Governor Sanford Selects Faith to Head Commerce Governor Mark Sanford nominated Bob Faith, a 39-year-old Mount Pleasant real estate executive, to lead the South Carolina Department of Commerce. As Sanford’s first cabinet-level appointee, Faith will become the state’s chief business recruiter and developer. Faith is founder and leader of Greystar, a real estate conglomerate with investments of more than $1 billion, mostly outside the Palmetto State. Sanford also said Jim Morris, the current Commerce chief of staff, will stay on to work with the new administration. Faith will fill the post vacated by Charles S. Hayes Mizell
Since 1987, Hayes Mizell has been Director of the Foundation's Program for Student Achievement . He is responsible for the Foundation's initiative to support middle school reforms that will enable all students to meet high academic standards by the end of the eighth grade. The Foundation's initiative supports standards-based reform in the Corpus Christi, Long Beach, and San Diego school systems.
In 1966, Hayes Mizell began his career as an advocate for education reform by working to desegregate schools in South Carolina. He was subsequently involved in a wide variety of activities at local, state, and national levels to improve how public schools serve children from low-income families. He played key roles in building public and political support for the creation of South Carolina's human rights agency, the enactment of state school finance reform legislation, and increasing citizens' involvement in school governance.
When he lived in Columbia, South Carolina voters twice elected Hayes Mizell to that school system's Board of School Commissioners. He served as a school board member in the 29,000-student district (Columbia, SC and environs) during 1971-1974 and 1983-1986. In the late 1980s he worked with Governor Richard Riley and others in developing recommendations that became the basis for South Carolina's historic Education Improvement Act. In 1979 he was appointed by President Carter as Chairman of the National Advisory Council on the Education of Disadvantaged Children, and he served in that capacity until 1982.

A Comprehensive Review of Professional Development in South Carolina A statewide review of professional development in South Carolina has yielded a series of recommendations for improving professional development for principals, teachers, and other educators. The recommendations single out strategies for meeting the state's standards for professional development; increasing local capacity to plan, organize, and provide learning opportunities for educators; and finding time and resources for professional development as priorities for state legislators. PSA's review, conducted for the Education Oversight Committee of the South Carolina State Legislature, is part of a larger strategy to improve professional development under South Carolina's Education Accountability Act. Its findings focus on the new South Carolina Professional Development Standards and the requirement that state professional development funds be spent on activities that meet the standards. Among its recommendations are that:
  • The South Carolina State Department of Education (SCSDE) mount an aggressive effort to disseminate and build strong consensus around the South Carolina Professional Development Standards
    The SCSDE and local school districts establish professional development accountability systems to ensure that professional development meets the new standards
    Local districts provide professional development on professional development to principals, other school leaders, and district staff

Dr. Doris Stephens has degrees from the University of Tennessee, Knoxville (Ph.D. in Spanish, MA in French) and a BA degree in French from Furman University. She also received a certificate for her studies at a branch of the Sorbonne in Paris. Before assuming her current position at DEIS in 1996, she taught in the Department of Spanish, Italian, and Portuguese at USC Columbia. She has also taught in the Romance Language Department at the University of Tennessee and in public and private schools in Tennessee and Illinois. In addition, she has extensive experience in higher education administration and in the design and delivery of courses to distant students. Dr. Stephens has published one book in her field, over 40 articles, and some 30 book and film reviews distributed nationally and internationally. She was also the initiator of several creative educational projects that have been the subject of over 30 articles, including one in The New York Times. She has presented numerous papers and organized and chaired sessions at professional conferences in the U.S. and Canada, hosted a live teleconference for educators, and participated in live and taped radio and television interviews. In 1988 Dr. Stephens wrote a grant proposal to the Corporation for Public Broadcasting for which the University of Tennessee received partial funding to produce 30 videotaped lessons to teach Spanish to children. She served as Associate Producer, Project Director, and Instructional Designer for the AMIGOS programs. The $1.3 million project was completed in 1990 and by 1996 up to 11 million students across the United States were viewing the programs.

South Carolina Centers of Excellence The purpose of the centers of excellence grant program is to enable eligible institutions or groupings of institutions, to serve as "state-of-the-art" resource teacher preparation programs. These "resource centers" develop model programs, conduct research, disseminate information, and provide training for K-12 and higher education personnel in the center's specific area of expertise. Center activities must focus on pre-service preparation programs but include staff development activities as well. Typical activities include:
  • developing model pre-service training programs for other institutions of higher education to emulate; developing innovative school pilot projects; conducting statewide school-based and campus-based faculty development activities; conducting research and evaluation activities; serving as a state (and/or regional and national) clearinghouse for information dissemination; providing demonstration, outreach, and technical assistance programs for schools and institutions of higher education as requested.
Projects are funded at substantial levels by the South Carolina Commission on Higher Education with matching institutional and/or external funding. Projects are approved for two years. Upon completion of the first year, an annual program and financial report is required by the Commission on Higher Education.

Three researchers at Clemson University and the University of South Carolina have been awarded more than $2 million in research funding sponsored by the Department of Defense. Federal funding for these scientists will total $1.5 million, with an additional $750,000 in matching state funds for research essential to national defense. The University of South Carolina has been awarded an $11 million grant from the National Institutes of Health to study the cause, prevention and treatment of colorectal cancer, the third most common cause of new cancer cases and deaths in the United States. The grant, which is the largest in the university’s history, creates a prestigious NIH-designated Center of Biomedical Research Excellence (COBRE) at USC, aimed at increasing the number of NIH-funded biomedical researchers in South Carolina.
