In Wisconsin this plan continues essential services, provides all students an equal educational opportunity, cuts property taxes statewide 85%, reduces the state income tax rate to 4% on all income above poverty level, reduces the state sales tax rate to 4%, allows for the expansion of health care to the poor, makes taxes fair, and makes government efficient. 1. s the U.S. tax code continues to become more complex and difficult to decipher, a large share of Americans, and a number of politicians from both sides of the aisle, support the idea of reforming the system. A number of alternative tax proposals, such as a flat tax, have begun to gain recognition. These include such ideas as only having one tax rate regardless of income level with no deductions, to abolishing the Internal Revenue Service and establishing a national retail sales tax on all goods and services. Supporters of a tax overhaul say a flat tax or a national retail sales tax would greatly reduce the complexity of the tax code. The notion of fundamentally overhauling the tax code raises a number of questions. Could the nation switch to a new tax system that would raise essentially the same amount of revenue? Should the tax code continue to encourage businesses to invest? Should it keep rewarding individuals for purchasing homes and making charitable contributions? Or should the tax system eliminate all loopholes, credits, exemptions and deductions - no matter how noble their intent? The current tax code runs thousands of pages long, and not only average taxpayers but many tax experts find it difficult to decipher. But the code's complexity represents carefully balanced interests, many argue, and to throw it out would be foolhardy.

On 23 December 2002 the Belgian Senate gave its final approval to the Bill of Law introducing the Corporate Tax Reform. The same Bill had already been approved in the plenary meeting of the Chamber of Representatives on 10 December 2002. The Law has been enacted by the King on 24 December 2002 and has been published in the Official Gazette on 31 December 2002 (see our latest news section). The Law as adopted by the Belgian Parliament contains minor changes compared to the Bill that was approved by the Belgian government in July 2002. These minor changes have however not resulted in any modifications to the actual reform measures. The change of law confirms to a major extent the guideliness for the corporate tax reform that were set out by the Belgian government in its press release of 9 October 2001 French Dutch

Setting sun.(tax reform crucial for rejuvenating Japan's economy) Author/s: Alan Reynolds Issue: July 20, 1998 The revival of the Japanese economy depends on fundamental tax and penalty reforms. In March 1992, I wrote "Fear Japan's Feeble Economy" for the Wall Street Journal. That piece was ridiculed by industrial-policy enthusiasts such as Eamonn Fingleton of The Atlantic, who remained confident that Japan's economy would grow faster than ours. Since 1992, however, Japanese economic growth has averaged less than 1.3 per cent a year, and much of that has consisted of wasteful make-work projects. Until recently, news reports were still saying that Japan was "on the brink" of recession. By now, however, it is pretty obvious that Japan's economy has declined during four of the past five quarters. As of April, industrial production was down 6.2 per cent from a year before. Retail sales have been running about 8.5 per cent lower than a year ago. Numbers like this are beginning to raise concerns even among Japan's most ardent admirers. But attention to the immediate crisis is not enough. There are quick-fix policies that could probably shorten the recession, but they would do nothing to counteract the longer-term suffocation of Japan's economic vitality.

There is one lobbyist for every 17 words in the tax code. These people earn up to $500,000 per year. At that rate those who pay their salaries spend over $500 per word per week to influence the tax code. Is it any wonder that our tax laws are so complex that only lobbyist can understand them. It over-taxes taxpayers who can't afford to lobby. When Congress gives tax breaks only to those who can afford to lobby for them, it raises taxes on everyone else. It is important to realize that every deduction, every exemption, and every tax credit raises taxes rates for all. It Is Perceived as unfair: It is not uncommon for Two Taxpayer who earn the same income to pay widely different amounts of tax. It over-taxes investments : By not taking into account the loss in the principal due to inflation, when taxing investment income, the IRS is taxing Seniors and others at nearly twice the legal rate.
