Electronic citizenship and global social movements by Liza Tsaliki
This paper is an attempt at a more systematic study of the impact of new social movements on participatory politics and citizenship at a European level. It presents the empirical findings from my work on ecological NGOs and addresses the following questions:
  • In what ways is the Internet conducive to discursive democracy when used by grassroots organizations, and more specifically by environmental groups in Finland, the Netherlands, Spain, Britain and Greece? What kind of information is offered on the Web sites of some environmental organizations in the five countries? How is this related with the level of Internet development in these countries?
It concludes that ecological organizations use the Internet for publicity purposes and for diffusion of information mainly, while the dimensions of discursive, interactive communication and the establishment of 'nexuses of global action' are still underplayed.

Introduction
The paper presents the empirical findings from my work on ecological NGOs. It will start by giving the reasons for the choice of the category Environment amongst new social movements. This will be followed by a discussion of the relationship between environmentalism and globalization. It will continue by offering a brief account of the level of Internet development in the countries under examination before it embarks on the website analysis of various environmental organizations in Finland, the Netherlands, United Kingdom, Spain and Greece. It will conclude with some thoughts about the web presence of the NGOs under inspection.

SOCIAL MOVEMENTS AND INTEREST GROUPS
Many groups find that their interests are better advanced if they organize and act collectively. They undertake political action or education in the hope of furthering their causes. For most of these groups, political activity is just one facet of their work.
Some private individuals and companies act as professional lobbyists for other groups or companies. Lobbyists try to exert influence on government decision makers to ensure favourable laws and contract awards. Lobbyist registration tries to ensure lobbyists working with the federal level of government behave according to certain standards.

This session continues a dialogue which started in Helsinki. What type of cross-fertilization can occur between these two streams of research? Can we cumulate findings in areas such as recruitment and participation patterns, the role of voluntary associations and movement organizations in broader political and policy networks, the tension between organizational growth and increasing dependency on public funds? Papers are invited integrating theory and research findings on these and related issues.

One of the premier resources on the Worldwide Web for the teaching of U.S. Women's History, the website is now four years old. It consists of 40 editorial projects and almost 900 primary documents intended for use in high school and college history classrooms. It also includes a major collection of links to related websites and an effective search engine that permits users to search the full text of all the primary documents mounted on the site. In January 2001 we launched a Teacher's Corner on the site that offers lesson plans and assignments for teachers to employ the site's resources in their courses. The site offers over one hundred lesson ideas based on the primary documents available on the website.

"There has been remarkable interest in social constructionist approaches to social movements and integrating classical collective behavior theory and European new social movements approaches. This collection of articles does the best job that I have seen of accomplishing both of these agendas. The editors' introduction pulls together one of the first and most coherent statements of new social movements...clearly on the cutting edge."

ABSTRACT
The variety and complexity of the work which has attempted to come to terms with the phenomena of social movements is staggering. The number of case studies of particular movements in particular times and particular places is overwhelming. There are endless discussions of the free-rider problem, and extensive empirical and logical analyses of how social movements manage to deal with and overcome it. Intense debates go on in the literature over the meaning of a reflexive and identity-based politics. We have, in fact, come to know a great deal about the originating conditions, internal dynamics, boundary structures and external relationships of social movements. Some of the ideas which have been articulated through research and analysis are: the role of free spaces and social networks; the necessary translation of common situation into shared grievance; the working of interpretive frames, derived and inherent; the importance of opportunity structures and collective resources; the dynamics of embedded organization, which, once abstracted from the immediacies of everyday life, seem inevitably to suppress what they once liberated; the power of solidarity itself as incentive and social reward.
