In January 2002, the South Carolina Legal Services programs will merge and become the South Carolina Centers for Equal Justice. CLICK HERE for information and news on the transition. There are five Legal Services Programs in South Carolina, which provide free legal services in certain civil (non criminal) legal matters to eligible low income residents of the state. The Programs are non-profit corporations, funded by grants from the federally funded Legal Services Corporation, state and local funding. NOTE: LSC Announces Service Areas For 2002 Legal Aid Grants Press Release from Legal Services Corporation 4/16/01. Changes in South Carolina service areas for 2002 are addressed. Rental Programs On July 1, 2000 the Authority began a $2.9 million US Department of Housing and Urban Development contract for oversight of rent subsidies. The Section 8 Contract Administration award includes much of HUD's South Carolina affordable housing portfolio and will ensure that properties are being managed effectively and local needs are being met. The Section 8 Rental Assistance Program administers the Housing Choice Voucher, Homeownership Voucher , Project Based Certificates and Moderate Rehabilitation programs. In 2002, the Division will begin to administer the Project Based Voucher program. The Authority expends over $11 million in HUD funds annually helping over 2,500 very low income households - totaling 6,000 people - live in safe decent and affordable housing. The Division operates in Cherokee, Clarendon, Colleton, Dorchester, Fairfield, Kershaw, Lee, Lexington, Spartanburg and Williamsburg Counties.

Rural Housing Service (RHS)
Rural housing is a major part of the Rural Development mission area and is committed to assisting those families and individuals in South Carolina with their needs for decent, safe, sanitary, and affordable housing.
Section 502 Program-Insured: A single family housing direct loan program that provides opportunities for very low- and low-income families and individuals to purchase, construct or rehabilitate their own homes with a direct loan from Rural Development. The homeowner's monthly mortgage payment is based on their income. Section 502 Program-Guaranteed: The loan guarantee program provides guarantees to lenders. Lenders may approve loans up to 100 percent of the appraised value for moderate income applicants. An approved lender originates the loan and the agency will guarantee 90 percent of the mortgage. Section 504 Program-Insured Loans and Grants: The loan and grant program can assist qualified very low-income homeowners to make repairs to improve or modernize their home, to make their homes safer and sanitary or to remove health and safety hazards. Grants are available for repairs that remove health or safety hazards to qualified applicants 62 years of age or older. Technical Assistance Grants: These grants are targeted for self-help housing for public or non-profit groups. Applicants must show a need for self-help housing, the professional expertise to supervise a project and lack of funding in order to be eligible for assistance.

Programs
C ommunity S ervices B lock G rant (CSBG)
provides an array of funding for vital communtiy initiatives, including assistance for education, employment, emergencies, housing and health care. Community programs are intended to encourage families toward self-sufficiency. CSBG programs are implemented each year through regional community action agencies. Currently, there are fifteen community action agencies throughout South Carolina.
(CSBG is a federal block grant funded by the U.S. Department of Health and Human Services). C ommunity F N makes funding available for nutrition information, health care and food assistance through community action agencies.
G eneral E mergency A ssistance P rogram (GEAP) The Community Services Block Grant (CSBG) provides General Emergency Assistance to assist with utility bills, food, clothing and medical services. The need must be of an emergency nature in order to qualify for assistance. L ocal I nitiative P rojects are services and activities which target the anti-poverty goals as set forth in Section 675(C)(1) of the CSBG Act. Those include projects pertaining to employment, education, income management, energy, health, emergency, housing, nutrition and other areas in which there may be obstacles that impede the attainment of social and economic self-sufficiency by low-income persons.

Connecting Those In Need With Those Who Care American Indian Programs International Relief Domestic Relief Housing Programs ... Links Program Accomplishments for Fiscal Year 2002 A. Domestic Relief and Self-Help Programs- Provides emergency assistance, food, housing, youth projects and supports efforts promoting self-sufficiency throughout the U.S. with special emphasis on the Appalachian region.
Funding for Appalachian families- (West Virginia, North Carolina, South Carolina, Kentucky). Concentrated efforts, through Americans Helping Americans affiliate of ChristianRelief Services, in rural areas of Appalachia assist very low-income people with emergency assistance, home repair, school supplies, enrichment services for youth and life skills training. Also provided flood relief and emergency assistance funding for victims of West Virginia floods in July 2001 and May 2002 to over 1,000 families.
Shoes/Boots/Blankets Distribution- (West Virginia, North Carolina, South Carolina). Each year, over 1,000 Appalachian children in West Virginia, North Carolina and South Carolina receive 1,000 pairs of new warm boots and 1,000 blankets to get them through the severe winter months and new shoes for school. Food Distribution (Kentucky, North Carolina, Virginia, West Virginia). We provide special food boxes to 12,200 families each month in the Appalachian region of West Virginia, Virginia, North Carolina and Kentucky. For the holidays, whole turkeys are provided along with supplemental food including fresh fruits, vegetables, bread and a dessert item. In addition to the holiday food, we provide baskets that include toys, hygiene items, and caps and gloves for children, as well as small gift items for the families if they are unable to provide gifts for their families.
