U.S. ARMY CORPS OF ENGINEERS PROJECT Purpose:
To promote the public health, safety and general welfare and to minimize public and private losses due to flood conditions. Authority:
Act 629 of 1969. As Amended, authorizes cities, towns, counties, and the Arkansas Soil and Water Conservation Commission, where necessary, to enact and enforce land use measures which will prevent and alleviate flood hazards and losses in flood-prone areas of the State: and for other purposes. This Act was essential to allow communities to participate in the National Flood Insurance Program (NFIP), which was established in 1968. The NFIP is a part of the Federal Emergency Management Agency (FEMA). Areas of Responsibility: State Coordinator for the NFIP
Administrator of the Community Assistance Program - State Services Support Element Grant provided by the NFIP
Provider of General Information and Assistance Apart from the NFIP Duties of the Floodplain Management Section include: Visiting communities (towns, cities and counties) participating in the NFIP to provide general and technical assistance

Ever heard of a "watershed"?
Despite the fact that we all live in a watershed , most of us don't know the actual meaning of the word. Put simply, a watershed is all the land that drains into a given body of water. This body of water can be a creek, pond, river or ocean. Generally speaking, the larger the body of water, the larger its watershed. The Chesapeake Bay watershed, for example, covers 64,000 square miles and drains from six states including 60 percent of Virginia. The map above depicts the Old Dominion's major river watersheds (there are 497 subwatersheds). One thing all of these watersheds have in common is people, and where you have people, you have land altering activity. When we alter land - to farm, to build, to landscape, for transportation - we must take care to make sure our land use changes aren't causing runoff pollution problems for either other people or plants and animals downstream that depend on clean, usable water. The technical term for this form of pollution is

Soil sampling will be especially important this year because of the continuing drought statewide. NU fertility specialists are recommending that growers test for residual nitrogen and adjust this year's fertilizer application rates accordingly. A good soil test is essential to getting accurate information on residual nitrogen and other soil characteristics. An NU Cooperative Extension publication offers guidelines on soil sampling.

Exotic Newcastle Disease, a fatal viral disease of birds and poultry, has been confirmed in three states so far. While it's not in Nebraska yet, NU Cooperative Extension offers these preventative tips to producers.

Nebraska consists of approximately 50,000,000 acres of land covered with soil, half of which is in cultivated crops. About 8,000,000 acres are irrigated with water diverted from streams or pumped from wells. Some ground water supplies are being depleted and nearly 90% of all domestic water supplies are from wells. Thus our soil and water must be conserved and protected. The mission of the Soil and Water Science peer group is to improve, through teaching, extension, and research, the understanding and wise use of soil and water resources so that the productivity of the soil and the quality of water supplies may be maintained or improved. To accomplish this mission about 25% of the group's effort is devoted to teaching, 50% to research, and 25% to extension activities. The peer group works in close collaboration with other soil and water scientists from the USDA-ARS Soil and Water Conservation Research Unit, the School of Natural Resource Sciences, and the Department of Biological Systems Engineering. The three components of the peer group's activities (teaching, research, and extension) are discussed below.

Mission Statement
The mission of the Department of Biological and Irrigation Engineering is to provide education for and about Biological Engineering, the application of engineering principles and the science of biology to the solution of bioresource problems. In conformation with Utah State University's unique role as Utah's land-grant university, the program of the Department of Biological and Irrigation Engineering integrates teaching, research, extension, and service in the education process. The Biological and Irrigation Engineering program at Utah State University (USU) is designed to help students learn how to manipulate living biological materials for useful purposes, understand the biological literature, and be able to communicate with biological scientists. Biological Engineering encompasses engineering applications in a broad range of biological systems. The Biological Engineering curriculum at USU emphasizes food and bioprocess systems engineering and soil and water resource systems engineering. The curriculum at both the Bachelor of Science and graduate levels is designed to prepare students for a wide variety of professional jobs related to the management, utilization, and protection of bioresources. (Return to Contents)
Scope and Objectives
The objective of the Biological Engineering Program is to provide students with broad-based engineering skills necessary to solve bioresource problems. Students first learn to integrate biological sciences with conventional studies in mathematics and chemistry. These skills are broadened with a liberal exposure to humanities and social sciences, then sharpened with the study of engineering topics which develop practical problem-solving abilities; expand a sensitivity to the economic, social, and legal dimensions of technical problems; provide an understanding of ethics and professional responsibility; and stimulate a desire for life-long learning.
