Sri Lanka Guide Home Total Recall - Galle History By Lionel Messias Persians and Arabs, Chinese and Malays, South Indians, Portuguese and Dutch, English and even Romans appear to have visited Galle in the dim past. In 1344, Ibn Batuta found Moorish vessels in the harbour. The Portuguese came in 1505, blown ashore on their way to the Maldives. In 1640 Galle was taken by the Dutch at such a heavy cost to life that it also came to be known as "Gold in Malacca, lead in Galle." The harbour gate has over it on the inside, the "Cock of Galle" and on the outside, the British Lion. The Portuguese and Dutch in fact once mistook the name Galle for Latin "Gallus" or "Cock." The Galle Fort today is the best preserved Dutch Fort on the island with many colonial homes and a few hotels but strangely not a single restaurant inside the Fort area. Still, this unique old settlement has a quiet charm of its own with minimal traffic and most of its daytime residents mainly government workers leaving the Fort in the evenings. This leaves the Fort to its own after 6 pm.

Project Profile
The goal of the project is to contribute toward a stable and pluralistic democracy by helping to strengthen democratically-based community and regional planning in Sri Lanka. To this end, the project involves:
  • establishing academic degree programs in community and regional planning in three Sri Lankan universities: University of Peradeniya (graduate level), University of Ruhuna (undergraduate level), and University of Jaffna (undergraduate level) carrying out short-term training/colloquium programs for practicing Sri Lankan planners at the regional, provincial, city, district, divisional and local community levels offering graduate fellowships to Sri Lankan faculty members to study community and regional planning at UBC carrying out pilot project case studies on community and regional planning in Sri Lanka.
This project, which commenced on 10 June 1997, is funded by the Canadian International Development Agency (CIDA) under the Tier 2 program. The project is supported under the University Partnerships in Cooperation and Development Program of CIDA over five years. It is executed by the Association of Universities and Colleges of Canada (AUCC). The project partners are the University of British Columbia on the Canadian side, and the Sri Lankan partners are the University of Peradeniya, University of Ruhuna, and University of Jaffna.

The History of the World Fellowship of Buddhist Standing Committee on Women
The Development of the Committee
Khunying Suthama Auychai (Thailand) was the first Chairwomen of the Protem Committee, elected by the Members, consisting of 7 officers and Dr. Sritaptim Panitpan (Thailand) as secretary of October 30, B.E. 2535-37 (1992-1994) at Fo Kuang Shan, Kaohiung, Taiwan. The Protem Committee had undertaken a variety of activities and programs of two years, until November 27, B.E. 2537 (1994) when Khunying Suthama Auychai had submitted her resignation from the Chairwoman to the Executive Council due to her personal reasons.
At the Twentieth General Conference the WFB held from October 29 to November 2 B.E. 2541/ 1998 at the Nan Tien Temple, Berkeley, Wollongong, Australia, a new Standing Committee on Women was elected and chaired by Dr. Sritaptim Panitpan.
The Aims and Objectives of the Committee are as follows :
1. To uplift the status of women in society.
2. To Promote the roles of women in Buddhism.
5. To ensure equal opportunity of education for children.

Ranil Wickramasinghe: Set to be new premier
Sri Lanka's opposition leader, Ranil Wickramasinghe, has been invited to form the next government after his party's strong showing in the violence-hit parliamentary elections. Despite winning the most number of seats, Mr Wickramasinghe's UNP may have to work in another hung parliament since it failed to secure a simple majority in the 225 member assembly. President Chandrika Kumaratunga has asked Mr Wickramasinghe to become the next prime minister and will meet him on Saturday to discuss his cabinet. Ms Kumaratunga, whose governing People's Alliance (PA) lost to the opposition United National Party, will continue as president but will have a potentially uneasy relationship with an opposition government.
The election was one of the most violent in Sri Lanka's history and a curfew has been reimposed in three areas of the country after fresh outbreaks of violence. Mobs rioted in the central town of Kandy in protest against the deaths of 10 Muslims on polling day.

History and religion have helped to widen the divide
Sri Lanka is a diverse nation. Sinhalese make up 74% of the population and are concentrated in the more densely populated southwest. Tamils of Sri Lankan origin form around 12% of the population and live in the north and the east. Indian Tamils, a distinct ethnic group, represent 6% of the population and were brought in the 19th century by the British to work in the plantations. They tend to live in south-central Sri Lanka. Other minorities include Veddas, Muslims (both Moors and Malays), and Burghers who are descendants of European colonial settlers.
Most of the Sinhalese community are Buddhist, most Tamils are Hindu. Most of the Muslims practice Sunni Islam. Sri Lanka claims the world's second oldest continuous written history - but history and religious mythology have played a key role in the development of communal animosity. In particular, there is controversy over whether Tamils or Sinhalese were first on the island.

Overview

Sri Lanka had been under going a terrorist problem for over 20 years, thanks in part to the politicians, terrorists themselves and unscrupulous business interests. Over the years thousands of lives have been lost including the lives of a few of my friends. Some people choose to call it an ethnic waran explanation which many would dispute.
The international community and some of the international media organisation openly had been taking the side of the terror mongers. As a result the violence and destruction in my country has escalated.
The majority community, the Sinhalese, have been the dominant race in the country with a written history reaching back to 540 B.C. The Sinhalese, with the influence of the Buddhist teaching, developed their own unique culture and civilization. The ancient ruins, artifacts and stone writing support the official written history of the Maha Wansa.
However, sinister forces are currently at work to destroy and erase the proud history of Sri Lankans. Some argue that the historical records are biased and use the current terrorism problem as a tool to discredit and warp the history of the country and try to label this as an "Ethnic Problem". What they do not realise is that they are denying a legacy of a great and a proud nation for the future generations of the country. It is not Sinhalese history or Tamil history. It is our history irrespective of who played the major role in it.

Brief History
The need for an inter-governmental centre on integrated rural development was articulated in the early 1970s at a time when the countries of the region were economically depressed and rural poverty was endemic. Most of the countries had initiated rural development programmes and the integrated approach to planning and implementation of these programmes was gaining currency. It was recognized that the integrated rural development programmes that had been initiated by the individual countries could be greatly facilitated through regional co-operation and the establishment of national institutions and through co-operation with such institutions. The 1974 World Food Conference and the 12 th FAO Regional Conference for Asia and the Far East held in Tokyo urged early action in establishing a regional centre. The FAO ad hoc Consultation on Collaboration in Selected Rural Development Activities held in 1975 endorsed this proposal. The FAO convened a consultation in 1976 to discuss the proposal, which included the terms of reference, constitution, structure and funding of the centre. It was at this consultation that the governments agreed to the name Centre on Integrated Rural Development for Asia and the Pacific(CIRDAP). The decision to establish CIRDAP was made in 1977 by the Asian Group of Permanent Representatives to FAO, who also decided to have the seat of the Centre in Bangladesh. The Agreement to establish CIRDAP, prepared under the auspices of FAO, was adopted by the Conference of Plenipotentiaries during the 14th FAO Regional Conference for Asia and the Far East held in Kuala Lumpur, Malaysia in 1978.

Inaugural Session
Registration of  33 participants took place from 8.30a.m onwards and on arrival of the Hon. Minister of Employment and Labour, Mr Mahinda Samarasinghe and other guests of honor, Ms Chitrangane Perera, Programme Co - ordinator announced the formal commencement of the inaugural session with the singing of the National Anthem. This was followed by the lighting of the oil lamp and observance of 2 minutes’ silence as a mark of respect for the migrant workers who have lost their lives while being employed abroad or  serving  prison  terms. At this stage, Dr Wijaya Jayatilaka, Director – Sri Lanka Foundation Institute was invited to deliver the address of welcome. Dr Jayatilaka who welcomed the invited guests of honour including the Hon. Minister of Employment and Labour, the resource persons and all other participants, made a brief introduction of the day’s programme. He observed that this national consultation would facilitate the identification of key factors needed to be taken in to consideration in formulating a clear cut policy on formalizing recruitment, placement and training and on ensuring the protection, dignity and welfare of the migrant workers as well as their empowerment and advancement.

Some prefer to call this tropical island the "The island of death". The 18 years of tragic conflict has claimed some 60,000 lives and the war has become a way of life in Sri Lanka. Unfortunately, more and more people have a vested interest in ensuring that it continues. Fortunes continue to be built on the war. The Sinhalese, who outnumber the Tamils five to one, could long ago have introduced conscription to overwhelm the Tigers by sheer weight of numbers. They have chosen not to. While fashionably dressed teens learn to drive their new Alfa Romeos in Colombo, and the smartly dressed young women are sitting around, sipping wine, giggling and watching male dance-strippers in swanky bungalows in posh parts of Colombo , the burden of war sacrifice falls on the poor, uneducated villagers of southern Sri Lanka, who have provided most of the estimated 18,000 troops killed so far.
