HHA) to take action.
    Results from the first comprehensive rural seatbelt survey, which was conducted in June of 1999, has shown that in Alberta about 69 per cent of people are wearing seatbelts while travelling on country roads.
    In addition, the survey has revealed that approximately 40 per cent of rural drivers in the province fail to stop at stop signs.
    Although according to the HHA the number of seatbelt users were shown to be slightly higher at 73 per cent in the Headwaters region, local RCMP are nonetheless concerned.
    'The numbers of drivers killed on rural roads is about four times higher than in the city,' said Sgt. Rick Oncescu of the High River RCMP in a press release. 'It is disappointing to see that many people are not using common sense.'

Just ask the winners of the statewide safety belt poster contest when they receive their awards in Tallahassee on Tuesday during Buckle Up America Week. It all started with artwork drawn by more than 70,000 youth in 40 counties showing ways to inspire others to buckle up. Eleven of the contest's 12 winners will be in Tallahassee with their parents, teachers and extension agents on Tuesday for an awards lunch. Winners in grades K-8 have their artwork featured on a statewide calendar, and grades 9-12 have their artwork displayed on bumper stickers. They will attend the Buckle Up press conference at 10:30a.m. in the capitol courtyard to hear about the SADD "Battle of the Belts" campaign, go on a tour of the capitol at 11:30, and be recognized at the awards lunch at the governor's club at 12:30p.m. The winners are coming from Charlotte, Clay, Dade, Duval, Hillsborough, Marion, Martin, Orange and Osceola counties. After receiving their awards, each child will say one or two words about the importance of seatbelt safety. A list of names and schools appears below. Only 59 per cent of people in Florida use their seatbelts, according to a study by the Florida Department of Transportation. That's why this program is so valuable, say organizers, because it helps save lives. "A lot of kids can get their parents to buckle up, when no one else can," said Mary Harrison, professor in the University of Florida's Department of Family, Youth and Community Sciences and coordinator for the youth seatbelt safety poster contest. She said that the contest ties into a more in-depth school

    THE NORTH DAKOTA SAFETY COUNCIL OFFERS ALL-TERRAIN VEHICLE TRAINING AT NO CHARGE
    The ATV training offered by NDSC is only classroom training. The training includes the ND laws governing ATVs, suggested personal protective equipment to be worn when riding ATVs, readiness to operate ATVs, steps for safe and responsible ATV riding, parents' responsibilities and general operation of the ATV.
    In the past training has been done at County Fairs, schools, and industry. Classes are from 15 minutes to 45 minutes in length.
    At the conclusion of each class, each student is given a water bottle, ATV Driving Guide, pencil and key chain.

    Motor vehicle crashes are the leading cause of death for Americans between the ages of 6 and 33. In 1999 alone, 41,611 Americans died in traffic accidents. That's an average of 114 deaths a day or one death every 13 minutes. In addition to these fatalities, 3.2 million people were injured in traffic crashes. Many of these deaths and injuries could have been prevented by the use of a safety belt. In 1999, safety belts saved an estimated 11,197 lives. If all passenger vehicle occupants over age 4 wore safety belts, another 9,553 lives could have been saved. There is no doubt that when safety belts are properly-fastened and when they work correctly, they save lives. From 1975 through 1999, about 123,000 lives were saved by safety belts. When properly used, lap/shoulder safety belts reduce the risk of fatal injury to front-seat car occupants by 45 percent and also reduce the risk of moderate to critical injury by 50 percent.

    The modern three-point automotive seat belt was the brainchild of Swedish aircraft engineer Nils Ivar Bohlin, who, ironically, spent the early years of his career designing aircraft ejector seats.     On average, seven children age 14 and under are killed in traffic accidents each day. (Source: National Highway Traffic Safety Administration) Non-use of seat belts is a conscious, albeit life-threatening, decision by thousands of adult drivers and passengers. Unfortunately, children often are the unwitting victims of this behavior. In fact, research conducted by the National Highway Traffic Safety Administration shows that when a driver is unbuckled, children in the same car are properly restrained less than 25 percent of the time. A recent survey of 423 grade school children conducted by Progressive found that 67 percent of children surveyed said they learn driving safety "from a parent." Only 47 percent of children surveyed, however, said that the first thing their parents do when getting into a car is put on a seat belt.
