KABUL, Afghanistan He looks out from his office window onto the cracked, empty stadium below, and he points to the goal. "There," says the head of Afghanistan's Olympic committee, "is where they hanged people." Now, in the new Afghanistan, where peace is a political mantra and most ills are blamed on the last guys who ran the place, the soccer field in Kabul Sports Stadium is used for something different. These days, they use it to play soccer. In a land buffeted by 23 years of war, sports was hardly a priority. But this week, as Afghanistan plans to send its first delegation in three years to an international Olympic meeting, the athletes of an isolated country have a reason, however small, to hope. "We are an independent country again, and we are ready to compete," the Olympic chief, Anwar Jekdalek, said Saturday. "All the world recognizes Afghanistan again." It's not quite that easy. The International Olympic Committee still hasn't reinstated Afghanistan, which it barred in 1999 in part because the harsh Islamic rule of the Taliban militia prevented women from competing.

THE DEBATE STARTED LONG before the Olympic Games ended: How does Canada improve on what many interpret as a disappointing medal count?
While the obvious answer is to invest more money in the Olympic program, there's a train of thought shared by some insiders that the answer doesn't rest only with twisting the arm of government until it drops a bundle of Olympic cash. They are unconvinced that government will do an about-face and become an amateur sport cash cow, so they would like to see more prioritized spending of the available funds.

China Seeks Adjustment in Olympic Sports Structure
Having collected an unprecedented overhaul of 28 golds in Sydney Olympics, China aims for breakthrough outside those sports they keep perennial dominance over.
In Monday's meeting involving sporting chiefs across the country, decision-makers, targeting the 2004 Athens Games, decided to make some reasonable and minor changes to the Olympics sports structure while continuing to strengthen the dominance in favorite events.
As many as 26 golds in Sydney Olympics are from such sports as table tennis, badminton, diving, gymnastics, shooting, weightlifting and judo, all of which are traditional sources of medals for China in past major events. But in swimming, athletics and aquatic events, where a total of 119 golds are on offer, China becomes a minnow as they snatched only one gold in women's walking race and ended up without any medals in swimming pools. China also failed to earn Olympic berth in men's soccer, men's volleyball and women's basketball and had a poor Olympic showing in women's volleyball and men's basketball. China's women soccer, which finished runners-up in the 1996 Olympics and 1999 World Cup, did not even go beyond the group stage in Sydney.

I believe everyone will have peculiar emotions in recalling the elapsing year and preparing for the coming year around this time of the year. Taekwondo events including the World Cup Taekwondo Championships and the 4th World Junior Taekwondo Championships were held in various part of the world during the 2002. The growing number of games held across the world in recent years is nothing other than the reflection of the stepped-up efforts by members of the Taekwondo family to develop our sport. No matter how small it may be, hosting an international event is not an easy job. It requires enormous efforts and meticulous planning in addition to huge cost. In connection with this, I feel a particular sense of gratitude to all members of the Taekwondo family for their efforts for our sport. Present Day Taekwondo Upon liberation of Korea from the Japanese colonial rule after World War II, the Korean people began recovering the thought of self-reliance and the traditional folkloric games resumed their popularity. Song Duk-Ki, afore-mentioned master of Taekkyon, presented a demonstration of the martial art before the first republic of Korea president Syngman Rhee on the occasion of his birth-day, clearly distinguishing Taekwondo from the Japanese Karate which had been introduced by the Japanese ruling Taekwondo from the Japanese Karate which had introduced by the Japanese rulers. Martial art experts began opening Taekwondo gymnasiums all over the country and after the end of Korean War [1950-1953] Taekwondo was popularized among the dan-grade black-belters within the country, also dispatching about 2,000 Taekwondo masters to more than 100 countries. After all, following the nomination of Taekwondo as a national martial art in 1971, the present Kukkiwon was founded in 1972 to be used as the headquarters as well as the site of various Taekwondo competitions. Then a year later, in 1973 the World Taekwondo Federation was established. In 1973, the biennial World Taekwondo Championships was organized. In 1974, Taekwondo was admitted to the Asian games as an official event. In 1975, Taekwondo was accepted as an official sport by the U.S Amateur Athletic Union [AAU] and also admitted to the General Association of International Sports Federations [GAISF], followed by the adoption of official sports event by the International Council of Military Sports [CISM] in 1976. In 1979, President of the World Taekwondo Federation [WTF] was elected chairman of the World Federation of Non-Olympic Sports. The WTF became an IOC-recognized sports federation in 1980, making Taekwondo an Olympic sport. Then the adoption of Taekwondo as an official event was followed by the world games in 1981, the pan-American games in 1986, and finally by the Sydney 2000 Olympics in 1984 and then Athens 2004 Olympic Games in 2000. On November 29, 2002, the 114th IOC Session also confirmed the inclusion of Taekwondo in the Beijing 2008 Olympic Games.

Taekwondo Basics The Mat Penalties

Taekwondo was a demonstration sport in the 1988 Seoul Olympics and again in 1992 Barcelona. The 2000 Games at Sydeny will mark its first Olympics as a medal sport.
The Basics
  • There will be men's and women's competition with four weight classes in each. The match consists of three rounds of three minutes each. The rounds are separated by one-minute breaks. At least two of the three judges must register a strike in order for the athlete to be awarded points. Knockdowns are followed by a 10-count.
  • A match can be won by virtue of a knockout, a decision on points, a default or a disqualification.
