In Internet Dak'Art 2002 afrol News, 16 May - The Senegalese always have liked to call metropolitan Dakar something more than just their national capital. The big international cultural exhibition Dak'Art 2002- Africa's most important biennial - consolidates Dakar's role as a regional or even continental cultural capital. The one-month-long exhibition that opened on 10 May is "purely on contemporary African art," according to the organisers. The framework of promoting African artists - from the continent and from the Diaspora - focuses on supporting creative exchange and discoveries "necessary for the repositioning of the artists and their works on the international scene." The Dak'Art biennial this year celebrates its tenth anniversary and has proven to maintain a creative concept and play an increasing role in the contemporary cultural exchange on the continent. This year, artists from 13 African countries are represented; ranging from Egypt to South Africa. The art works range between performance art, interior design and paintings.

    This study explores the dynamic relationship between politics and the arts in the planning and in the implementation of Senegalese cultural policy since 1960. It examines political reactions to the arts in Senegal, comparing and contrasting the cultural policies of President Leopold Sedar Senghor and President Abdou Diouf. Empirical evidence will support the thesis that in Senegal politics profoundly influenced the arts, having at the same time a significant impact on political and cultural affairs in that nation's post-independent era. The arts have the ability to animate politics, and this text analyzes how and why these two disparate channels came together in such a compelling way, especially in the first decade of Senegal's independence under the leadership of President Senghor. This unusual connection, i.e. between the arts and politics, sparked my interests for several reasons. First, the topic stems from my interdisciplinary approach to political science and from my personal experiences as a performing artist. In addition, a longstanding interest in French culture and society, enhanced by course work and travels, eventually led me to the study of politics in Francophone Africa. Inevitably, I became engrossed in Africa culture as it represents the natural expression of a people, and intrigued by how and to what extent black artists working in literature, painting, film, theater, dance and music have broadened the parameters of politics. Cultural politics is an important, though neglected, area of research in political science, and this study on Senegal, will uniquely explore further the connection between art, politics, and culture within a theoretical framework.

    History
    Senegal's recorded history dates from the 8th century, when it was part of the empire of Ghana. As this empire waned, the Djolof kingdom arose and flourished during the 13th and 14th centuries, in the area between the Senegal River and modern-day Dakar. By the end of the 19th century, France controlled all of Senegal, and Dakar was built as the administrative center. Senegal sent a deputy to the French parliament as early as 1848, but it wasn't until 1914 that the first African deputy, Blaise Diagne, was elected. He was followed by a new generation of black politicians led by Lamine Gueye and Leopold Senghor. In the run-up to independence, Senegal joined French Sudan to form the Federation of Mali. The federation gained independence in 1960 but broke up two months later. Senegal became a republic under the presidency of Leopold Senghor. At the end of 1980, Senghor stepped down as president. His place was taken by Abdou Diouf, whose first major crisis occurred in 1984, when it was discovered that an estimated 700,000 tonnes of groundnuts (about three times the official exported amount) had been smuggled into neighboring countries by peasants unhappy with the fixed payments they received from the government. In 1989, a minor incident on the Senegal-Mauritania border led to serious riots in both countries in which many people died. Both countries deported thousands of the other's nationals (killing hundreds in the process), the border was closed and diplomatic relations were broken off until April 1992.

    BACKGROUND Since Senegal attained independence in 1960, the country has functioned with a liberal democratic, constitutional system of government. A multi-party system has been the norm of the Senegalese polity. One legacy of the country's colonial history is that Senegal has produced one of Africa's best intelligentsia. Senegal is a country of ethnic and religious diversity, which has a cosmopolitan outlook on issues. It has, on the whole, a tradition of pluralism, with a highly-organized civil society, including trade unionists, students, academics and other professionals. The pluralistic character of the society is expressed through the lively, albeit often elitist, discourse which is reflected in the spectrum of print media which exists in the country. Senegal has also had strong legal and political institutions since independence. The Senegalese Constitution of 1963 proclaimed respect for freedom and liberties and provided for their protection. It protects political liberties, the right to form trade unions, rights of the individual, freedom of worship, right to property and other economic and social rights. The country has ratified or acceded to ten international human rights covenants and conventions without any reservations. It also ratified the African Charter on Human and Peoples Rights in 1982. Since 1988, however, the Senegalese state has been sliding gradually into a type of "democratic authoritarianism." Certain articulate sectors of the society challenged the election results of 1988 as having been rigged, and considerable violence ensued. Since that time, the government appears to be narrowing the space for civil society. One study, for example, indicates that from February 1988 to the beginning of November 1993, the government authorized only three applications related to the right to assemble and demonstrate. As recently as March 8, 1994, the authorities refused permission for a number of groups to demonstrate in celebration of International Women's Day.

    CULTURE Commitments: Safeguarding and revitalization of the tangible and intangible heritage It has made possible the emergence of a large network of African heritage conservation and enhancement professionals, and has been responsible for running:
      (i)- 10 international university courses attended by 87 participants from 38 countries. Ninety-five per cent of them earned a diploma and 90 per cent have continued working in museums; (ii)- 10 national courses geared to developing a preventive conservation programme in host-country museums with the participation of museum professionals from neighbouring countries; (iii)- nine seminars for museum directors attended by 100 participants from 46 countries, and designed to make preventive conservation an integral part of overall museum development.

    THE DAKAR STRATEGIES FOR THE PROMOTION OF HUMAN RIGHTS EDUCATION IN AFRICA, SENEGAL, 1998 The participants formed three working groups with a view to examining the following issues:
    • Human rights education curricula; Human rights education teaching methods and techniques; Teacher-training in human rights.
    Following group discussions, the participants reached the following recommendations concerning human rights education in Africa. I. The rationale for human rights education Profound changes within the global society, including transitions to democracy and pluralism in Africa, have created new challenges and expectations for human rights and the Rule of Law. The prevalence of conflicts in Africa and the adverse effects of globalization on African economies severely limit the promotion of human rights. Human rights education must therefore identify ways and means of addressing such effects in a comprehensive approach. Participants underscored the need to develop and integrate human rights education at all levels of education, including pre-primary, primary and secondary education. In addition, human rights could be introduced as an autonomous discipline at universities and other tertiary institutions. II.
