Aims and objectives The overall aim of the Ministry of Industry, Employment and Communications is to create conditions for improved welfare and increased employment. Sweden is to have satisfactory and lasting economic growth that is compatible with ecological, social and cultural development. This growth is to be based upon more and expanding companies with a high level of know-how, an efficiently functioning labour market and an effective system for communications.The focus is to be on the interests of both companies and individuals. Ministers The Ministry of Industry, Employment and Communications has three ministers, all of whom are members of the Swedish Government: Mr Leif Pagrotsky, Minister for Industry, Employment and Communications, who heads the Ministry, Ms Ulrica Messing and Mr Hans Karlsson. Together with their state secretaries, political advisors and press secretaries, they form the Ministry’s political leadership. The "Stockholm Syndrome" of Big Government
For generations, Sweden was held up as a Social Democratic "middle way" between Communism and Capitalism promising "cradle-to- grave" social welfare benefits for everyone while a vigorous private sector paid the bills. However, over the last 30 years the "Swedish model" has become tarnished as Sweden's economy has declined, say observers. The reasons for Sweden's decline can be seen by contrasting it with another small European country Switzerland. Both Sweden and Switzerland were neutrals in World War II, both were independent countries for centuries, both have a highly educated workforce, both are industrialized and technologically advanced, and both have export- oriented economies.
  • Yet while Sweden was third and Switzerland was second in per capita gross domestic product (GDP) among industrialized countries in 1970, by 1997 Switzerland was still second but Sweden had fallen to 17th place.
  • Between 1976 and 1981, public spending rose from 50 percent of GDP to 65 percent of GDP compared to public spending of 37 percent of GDP in Switzerland.

    Despite signing a recent deal with Microsoft, Sweden has become the latest country to investigate the benefits of free software.
    In a report entitled "The state wants to save money" in Swedish magazine Ny Teknik , the Statskontoret , (Swedish Agency for Public Management) is setting up a working group to investigate the value Linux could provide.
    The work is in the initial stages and it is too soon to see what the actual result will be, according to Irene Andersson, who is responsible for all software at the purchasing department in "Statskontoret".
    Contributors to the working party include the police, the unemployment agency and the tax office. Sweden recently signed a half-billion kronor deal with Microsoft to run two years. This encompasses central government and local authorities. (Thanks to Tomas for the translation - we thought about asking Linus, as his first language is Swedish, but he's very busy).

    History:
    An alliance against the growth of Swedish power eventually defeated Karl (in the Great Northern War) and by the mid-18th century, Sweden had lost most of its possessions outside Scandinavia. Another casualty of the defeat was absolutism, established by Karl XI but abolished on the accession of his sister, Eleanora. Factions at court involved the country in further European conflicts, including another war with Russia; in 1772, Gustav III felt strong enough to re-impose absolutist rule. Despite an aggressive and successful foreign policy, his regime did not long survive his own assassination in 1792.
    After the Peace of Kiel in 1814, Sweden was confirmed in possession of Norway but was forced to cede several German regions to Denmark and Finland to Russia, marking the termination of Swedish interests on mainland Europe.
