The KCSD Recreation Enforcement Section, formally known as the "MARINE DIVISION" is responsible for the safety of all recreation participants. Our current programs include Boating Safety, Off-Road Motor Vehicles, Dive Rescue and Snowmobile Patrol. With the end of the 2000 boating season, it is important that each of you ensure that your boating safety equipment is in proper working condition. We suggest that you complete a thorough review and check of not only your boat but your trailer and towing vehicle. As the snow begins to fall and temperatures drop, we must all remember winter safety and to take the necessary precautions before going into the cold. Here's a few tips to remember for cold water survival:
  • Proper preparation is essential when boating on cold water. Make sure your boat and equipment are in first class condition.
  • Check the weather forecast before planning your trip. If boating on a river, make sure the water is at a safe level.

    Snowmobiling Regulations Snowmobiling
    If you plan to snowmobile in Plymouth, you should be aware of Plymouth's snowmobile regulations. The regulations specify where and when you may snowmobile. Snowmobiling is limited to the hours of 7 a.m. to 10 p.m. In general, you may not snowmobile on public lands and public rights-of-way such as streets, ditches and sidewalks unless they have been designated a snowmobile trail. Snowmobiling is also prohibited on private land unless you have written consent from the owner or occupant and any owner or occupant within 100 feet of the area. Snowmobiles may be used on frozen lakes if access is legally obtained. On Parkers and Schmidt Lakes, snowmobiles must stay at least fifty feet away from ice skating rinks or structures on the shoreline.

    10 Commandments of Snowmobiling
    1. Do not exceed 50 MPH on any trail, lake or public lands.
    2. Do not drink alcohol and operate a snowmobile.
    3. Do not ride on highways or road shoulder
    (stay in the ditch or outside banks).
    4. Run in the right side ditch after dark.
    5. Stay out of the median of a divided highway.
    6. Come to a complete stop before crossing a road.
    7. Cross roadways at a 90 degree angle.
    8. Display license numbers and decals as required.
    9. Obtain a safety certificate if you are a youthful operator.
    10. Obey local laws for where/when you ride.
    Youth Operators
    After October 1, 2002, all residents of Minnesota born after Dec. 31, 1976, must have a snowmobile safety certificate to operate a snowmobile anywhere in Minnesota. To obtain a safety certificate, young riders must attend a snowmobile safety course.

    Tuesday, April 24, 2001 The Bush administration gave the go-ahead yesterday to a Clinton administration ban on recreational snowmobiling in Yellowstone and Grand Teton national parks in the latest move by the White House to shore up the president's environmental credentials. But the White House said it still hoped an agreement would eventually be reached to allow "limited recreational use" of snowmobiles in the two Wyoming parks. The snowmobile ban, issued in January on the day former president Bill Clinton left office, followed years of controversy over snowmobiling in the parks that pitted environmentalists concerned about air pollution and noise against snowmobile manufacturers, sportsmen and nearby communities that benefit from winter tourism. Within hours of his inauguration, President Bush put a hold on the snowmobiling rule as part of a wider review of about 175 regulations issued by the Clinton administration. Yesterday, the Interior Department announced that it would not stand in the way of the new regulation that would ban snowmobiles in Yellowstone and Grand Teton by the winter of 2003-2004.

    The use of New Brunswick Federation of Snowmobile Clubs trails requires a valid trail permit. These permits are available at any snowmobile club, selected motels and gas stations. The trail permits allow snowmobilers on trails of the various clubs. Over 7000 km of trails. Out of province snowmobilers may purchase a daily or seasonal trail permit by contacting N.B.F.S.C. at 506 325-2625.

    North Idaho is truly a winter wonderland. Our region receives on average about 50 inches of snow over the winter season (mid November ~ Mid March) and the average daytime temperatures are 31.5°. In the surrounding mountains the snowfall can exceed 12 feet, making our area a premier winter sports destination.
    Activities: Live A Fantasy Beginning Thanksgiving weekend the Coeur d'Alene Resort turns up the bright lights with it's Fantasy in Lights show. Throughout the holiday season you can experience America's largest floating holiday light show and laser extravaganza. Cruise boats take you on Lake Coeur d'Alene to view animated light displays and holiday scenes along the Coeur d'Alene Resort shoreline. Other events included breakfasts with Santa, Sunday brunches with Dickens Carolers and Mrs. Claus, Santa Cruises for the very young, a downtown Christmas lighting ceremony and lighted parade. The State of Michigan, including every available branch of law enforcement, thoroughly enforces all snowmobile laws. Fines are substantial. A snowmobile is any motor driven vehicle designed primarily for travel on snow or ice utilizing sled type runners or skis, or an endless belt tread or similar means to contact the surface upon which it is operated. REGISTRATION REQUIREMENTS A snowmobile shall not be operated by a Michigan resident unless the owner first obtains a certificate of registration and a registration decal. A snowmobile owned by a non-resident, before operation in Michigan, must display a valid registration from their home state or province, or be registered in Michigan. The secretary of state registers snowmobiles for a three year period for a fee of $15.00. The registration cycle begins on October 1 and expires on September 30 of the third year following registration. Any time a registered snowmobile is sold to another person, the registration must also be transferred. The secretary of state must be contacted to transfer the registration of a snowmobile.
