  • create stronger and more sustainable civic and advocacy organizations; increase the availability of information on civic rights and domestic public issues; and increase opportunities for citizen participation in governance.

Internews has been active in Tajikistan since 1995, working with some 20 stations to increase the quality and quantity of unbiased information available to citizens of the republic, primarily through supporting the work of independent television broadcasters. Support includes journalism and management training, legal support, marketing consultation, technical and computer assistance as well as the facilitation of two news exchange programs.

Despite these obstacles, Tajikistan's non-governmental stations are becoming a force impossible to ignore. A clear sign of this was provided by the parliamentary elections of February 2000. In the pre-election race, candidates and parties preferred to broadcast advertising and participate in debates on non-governmental stations, believing that these stations would be more objective, and also reach a larger audience, than regional and national state TV. Many of these non-governmental stations have begun to attract a loyal following. This is particularly true in the north of the country, which is characterized by a greater degree of economic and political freedom.

    By Salimjon Aioubov Prague, 18 September 1998 (RFE/RL) Tajik President Imomali Rahmonov has announced that Tajikistan will host next month a week-long international symposium entitled "Alexander the Great and Central Asian civilizations." Rahmonov demonstrated his personal interest in the symposium by ordering law enforcement ministries to prepare security measures in Khujand, where the symposiums to be held. Khujand also is where Rahmonov was wounded in an assassination attempt in April 1997. The president also urged state mass-media to give the symposium thorough coverage. Rahmonov said he will attend to the symposium in person. A government-appointed commission of scholars, writers and broadcasters, Ministry of Culture officials, and others is organizing the gathering. The participants will discuss the meeting of Alexander's forces with Central Asian civilizations in the fourth century before Christ. Some historical accounts portray Alexander as a military genius and invader, others as a peaceful, wise man who built cities and castles. Most scholars agree that ancient Central Asia was where Alexander the Great met military, political and personal defeat. In 329 B.C., after crushing the Persian empire of Darius, Alexander's legions met fierce resistance in Central Asia. Alexander was forced to build about 70 fortifications to save his soldiers.

The turn that events took, especially their unilateral Soviet interpretation, requires a thorough examination by those directly involved as well as by others genuinely interested in the destiny of the Tajiks as a people. Listeners, therefore, are invited to voice their opinion on the series and suggest ways to improve. They are specifically encouraged to provide documents (in any form) that might illuminate the darker corners of this account. The concept of casting a kaleidoscopic look at Tajik life and culture at the close of the 20th century came from Dr. Abbas Djavadi, the Director of the RFE/RL Tajik Service. He envisioned a series that was at once beneficial to the common listener and useful for the scholar and researcher. Salimjon Aioubov, a Broadcaster of the RFE/RL Tajik Service undertook the task of conducting interviews, culling materials from the archives, and compiling the narrative that serves as the backbone of this report. The series was broadcast from May - December 1999. Professor Iraj Bashiri of the University of Minnesota edited the online version of the series and its future print version. Lena Cherkaska, RFE/RL Tajik Service administrative assistant assisted in preparing the web page. The efforts of many other contributors whose names follow are most appreciated.
