Regional Security Threats, 1970-81
The relative stability characterizing the Westminster-style democracies of the Commonwealth Caribbean began to crumble in the late 1960s and early 1970s when Jamaica and Trinidad and Tobago were shaken by political violence. Until they began achieving independence, the Commonwealth Caribbean islands had been relatively immune from subversion because of the efficient protection provided by British security and defense guarantees. The Black Power movement (see Glossary) was behind much of the social disorder, although criminal violence also rose to unprecedented levels. Black Power activists almost succeeded in overthrowing Prime Minister Williams in Trinidad and Tobago in 1970, but government troops finally suppressed the revolt with the assistance of a planeload of arms and ammunition purchased from the United States and Venezuela (see Political Dynamics, ch. 3). Another small Marxist group continued to carry out terrorist attacks on the island for a few years. The leaders of most of the Marxist-Leninist-oriented opposition groups in the region were known to have had close contact with Cuba. Barbados and Trinidad and Tobago were particularly concerned about Cuban involvement in the indigenous Black Power movement. Virtually all of the Commonwealth Caribbean islands had at least one small extremist group that was an occasional security threat.

Regional cyclists to compete in the Jason Bally Memorial 100K BY DEAN GREENAWAY
Regional cyclists are expected for next weekend's BVI Cycling Federation Jason Bally Memorial 100K, which will attract riders from 12 countries. That event will be preceded by Sunday's East End Wall, which starts at 7 a.m. at the H. Lavity Stoutt Community College. Tri BVI Triathlon follows the Bally 100K in November as the final event on the BVICF 2002 calendar.
Of the 12 regional countries invited, Antigua, St. Lucia, St. Vincent, St. Martin, St. Thomas and St. John, have responded favorably. With the involvement of the Royal Virgin Islands Police Force in the planning, BVICF president David Thomas says he's happy with the progress leading up to the event. He notes that the course has been set and federation members are seeking sponsorship from the business community.
Thomas has the feeling that the event is going to be better than last year. "I'm really excited, because St. Lucia and St. Vincent for example have never raced here before. They simple fact that they have responded-St. Lucia with six cyclists while St. Vincent will have four-makes it exciting," Thomas who met several of the teams at the Commonwealth Games in Manchester, England this summer. "It's good that we can now have them come to an event that we do and they can see what is actually happening on this side of the Caribbean."
Over the past several weeks, BVI cyclists have been build up the miles for the 62.5 mile race. "Our guys are a lot better this year, so I'm expecting they'll be better throughout the Caribbean too," Thomas said. "Most of the countries we've invited, the guys participated in the Commonwealth Games. They have a lot of road racing in them for the year and a lot of them are using the Jason Bally race as a warm up for the Caribbean Road Bike Championships in Curacao the following weekend. Road bikes are the thing that will make this race really exciting."

In 1994 when the organizing committed of the first Jazz Festival decided that free daytime entertainment would be a nice touch, they never envisaged that the fringe as it has now come to be called would eventually rival the main festival in size and diversity. In 2003, one can easily argue that we have arrived at the point where patrons are equally interested in both events.
In the early years, the fringe was limited to Castries; that is after a desirous attempt at a straight ahead jazz concert in Soufrière. The local audience was having no part of acclaimed jazz pianist Terrence Blanchard not even for free. That jazz stuff was to esoteric. The sound that filled the midday sun in Castries came from local artistes. There was no stage, no food on sale, no organizational effort . The audiences however, were enthusiastic especially, the elementary school students who have always been part of the Jazz On the Square. The size and enthusiasm of the audiences meant that this event was here to stay.
The addition of foreign acts in 1996 was a crucial moment in the history of the event. It started first with regional acts such Mungel Patasar, Andre Tanker and Michael Boothman and the response was overwhelming. In order to satisfy the demand, open acts from the Cultural Centre were now included . The launching of the event had now been established. A full time organizational structure was therefore in order...... enter the St. Lucia Chamber of Commerce.
