Columbia, S.C. 29201 Dear Mr. Dorn: The Department of Disabilities and Special Needs appreciates the opportunity to submit this transmittal of DDSN's Accountability Report for FY 1996-97. Section 44-20-240 of the South Carolina Code of Laws, as amended, states that the South Carolina Department of Disabilities and Special Needs has authority over all the state's services and programs for the treatment and training of persons with mental retardation, related disabilities, autism, head injuries and spinal cord injuries. The Department's mission statement is based on this mandate and includes input from consumers, parents and family members, advocates, service providers and staff. Most individuals with severe lifelong disabilities are eligible for services from the department. Services are provided to both children and adults. As these individuals require services for decades there is virtually no turnover in the system to accommodate new persons needing services. These new individuals will be children who are born with severe disabilities and adults and children who survive severe physical trauma due to advances in science and medicine.

Cycle Three: The following six "general" projects were funded in the third (FY 1992-94) cycle:
  • Satellite Educational Resources Consortium (SERC) , also a grantee in cycle one, expanded its use of technology through five new initiatives including increasing interactivity between students and on-air teachers through computer networking; expanding opportunities in mathematics and science for middle schools; enriching teacher support using distance learning technologies; creating a series of national forums involving school policymakers; and strengthening the linkages between state departments, public television entities, local schools, institutions of higher education, teacher training institutions, telecommunications companies, and other distance learning providers.
  • Educational Service District 101 (ESD 101) served a predominately rural and remote area. The project served two populations of adults and youth with special needs those with limited English proficiency and persons who are functionally ill-prepared for the workplace. ESD 101 chose as its mission to enable students to achieve world class standards in the core subject areas by providing (a) quality instructional programming for various grade levels as well as adults, including workplace basics and skills; (b) inservice courses and teleconferences for teachers, administrators, board members, and parents; (c) technical and information support to schools; and (d) an effective evaluation plan that examined student performance and other issues.

APPLYING COMMISSION STANDARDS, NCATE STANDARDS, AND STATE DEPARTMENT OF EDUCATION STANDARDS TO TEACHER EDUCATION PROGRAMS AT SOUTH CAROLINA PUBLIC INSTITUTIONS PREFACE The members of the Commission on Higher Education Statewide Evaluation Team, presented alphabetically, were as follows: Dale G. Andersen, Past-President of AACTE and Professor of Higher Education, University of Nevada, Las Vegas. Ronald G. Joekel, Executive Director Emeritus, Phi Delta Kappa International, Retired Professor of Higher Education, University of Nebraska-Lincoln. Bernice Bass de Martinez, Senior Vice President for Academic Affairs, Indiana State University, Terre Haute, Indiana. The dates of each of the National Council on Accreditation of Teacher Education/State Board of Education/South Carolina Commission on Higher Education site visits are shown below. These occurred over the period extending from October, 1996, when the first of the visits was conducted at the University of South Carolina-Columbia, through April, 1999, when the last of the eleven visits was made to Clemson University. Also shown below is the name of the Commission on Higher Education representative that served on each of the visits.

A Look at Service-Learning in South Carolina
Introduction and Purpose of the Visit "Service-Learning is a method of teaching and learning that combines academic work with service to the community. Students learn by doing through a clear application of skills and knowledge while helping to meet the needs in the school or greater community." Definition of service-learning as used by the South Carolina State Department of Education "The quality of instruction that students receive through service-learning can only enhance our efforts to improve education overall in South Carolina." "I am an advocate of national service and learning, and I consider community service a critical component to a proper education." "Over sixty percent of South Carolina’s schools use service-learning as a teaching methodology for meeting community needs while improving academic skills and learning habits of good citizenship." The purpose of this field trip was to visit two high schools that have fully integrated service into their curriculum to give students meaningful opportunities to give back to their communities while improving their academic skills. Field trip participants met with state leaders who support service-learning as a way to improve the school experience for youth and faculty. Both schools visited have been selected as National Service-Learning Leader Schools, a competitive national award from the Corporation for National Service. South Carolina Citizens for Life, Inc., is a non-profit, single issue, right-to-life organization devoted to restoring legal personhood to the unborn and to protecting innocent human life by eliminating abortion, infanticide, and euthanasia from our society. South Carolina The South Carolina Department of Disabilities and Special Needs ( SCDDSN ) is leading the efforts in South Carolina to bring the benefits of decision support technology to citizens with disabilities and the advocates that support their goals of managing Social Security benefits wisely while achieving greater self sufficiency. SCDDSN is encouraging its statewide network of County Disabilities and Special Needs ( DSN ) Boards and other employment providers to use WorkWORLD for sound benefits management and employment planning. Personnel from the DSN Boards have attended WorkWORLD training and have offered ideas about how the software may be used to greatest advantage throughout the state. Additional WorkWORLD training programs may be scheduled in the year ahead for a broader network of agency providers, parents, transition specialists, and students. Future considerations for integrating WorkWORLD into planning and service delivery efforts in South Carolina include:
  • Including WorkWORLD as part of intake for new referrals by DSN Boards.

Student Life
STUDENT LIFE FOR STUDENTS AGES 2 1/2 to 21 (For information on adult student life, please see the Postsecondary section of this website.) After-School Program The South Carolina School for the Deaf and the Blind's (SCSDB) after-school program enhances the school day and is open to both residential and non-residential students. In addition to study halls staffed by certified teachers, students are offered opportunities to participate in classes, sports and recreational programs including piano, guitar and voice lessons, gardening, swimming, technology exploration and gymnastics, just to name a few. Friends Students are encouraged to develop friendships with peers who may be disabled or non-disabled. In addition to many on-campus programs, students participate in a wide variety of activities sponsored by local schools, community clubs and other organizations. Role Models Students at SCSDB have the opportunity to interact on a regular basis with successful adults who are deaf or blind. Students see these adults as SCSDB teachers, technicians and counselors. They see them as members of the school's Board of Commissioners. And they see them as professionals and leaders in the community. Through school-sponsored mentoring programs, students meet adults - many of them who are deaf or blind - in the Spartanburg community. Mentoring programs are designed to give students role models, to develop their socialization skills and to increase their expectations.
