SOUTH DAKOTA
outh Dakota took measured steps last year toward academic-performance standards for its students, while continuing its staunch commitment to localand now parentalcontrol. Using state guidelines, school officials are generating voluntary sets of benchmarks at the local level, and, in reaction to an open-enrollment bill passed last year, they are preparing for student movement South Dakotans are just one year into a revamping of the state's school finance law. The new funding formula, which is intended to equalize districts' resources, generated $232 million in general school aid and $38 million for special education in its first year. That is an increase of 2.7 percent of the previous year for both. Adjustments to the funding system increased the state's share of overall school funding. The state now provides general aid equal to half the statewide cost of a "basic education," while making up the difference for districts that cannot raise adequate funding. Lawmakers also leveled out special education funding to districts by providing a lump sum based on enrollment rather than reimbursing districts for their special education costs. lthough uniform academic standards are not on South Dakota's horizon, the state is encouraging local educators to set their own benchmarks. Following up on the state school board's 1996 adoption of a broad set of content standards in the core subjects, the education department last year began a staff-development program to assist local educators in creating their own specific standards.
