INTRODUCTION Deforestation in Tanzania is estimated at 400,000 ha annually. Forest rehabilitation requires between 150 and 200 million seedlings of various species every year. As a response to this requirement, National Tree Seed Programme was established in 1989. The programme has received technical and financial support from the Danish International Development Assistance (Danida) BACKGROUND Deforestation in Tanzania is now according to estimates, approaching 400,000 hectares per year. To replenish the disappearing forests would require some 440 mill. seedlings each year. With good nursery and plantation practice, 30 tonnes of viable seed would be required annually. Current afforestation and tree planting programmes in Tanzania consume some 11 tons of seed annually, and the consumption is expected to rise so long as the activities foreseen in the Tanzania Cordia africana (East Africa cordia) Afzelia quanzensis (pod mahogany), Dalbergia megalocarpus (African blacwood)

In foreign policy, Tanzania initially leant towards China rather than the USSR but has always maintained fairly good relations with the West, which have since flourished. Moreover, Tanzania has proved itself an active player in regional politics, having given consistent support to anti-colonial guerrilla movements in Southern Africa and intervened militarily in Uganda in 1979, to overthrow the Amin regime. Relations with the new government in South Africa are good. Tanzania was a founder member of the Southern African Development Co-ordination Conference and has been a prominent participant in the Organisation of African Unity. Nyerere retired from the presidency in 1985 and was replaced by Ali Hassan Mwinyi, former Vice-President and President of Zanzibar.
Mwinyi favoured introducing market forces into the economy and plurality into the political system. Economic reform proceeded slowly in the face of a large and fairly corrupt state bureaucracy. On the political front, amendments to the constitution allowing for the introduction of a multiparty system were endorsed by the National Assembly, early in 1992. Restrictions on opposition parties were not fully removed until the presidential election of October 1995, at which three candidates took on the CCM candidate, Benjamin Mkapa, who nonetheless won comfortably. However, there was major discontent in Zanzibar, where relations with the mainland were already strained over the conduct of the election.

Date: 1995 Institution: Michigan State University Advisor: Harold Marcus Degree: Ph.D. This study presents a history of ecological change in northeastern Tanzania's Usambara mountains during the late pre-colonial, colonial and early independence periods. My thesis considers long-term changes in the interrelationships among the region's local agrarian communities, the regional environment, and the exogenous forces of the world economy and the colonial state. It explains under what circumstances indigenous communities alter land management practices and social relations in the face of changing market forces, environmental uncertainty, and political transformation. Moreover, by carefully collating data collected from interviews with African informants with those of the European documentary sources, this analysis demonstrates how Usambara's inhabitants' changing relationship with nature led to ecological stress. A growing body of historical literature addresses the relationship between East African societies and the environment. Recently published case studies tend to view rural East African households and communities as part and parcel of local and regional socioeconomic networks designed to mitigate the effects of ecological crises spawned by drought and disease(1). By incorporating oral evidence, these studies represent a revisionist trend in rural history and attempt to broaden the analyses of more general works which rely exclusively on written sources(2).

The first step toward an Action Plan for Eastern Africa was a fact-finding mission to the region in 1981. Seven experts, including a land-use planner, a pollution expert and sanitary and industrial engineers, were asked to identify the main environmental problems of the region as they relate to management of marine and coastal resources and environmental quality. Another of their key tasks was to help the Governments of the region identify what they needed to carry out the Action Plan. A meeting of experts selected by their Governments (Seychelles, September 1982) prepared the first draft of an action plan, identified problems to be tackled as priorities, and invited UNEP to help in solving them without waiting for the formal adoption of the action plan. The workshop participants named 10 first priority regional projects which UNEP and United Nations agencies were asked to initiate during 1983. They included work on developing a network of environmental pollution laboratories, on providing training facilities for environmental control technicians, and on developing a network of oil pollution monitoring centres. Two other priority projects were concerned with assessment of the environmental impact of economic and social developments and a regional environmental education programme.

    The East African Co-operation's predecessor, the defunct East African Community collapsed in 1977 due to both internal and external factors which were not supportive of regional integration at that time. However, following the signing of a Mediation Agreement for the Division of Assets and Liabilities in 1984, the three States agreed to explore areas of future co-operation and to work out concrete arrangements for such co-operation.

    Family
    This is my family. My wife, Sandy and I have been married for 21 years. We have three children. Lauren 17, is a high school senior. Maria is 14 and is in the 9th grade. While Matthew, 8, is a 3rd grader. We have a dog named Ivy, and an aquarium with a constantly changing number of fish. I am a 46 year old physician who has practiced in the Kalamazoo, Michigan area for seventeen years. From 1996 until 2001, I also served as the medical director for Hospice of Greater Kalamazoo. Outside of my medical practice I have a number of other interesting pursuits. For example, currently I serve as the Immediate Past President of the Historical Society of Michigan . I am also a long time volunteer at Portage Cable Access where I have produced several television programs. I have participated in overseas medical missions to Africa and the Caribbean. I have been active in the Kalamazoo County Republican Party for over a decade and have served the Party as a precinct delegate and as a delegate to the State Republican Convention. When I entered medical practice seventeen years ago, I never would have guessed that someday I’d actually be serving in the State Senate! Times have changed however, and the advent of term limits in Michigan now creates open seats which allows new candidates, who are not career politicians, to step forward and run for office.
